{"id":279591,"date":"2026-04-22T02:48:09","date_gmt":"2026-04-22T02:48:09","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ca\/279591\/"},"modified":"2026-04-22T02:48:09","modified_gmt":"2026-04-22T02:48:09","slug":"ballot-measure-to-overhaul-san-diego-county-government-heads-to-voters","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ca\/279591\/","title":{"rendered":"Ballot measure to overhaul San Diego County government heads to voters"},"content":{"rendered":"<p>An effort by Democratic supervisors to dramatically <a href=\"https:\/\/www.sandiegouniontribune.com\/2026\/02\/20\/self-serving-or-good-government-a-supervisor-wants-to-overhaul-county-government-including-by-extending-term-limits\/\" rel=\"nofollow noopener\" target=\"_blank\">reshape<\/a> San Diego County government will soon be in the hands of voters.<\/p>\n<p>County supervisors voted 3-2 on partisan lines Tuesday to place a measure on the November ballot that would, if passed, overhaul the structure of county government and consolidate more power with supervisors.<\/p>\n<p>The proposed rewrite of the county\u2019s charter, effectively its constitution, includes provisions to create new budget and auditor offices responsive to supervisors, allow supervisors to confirm and remove top county officials and establish <a href=\"https:\/\/www.sandiegouniontribune.com\/2026\/04\/10\/a-county-supervisor-is-promising-bold-ethics-reform-her-proposal-is-limited-on-the-details\/\" rel=\"nofollow noopener\" target=\"_blank\">an ethics commission<\/a>.<\/p>\n<p>The ballot measure would also extend term limits for supervisors from the current limit of two four-year terms to three. Term limits <a href=\"https:\/\/www.sandiegouniontribune.com\/2026\/04\/21\/in-county-charter-overhaul-push-lawson-remer-floats-then-walks-back-letting-supervisors-live-outside-their-districts\/\" rel=\"nofollow noopener\" target=\"_blank\">would be imposed<\/a> on four other elected countywide offices \u2014 district attorney, sheriff, treasurer and assessor \u2014 only if state law changes to allow them.<\/p>\n<p>Republican Supervisor Joel Anderson, who voted against putting the package to voters, called it \u201cthe biggest thing\u201d the Board of Supervisors has voted on in his more than five years as a supervisor.<\/p>\n<p>\u201cThis is huge,\u201d Anderson said, adding the package \u201cfundamentally changes\u201d the direction of county government.<\/p>\n<p>Republican Supervisor Jim Desmond joined Anderson in voting against the ballot effort.<\/p>\n<p>Supervisor Terra Lawson-Remer has\u00a0masterminded the charter rewrite, promoting\u00a0it as a way to make county government more transparent and accountable to the public.<\/p>\n<p>To make that case, she points to how it would create new budget analyst and auditor offices. Those offices would be able to make independent reports on the county\u2019s finances and how effective its programs and services are.<\/p>\n<p>Labor unions, nonprofits and advocates have long complained that the county\u2019s budget and programs are difficult to understand. Cepeda \/ The San Diego Union-Tribune)<\/p>\n<p>In Lawson-Remer\u2019s telling, the structure of county government has not kept up with the needs of a growing region.\u00a0She says community leaders and other outside groups have often found the county \u201copaque\u201d and \u201ca little bit hard to access.\u201d<\/p>\n<p>\u201cCounty government has not kept pace with our responsibilities, and it is a really important moment to present to residents and voters some options to strengthen transparency, accountability and oversight of the county,\u201d she said.<\/p>\n<p>Many speakers at Tuesday\u2019s Board of Supervisors meeting agreed.<\/p>\n<p>\u201cClear oversight measures build public trust: these charter reform measures are exactly that,\u201d said Mel Katz, a prominent local businessman and executive officer at Manpower.<\/p>\n<p>Many others who spoke in support of the measure backed the idea of extended terms for supervisors.<\/p>\n<p>\u201cWe have so many promising ideas, but we need this continuity and extended term limits to carry them out,\u201d said Summer Ismail, a UC San Diego student and an organizer with CAIR San Diego.<\/p>\n<p>Members of local unions, a major force in San Diego-area Democratic politics, also filled the Board of Supervisors chambers on Tuesday to back the ballot measure.<\/p>\n<p>\u201cIn a county this large, serving millions of people and managing billions of public dollars, transparency and accountability cannot be optional,\u201d said Greg Sowizdrzal, president of IATSE Local 122, which represents entertainment workers.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\" lazyautosizes lazyload\" alt=\"San Diego County Supervisor Jim Desmond criticized his colleague's proposed county charter overhaul at their meeting on Tuesday, April 21, 2026, in San Diego. Cepeda \/ The San Diego Union-Tribune)<\/p>\n<p>The panel\u2019s Republican members did not share their enthusiasm about restructuring county government.<\/p>\n<p>Desmond called the ballot measure merely a ploy to extend term limits for supervisors, likening the rest of the package to an effort to feed a pet medicine by hiding it in a snack.<\/p>\n<p>\u201cTransparency, accountability, independent oversight \u2014 we all want those things, and that\u2019s being used to sugarcoat and cloud the basic item of extending the term limits,\u201d Desmond said.<\/p>\n<p>He also took aim at the package\u2019s plan to create an ethics commission, noting that each supervisor would pick one commissioner and that county counsel, who is appointed by supervisors, would appoint the other two.<\/p>\n<p>\u201cTo me, that does not sound independent at all,\u201d Desmond said.<\/p>\n<p>Before voting against putting the package on the ballot, Anderson said he was amenable to backing it but worried his constituents hadn\u2019t had enough time to review it and its potential impact.<\/p>\n<p>On term limits, Supervisor Paloma Aguirre stressed that the power to extend them will now lie with voters, not supervisors.<\/p>\n<p>\u201cThis vote does not extend anyone\u2019s term today,\u201d Aguirre said. \u201cAll we\u2019re doing is simply giving the voters to opportunity to decide what they what.\u201d<\/p>\n<p>The ballot language proposed by Lawson-Remer asks voters to approve term limits for county supervisors, DA, sheriff, treasurer and assessor \u201cwhere allowed by law.\u201d<\/p>\n<p>It does not explain what the law currently allows, and it does not tell voters what supervisors\u2019 term limits currently are. Instead it asks them to \u201cset term limits to three terms for members of the Board of Supervisors.\u201d<\/p>\n<p>The ballot measure will come before supervisors again next month for a second reading.
