This claim fundamentally mischaracterizes my office’s conversations with this company.”

The firm alleges Wang’s office informed company representatives in late January that the police chief had approved the arrangement and that a training plan involving an OPD lieutenant had also been approved.

Then, according to the claim, the deal abruptly collapsed. PHS alleges Wang told the firm in March that the program was being abandoned because of the war in Iran. The claim does not explain how the overseas conflict was connected to Oakland’s police recruitment plans.

The dispute eventually landed on the desk of former City Administrator Jestin Johnson, who resigned last month amid a separate controversy involving inappropriate text messages about female city employees.

Johnson declined to authorize payment, according to the claim, telling the firm the matter would not be resolved “in the foreseeable future.” PHS was later released from a one-year exclusivity agreement it said it had with the city.

—The allegations carry potentially significant implications because Oakland’s charter sharply limits the ability of elected officials to involve themselves in city administration.

Section 218 of the charter prohibits councilmembers from directing city employees or interfering in administrative matters. City contracts are generally negotiated and executed by the city administration, not individual councilmembers.

The claim revives a long-running issue at Oakland City Hall: the city’s history of elected officials becoming involved in operational matters that the charter explicitly assigns to the city administration.

The anti-interference provisions were designed to prevent exactly that kind of overlap and preserve a clear separation between policymaking and day-to-day management.

For now, the city faces a $35,000 claim for unpaid services, while the broader question—whether a councilmember improperly inserted herself into the contracting process—remains unresolved.

<p
