{"id":30332,"date":"2025-10-30T15:49:08","date_gmt":"2025-10-30T15:49:08","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ca\/30332\/"},"modified":"2025-10-30T15:49:08","modified_gmt":"2025-10-30T15:49:08","slug":"bay-area-transit-sales-tax-measure-clears-state-hurdle","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ca\/30332\/","title":{"rendered":"Bay Area transit sales tax measure clears state hurdle"},"content":{"rendered":"<p>Advocates are gearing up for a regional outreach effort now that the door is open for a Bay Area public transit funding measure on the November 2026 ballot.<\/p>\n<p>Gov. Gavin Newsom signed <a href=\"https:\/\/sanjosespotlight.com\/silicon-valley-transit-agency-joins-regional-sales-tax-effort\/\" rel=\"nofollow noopener\" target=\"_blank\">Senate Bill 63<\/a>, also known as the Connect Bay Area Transit Act, on Oct. 13 \u2014 clearing the way for a voter initiative to put a 14-year sales tax measure supporting Bay Area transit agencies on next year\u2019s ballot. A coalition of transit supporters across advocacy, labor and business groups formed soon after to spearhead outreach and signature gathering efforts.<\/p>\n<p>The coalition \u2014 Connect Bay Area Transit Committee \u2014\u00a0\u00a0has to gather more than 186,000 signatures across Santa Clara, San Mateo, San Francisco, Alameda and Contra Costa counties by June 3, 2026, to coalition spokesperson Jeff Cretan said. Signature gathering can\u2019t start until next year, so he said these first few months are focused on fundraising and building support from other organizations.<\/p>\n<p>\u201cThis is a huge effort, it\u2019s five counties,\u201d Cretan told San Jos\u00e9 Spotlight. \u201cWe have an advocacy council that\u2019s working to build up support amongst their membership, but also go out into their communities and talk about why this matters.\u201d<\/p>\n<p>If approved, the measure is expected to bring a roughly $264 million annual boost to VTA by 2031 ahead of <a href=\"https:\/\/sanjosespotlight.com\/silicon-valley-transit-agency-looks-for-solutions-to-looming-deficit\/\" rel=\"nofollow noopener\" target=\"_blank\">multimillion-dollar deficits<\/a>. Not only would it close the gap, but extra funds could go toward <a href=\"https:\/\/sanjosespotlight.com\/west-valley-commuters-have-limited-public-transit-service\/\" rel=\"nofollow noopener\" target=\"_blank\">service expansions<\/a> and improvements.<\/p>\n<p>While most counties including Santa Clara face a half-cent tax, it could be as high as one cent in San Francisco. The money will be distributed proportionally to the transit agencies serving each county where the tax is collected, so VTA will receive the majority of taxes from Santa Clara County.<\/p>\n<p>For other regional transportation agencies, the proposed sales tax is about survival. BART\u2019s <a href=\"https:\/\/www.bart.gov\/about\/financials\/crisis\" rel=\"nofollow noopener\" target=\"_blank\">emergency funds<\/a> are expected to run out in 2026, and slashing service frequency, closing nine stations and ending service three hours early would not be enough to bridge the deficit. An <a href=\"https:\/\/mtc.ca.gov\/sites\/default\/files\/meetings\/attachments\/6399\/3b_25_1054_Summary_Sheet_SB_63_Updated.pdf\" rel=\"nofollow noopener\" target=\"_blank\">estimate expenditure plan<\/a> from the Metropolitan Transportation Commission (MTC) shows BART would receive $330 million annually by 2031 from the proposed sales tax.<\/p>\n<p>Advocates say funds from SB 63 are essential to maintain public transportation and the Bay Area\u2019s overall quality of life.<\/p>\n<p>\u201cWithout this regional measure, BART and Caltrain and all the other agencies are looking at massive cuts to service, which means 101, 280, 680 and 880, they become parking lots,\u201d Transbay Coalition co-founder Carter Lavin told San Jos\u00e9 Spotlight. \u201cCan you imagine how terrible traffic would be if there was no Caltrain, if thousands of people on BART going from Berryessa North had to get in a car and drive?\u201d<\/p>\n<p>Transbay Coalition is part of the committee\u2019s advocacy council, and Lavin was one of <a href=\"https:\/\/sanjosespotlight.com\/silicon-valley-transit-advocates-want-vta-to-join-regional-tax-proposal\/\" rel=\"nofollow noopener\" target=\"_blank\">dozens of supporters<\/a> urging VTA to opt-in to the measure in July. Lavin said polling\u00a0has been positive so far, as <a href=\"https:\/\/mtc.ca.gov\/news\/new-poll-indicates-majority-support-transit-revenue-and-reform-measure\" rel=\"nofollow noopener\" target=\"_blank\">a January MTC poll<\/a> of a truncated version of the measure without Santa Clara County found\u00a0a majority of voters would support the tax to stave off transit cuts. <a href=\"https:\/\/sanjosespotlight.com\/san-jose-transit-agency-considers-regional-sales-tax-measure\/\" rel=\"nofollow noopener\" target=\"_blank\">May polling<\/a> from VTA also found a majority of voters would approve a transit sales tax measure.<\/p>\n<p>Cretan said MTC is\u00a0conducting another poll of the finalized SB 63 measure, with results expected to be posted soon. As a voter initiative, the measure would need a simple majority to pass.<\/p>\n<p>While VTA\u2019s board of directors voted to <a href=\"https:\/\/sanjosespotlight.com\/silicon-valley-transit-agency-joins-regional-sales-tax-effort\/\" rel=\"nofollow noopener\" target=\"_blank\">join the effort<\/a>, the agency is only legally allowed to publicize facts about the proposed measure, according to a VTA spokesperson. But elected officials can show their support, so VTA Board Chair and Campbell Mayor Sergio Lopez said he plans to endorse the measure.<\/p>\n<p>VTA\u00a0board members previously voiced worries about encouraging voters to pass a tax given the current economic climate and <a href=\"https:\/\/sanjosespotlight.com\/santa-clara-county-measure-a-earns-support-of-san-jose-mayor-police-and-da\/\" rel=\"nofollow noopener\" target=\"_blank\">competing measures<\/a>, but advocates said the positive polling numbers prove residents know the necessity of good transportation.<\/p>\n<p>\u201cPeople don\u2019t want to see the status quo, people want to see that the transit system is getting more convenient and easier to use,\u201d Seamless Bay Area Executive Director Adina Levin told San Jos\u00e9 Spotlight.<a href=\"https:\/\/cta-na2.hubspot.com\/web-interactives\/public\/v1\/track\/redirect?encryptedPayload=AVxigLKaZHtfyHgeE3jDkYDbM10cLoyrDSokOyi%2FB6AFtdudACXfiM4RSBu0QLJZFJ%2F3S4FhbsKb%2BkV2obmvBMfAvaYh5favjKBhnHtlqcgIm4Hed6nWP%2FU%2BH5E1rnEZOyYp1m5pnaxw7uQXSNSHSobYT2OZpqE9%2BVeipYiqa7Aq1pHjj0pdTP0Fez5AyEx3BUi%2BdIno8dj%2FXQ%3D%3D&amp;webInteractiveContentId=184632509590&amp;portalId=44356355\" target=\"_blank\" rel=\"noopener nofollow\"><br \/><img decoding=\"async\" class=\"aligncenter\" style=\"height: 100%; width: 100%; object-fit: fill;\" src=\"https:\/\/www.newsbeep.com\/us-ca\/wp-content\/uploads\/2025\/10\/1761839348_301_interactive-184632509590.png\" alt=\"Keep our journalism free for everyone!\"\/><\/a>Lopez said the measure would\u00a0allow VTA to enhance public transit by increasing service frequency, coverage and connectivity throughout the county and beyond. An MTC estimate expenditure plan shows about $46 million would be allocated toward rider quality of life improvements, such as free and reduced fee transfers between agency lines.<\/p>\n<p>\u201cWe want the opportunity to think, how can we use these resources to transform our system, to make it a more seamless, interconnected system, to make it easier to get around, whether it\u2019s within the county or across the region,\u201d Lopez told San Jos\u00e9 Spotlight.<\/p>\n<p>B.
