{"id":28841,"date":"2025-10-29T17:05:07","date_gmt":"2025-10-29T17:05:07","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ca\/28841\/"},"modified":"2025-10-29T17:05:07","modified_gmt":"2025-10-29T17:05:07","slug":"weigh-in-on-changing-oaklands-government-at-sessions-this-fall","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ca\/28841\/","title":{"rendered":"Weigh in on changing Oakland\u2019s government at sessions this fall"},"content":{"rendered":"<p>A year from now, Oakland voters may have the chance to overhaul how their city government is run.<\/p>\n<p>An advisory group <a href=\"https:\/\/oaklandside.org\/2025\/08\/11\/oakland-charter-reform-barbara-lee-group\/\" rel=\"nofollow noopener\" target=\"_blank\">established by Mayor Barbara Lee<\/a> this summer is working on a potential ballot measure that would <a href=\"https:\/\/oaklandside.org\/2025\/04\/28\/oakland-charter-reform-strong-mayor-city-manager\/\" rel=\"nofollow noopener\" target=\"_blank\">reform the city charter<\/a>, changing the roles of the mayor, city manager, and councilmembers in an attempt to better clarify who\u2019s responsible for what.<\/p>\n<p>Lee\u2019s working group is holding a number of community meetings throughout Oakland this fall to share what\u2019s being considered and get input from the public.\u00a0<\/p>\n<p>You can RSVP to any of the following meetings <a href=\"https:\/\/docs.google.com\/forms\/d\/e\/1FAIpQLSfbLTDQtE1LY5yAeOz6Oc2E5_kUKazqfc8UvvqUA5_Xzy0ieQ\/viewform?_hsenc=p2ANqtz-99yg_oR5iXKUDj-4OsD4I9Aj-i_rsOxUJavbHAco-fyBtuwg6OAIifSx9xSld7TlHmczzwKU5m86SofaiN2HSHOrHNcQ&amp;_hsmi=16490204\" rel=\"nofollow noopener\" target=\"_blank\">online<\/a>, though organizers note that the details could change and more meetings will be added.<\/p>\n<p>Wednesday, Oct. 29, 5:30 p.m., at St. Paul\u2019s Episcopal School (with Lee and Councilmember Zac Unger)<\/p>\n<p>Wednesday, Nov. 5, 6 p.m., at St. Mary\u2019s Center (with Councilmember Carroll Fife)<\/p>\n<p>Wednesday, Nov. 12, 6 p.m., location to be announced (with Councilmember Charlene Wang and Chinese interpretation)<\/p>\n<p>Saturday, Nov. 15, 10 a.m., location to be announced (with Councilmember Ken Houston)<\/p>\n<p>Thursday, Nov. 20, 6 p.m., location to be announced (with Councilmember Noel Gallo)<\/p>\n<p>Monday, Dec. 1, 7 p.m., location to be announced (with Councilmember Janani Ramachandran)<\/p>\n<p>Wednesday, Dec. 3, 6 p.m., location to be announced (with Council President Kevin Jenkins)<\/p>\n<p>Monday, Dec. 8, 6 p.m., location to be announced (with Jenkins and Houston)<\/p>\n<p>\u201cOftentimes it\u2019s not clear where the buck stops\u201d in Oakland\u2019s government, said Lee at the first such meeting Monday night. \u201cI know what that costs us in time, trust, and confidence.\u201d\u00a0<\/p>\n<p>Since 1999, Oakland has operated under an unusual hybrid form of government. The elected mayor hires and supervises a city administrator and proposes the city budget. But that city administration has significant day-to-day responsibilities too, and the City Council also has considerable power, passing policy and getting the final say on the budget. That year, Oakland also shifted from an appointed city attorney who was under the council\u2019s control to one who is more independent because they\u2019re elected by voters.<\/p>\n<p>\u201cRight now, too many residents see a government where accountability feels a little blurred,\u201d said Councilmember Rowena Brown, who co-hosted Monday\u2019s meeting. \u201cOur community is sometimes left wondering who exactly is in charge.\u201d<\/p>\n<p>At the meeting, facilitators from the <a href=\"https:\/\/www.lwvoakland.org\/\" rel=\"nofollow noopener\" target=\"_blank\">League of Women Voters Oakland<\/a> and <a href=\"https:\/\/spur.org\/\" rel=\"nofollow noopener\" target=\"_blank\">SPUR<\/a> presented two possible directions for reforming the city charter. Under one option, Oakland could adopt a \u201cstrong mayor\u201d form of governance, giving the mayor more power, including the option to veto the city budget.\u00a0<\/p>\n<p>Under another, Oakland could become a \u201ccouncil-manager\u201d city \u2014 similar to what it was in the past \u2014 where the mayor is a voting member of the City Council, which collectively hires a city manager to lead the administration.<\/p>\n<p>At the community meetings, participants break out into groups to discuss the benefits and drawbacks of each model and share their perspectives with the organizers.<\/p>\n<p>Lee said she hasn\u2019t personally weighed in on the direction she\u2019d like to see Oakland\u2019s charter go in, because she\u2019s \u201cstill learning\u201d about the options.
