But in all that time, there have only been a few power plays as brazenly dishonest as the one we\u2019re now seeing from county supervisors hell-bent on extending their time in office.<\/p>\n<p>Their scheme comes with a noble disguise: On Tuesday, Democratic majority members Terra Lawson-Remer, Monica Montgomery Steppe and Paloma Aguirre took the first step toward asking voters in November to consider a <a href=\"https:\/\/www.sandiegouniontribune.com\/2026\/04\/21\/this-is-huge-proposed-overhaul-of-san-diego-county-government-heads-to-november-ballot\/\" rel=\"nofollow noopener\" target=\"_blank\">package of changes<\/a> to make county government less \u201copaque.\u201d Among the changes would be creating new budget and auditor offices and allowing supervisors to confirm and remove more top officials.<\/p>\n<p>But it is an open secret that the key provision in the package is to increase from two to three the number of four-year terms a board member can serve. And what\u2019s the best way to make sure the package passes? To pretend that what three board members hope to achieve is to strengthen, not weaken, county term limits. (This makes another part of the package \u2014 the creation of a county ethics commission \u2014 seem grimly funny.)<\/p>\n<p>This intent to deceive constituents has been obvious since February. That\u2019s when Lawson-Remer <a href=\"https:\/\/www.sandiegouniontribune.com\/2026\/02\/27\/scam-shows-lawson-remer-think-her-constituents-are-idiots\/#:~:text=The%20arrogance%20seen%20in%202010,elected%20official%20is%20stomach%2Dturning.\" rel=\"nofollow noopener\" target=\"_blank\">asserted<\/a> that there was strong public support for allowing supervisors to serve a third term. But her evidence couldn\u2019t have been weaker: a survey of about 700 residents that asked about their support for a \u201climit\u201d on supervisors of \u201cthree four-year terms\u201d \u2014 without mentioning the limit of two four-year terms approved by county voters in 2010. Her claim of support was based on a survey meant to sell the belief that proposed \u201creforms\u201d would lead to a more restrictive rule on term limits than now exists \u2014 not a less restrictive rule.<\/p>\n<p>On Tuesday, the board chair\u2019s intent to bamboozle voters came into even sharper focus. Incredibly, the ballot language Lawson-Remer proposed for the charter \u201creform\u201d package does not disclose the measure would weaken term limits, instead saying that they would be \u201cset \u2026 to three terms.\u201d But it works overtime to create the impression that the supporters of the ballot measure are big fans of such limits. The ballot language asks voters to approve term limits for the county\u2019s district attorney, sheriff, treasurer and assessor \u201cwhere allowed by law.\u201d It does not mention that such limits are not allowed under state law. So why bring it up in the ballot language? It\u2019s obvious: to make voters think an anti-term limits measure is actually pro-term limits.<\/p>\n<p>Lawson-Remer\u2019s abuse of power is obvious. But don\u2019t excuse Montgomery Steppe or Aguirre. Their votes Tuesday enabled it. Here\u2019s hoping that before the board\u2019s second vote on the \u201creform\u201d package, they have a crisis of conscience and realize they can\u2019t support ballot language that\u2019s so plainly intended to deceive voters.<\/p>\n<p>If the dishonest ballot language is approved, at least county residents have reasons to hope state courts will protect them. On March 26, Superior Court Judge Blaine Bowman <a href=\"https:\/\/www.sandiegouniontribune.com\/2026\/03\/27\/in-killing-empty-homes-tax-propaganda-judge-strikes-blow-for-honesty\/\" rel=\"nofollow noopener\" target=\"_blank\">ordered<\/a> the city to change the title of a June measure meant to impose large annual taxes on second homes within city limits from the inflammatory \u201cEmpty Homes Tax\u201d to the neutral \u201cCity of San Diego Non-Primary Homes Tax.\u201d<\/p>\n<p>That was less than a month ago. One might have assumed it would have given Lawson-Remer pause.
