(KBAK\/KBFX) \u2014 A man <a href=\"https:\/\/bakersfieldnow.com\/news\/local\/two-crashes-in-east-bakersfield-leave-one-dead-another-hospitalized-according-to-bakersfield-police-department\" target=\"_blank\" rel=\"nofollow noopener\">accused of driving under the influence and killing two pedestrians last June in east Bakersfield<\/a> was deemed incompetent on Wednesday to stand trial, according to Kern County Superior Court records.<\/p>\n<p>Reginald Moland, 31, was ruled incompetent by a Kern County Superior Court judge. Moland has a hearing set next month regarding his medication, court records show.<\/p>\n<p><img decoding=\"async\" alt=\"KBAK\/KBFX\" class=\"ImageEmbed_image__qZBo_\" src=\"https:\/\/www.newsbeep.com\/us-ca\/wp-content\/uploads\/2026\/05\/16195d70-f8aa-4112-9a1b-aa7a39e62534-BAKERSTREETCRASH.jpg\"\/><\/p>\n<p>Moland was charged last October with two counts of second-degree murder,  gross vehicular manslaughter while intoxicated, and hit-and-run resulting in death. He pleaded not guilty last November.<\/p>\n<p>On June 21, 2025, just after 6 p.m., at different intersections of Baker Street, Moland allegedly struck pedestrian Mario Hernandez Ortega, 40, and shortly later crashed into a vehicle driven by 29-year-old Luis Alfredo Garcia Lopez. Lopez died at the scene.<\/p>\n<p>Ortega, the pedestrian, died the following day. <a href=\"https:\/\/bakersfieldnow.com\/news\/local\/two-men-identified-in-fatal-east-bakersfield-crashes-suspect-due-in-court-next-week-baker-sumner-street-kern-medical-driver-pedestrian-charges-murder-dui-hit-and-run\" target=\"_blank\" rel=\"nofollow noopener\">Both men were identified in July 2025<\/a>.<\/p>\n<p>A Bakersfield police investigation revealed that Moland was traveling northbound on Baker Street when he struck the pedestrian at Sumner Street.
