{"id":277643,"date":"2026-04-21T00:02:06","date_gmt":"2026-04-21T00:02:06","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ca\/277643\/"},"modified":"2026-04-21T00:02:06","modified_gmt":"2026-04-21T00:02:06","slug":"mountain-view-approves-plan-for-189m-police-fire-headquarters","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ca\/277643\/","title":{"rendered":"Mountain View approves plan for $189M police, fire headquarters"},"content":{"rendered":"<p>A plan to pay for a\u00a0<a href=\"https:\/\/www.mv-voice.com\/city-government\/2025\/11\/05\/mountain-view-approves-environmental-impact-report-for-new-police-fire-headquarters\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">new police and fire headquarters<\/a> has sailed through the Mountain View City Council, with assurances from city staff that the <a href=\"https:\/\/www.mv-voice.com\/uncategorized\/2024\/12\/21\/mountain-view-looks-to-trim-down-cost-of-210m-public-safety-building\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">$189 million project<\/a> won\u2019t have substantial cost overruns.<\/p>\n<p>In a unanimous April 14 vote, the City Council approved a plan to fund a new 75,000-square-foot public safety building at 1000 Villa St., <a href=\"https:\/\/www.mv-voice.com\/news\/2023\/12\/06\/city-council-approves-more-expensive-200m-design-for-mountain-views-new-public-safety-building\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">replacing the current facility<\/a>\u00a0which houses the police department, emergency dispatchers, fire department administration and other municipal operations.<\/p>\n<p>The city will pull together money from several different sources, with the bulk of $135 million coming from bond financing, according to Assistant City Manager Arn Andrews.<\/p>\n<p>\u201cStaff went through what we referred to as a \u2018building block process\u2019 to put together the funding,\u201d Andrews said at the meeting.<\/p>\n<p>The first building block is revenue from two sources:\u00a0<a href=\"http:\/\/www.mv-voice.com\/election\/2024\/11\/05\/mountain-view-voters-back-measure-g\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Measure G<\/a>, a 2024 voter-approved property transfer tax, and the <a href=\"https:\/\/www.mv-voice.com\/news\/2021\/07\/22\/new-ameswell-hotel-opens-in-mountain-view-following-covid-delays-paying-homage-to-citys-history\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Ameswell Hotel<\/a>, which has a long-term ground lease with the city and also pays various taxes. Combined, the proceeds amount to approximately $8.5 million annually, which is expected to be able to cover the debt service for roughly $135 million in bonds, Andrews said.<\/p>\n<p>Other funding sources include $26.5 million the city has set aside in a special reserve for the project and $16.3 million that\u2019s already been allocated for preconstruction services and construction management, according to the city staff report.<\/p>\n<p>Revenue from the\u00a0<a href=\"https:\/\/www.mv-voice.com\/city-politics\/2025\/06\/28\/city-of-mountain-view-school-districts-reach-agreement-on-shoreline-tax-deal\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Shoreline Regional Park Community<\/a>, a separate tax district that covers much of the city north of U.S. Highway 101, will also contribute funding. The council opted to have the tax district kick in $25.5 million, up from the $10 million staff initially recommended.<\/p>\n<p>Tax revenue from the Shoreline Regional Park Community is earmarked for improving that portion of the city. Because the Shoreline area is served by the police and fire departments, \u201cit is responsible for a proportionate share of the infrastructure necessary for the provision of public safety resources to the community,\u201d according to the city staff report.<\/p>\n<p>Increasing the appropriation to $25.5 million would make the Shoreline contribution more proportionate, Andrews said, adding that it also would create a financial buffer for the project.<\/p>\n<p>In addition to the Shoreline appropriation, the city council also approved $2 million from the general operating fund to bring the project across the finish line.<\/p>\n<p id=\"h-concerns-about-spiking-costs\">Concerns about spiking costs<\/p>\n<p>While the city council backed the plan, two community members raised concerns about the financial projections, especially given the project\u2019s <a href=\"https:\/\/www.mv-voice.com\/uncategorized\/2024\/12\/21\/mountain-view-looks-to-trim-down-cost-of-210m-public-safety-building\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">history of spiking costs<\/a>.<\/p>\n<p>\u201cWe\u2019d like some assurance that we\u2019ve done our homework on the $189 (million), and we\u2019re not putting the cart before the horse,\u201d Mountain View resident Jim Zaorski said. \u201cIf we\u2019re going to have pain, we want to make sure that we know what the pain is.\u201d<\/p>\n<p>Responding to these concerns, Public Works Director Jennifer Ng noted the project will be done in phases over <a href=\"https:\/\/www.mv-voice.com\/environment\/2026\/03\/19\/city-commission-objects-to-tree-removal-plan-for-mountain-views-new-police-headquarters\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">five years<\/a>, which will help staff evaluate the project\u2019s progress at each stage relative to the amount of available funding, she said.<\/p>\n<p>The first phase of the project, which includes site preparation and partial demolition of the existing building, is scheduled to begin in July, according to the staff report. The second phase will focus on the construction of the new public safety building and is scheduled to start in May 2027.<\/p>\n<p>Ng described the project\u2019s third phase, which includes the complete demolition of the existing public safety building and construction of a three-story garage and shooting range, as an \u201coff-ramp\u201d that could be modified if funding got tight.<\/p>\n<p>\u201cThat garage component of the project is one of the major off-ramps that we have in order to keep the rest of the project on track,\u201d she said.<\/p>\n<p>That work is scheduled to begin in September 2029 and be completed in December 2030, according to the staff report.<\/p>\n<p><a href=\"https:\/\/www.mv-voice.com\/city-government\/2026\/04\/15\/mountain-view-nails-down-funding-plan-for-189m-police-fire-headquarters\/\" rel=\"nofollow noopener\" target=\"_blank\">This story originally appeared in the Mountain View Voice<\/a>.
