One of the ideas was to bolster commerce on American ships.<\/p>\n<p>It has an outsize impact on California. <a href=\"https:\/\/www.energy.ca.gov\/what-drives-californias-gasoline-prices\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">The state has no pipelines bringing fuel in<\/a>, leaving marine transport as one of the only import options. That relative isolation is one of several reasons California\u2019s oil prices are higher than the rest of the nation\u2019s.<\/p>\n<p>San Francisco Chronicle Logo<\/p>\n<p>Make us a Preferred Source to get more of our news when you search.<\/p>\n<p><a href=\"https:\/\/www.google.com\/preferences\/source?q=sfchronicle.com\" data-link=\"native\" role=\"button\" aria-label=\"Add Preferred Source\" class=\"td300 cp f aic jcc disabled:cd wsn px24 y40px px16 py8 buttonSm fs13 xs:fs16 xs:buttonLg bg-primaryAccessible hover:o80 c-white disabled:bg-gray300 disabled:c-gray600 border bn tac br2\"><\/p>\n<p>Add Preferred Source<\/p>\n<p><\/a><\/p>\n<p>Foreign-flagged ships have occasionally moved fuel between U.S. ports under narrow exemptions, such as for emergencies like hurricanes, but those exemptions have generally affected the East or Gulf coasts\u00a0\u2014 not California.\u00a0<\/p>\n<p>The waiver took effect on March 18 and will last until May 17\u00a0\u2014 though the Trump administration is now signaling it may keep the waiver in place longer, <a href=\"https:\/\/www.axios.com\/2026\/04\/22\/trump-oil-jones-act-waiver\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">according to Axios.<\/a> So far, nine shipments of gasoline and other petroleum products have been sent to California\u00a0\u2014 five to Los Angeles and four, carrying gasoline and blending components, to the Port of Martinez, according to data from Vortexa, an energy analytics firm. Martinez is a major fuel distribution hub, with a refinery in the city.<\/p>\n<p class=\"uiTextSmall f aic jcc\">Article continues below this ad<\/p>\n<p>The next shipment will arrive in Martinez on April 29.<\/p>\n<p>The ships, registered to the <a href=\"https:\/\/www.vesseltracker.com\/en\/Ships\/Dion-1043102.html\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">Marshall Islands<\/a>, <a href=\"https:\/\/www.vesseltracker.com\/en\/Ships\/Torm-Philippines-9440136.html\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">Denmark<\/a> and <a href=\"https:\/\/www.vesseltracker.com\/en\/Ships\/Tripiti-1021922.html\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">Liberia<\/a>, came from Houston and Washington, as well as a local shipment up the Carquinez Strait from nearby Rodeo\/Selby. <a href=\"https:\/\/www.eia.gov\/todayinenergy\/detail.php?id=17991#:~:text=A%20GP%20tanker%20can%20carry,8%2D14.5%20million%20gallons).\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">A typical medium range fuel tanker<\/a> can carry up to 14.5 million gallons.<\/p>\n<p>Nationally, 44 voyages by foreign-flagged vessels have carried petroleum products between U.S. ports, according to Vortexa. One shipment has gone out from California\u00a0\u2014 specifically from the Carquinez Straight area\u00a0\u2014\u00a0 to Houston.\u00a0<\/p>\n<p>California energy officials said the waiver is bringing \u201cincremental supply\u201d to the state, adding that the details are confidential under the law. Analysts say the waiver\u2019s main benefit is flexibility. A Jones Act waiver \u201caddresses logistics, not supply,\u201d <a href=\"https:\/\/www.forbes.com\/sites\/rrapier\/2026\/03\/13\/the-jones-act-can-a-waiver-slow-surging-gasoline-prices\/?utm_source=chatgpt.com\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">one energy expert wrote in Forbes<\/a>, noting that it allows fuel to move more easily between regions but does not increase overall production.\u00a0<\/p>\n<p>Some experts expect little effect on prices.<\/p>\n<p class=\"uiTextSmall f aic jcc\">Article continues below this ad<\/p>\n<p>\u201cAll of your gasoline prices\u00a0\u2014 40%, sometimes up to 50%\u00a0\u2014 are based on the world market per barrel cost,\u201d William Doyle, a former commissioner of the U.S. Federal Maritime Commission under the Trump and Obama administrations, <a href=\"https:\/\/www.ideastream.org\/npr-news\/2026-03-18\/trump-temporarily-waives-the-jones-act-to-try-to-lower-gasoline-prices-will-it-work\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">told Ideastream Public Media<\/a>, speaking about fuel markets broadly. \u201cIt has nothing to do with the Jones Act.\u201d<\/p>\n<p>Jones Act waivers are rare and typically reserved for emergencies. The federal government has suspended the law after major disasters, including Hurricanes Katrina, Harvey and Maria.<\/p>\n<p>The current waiver is aimed at easing supply disruptions tied to tensions in the Middle East.
