If you’re fixing, painting, or doing any work that disturbs old paint in a building, you may need a special Lead-Based Paint Permit.<\/p>\n

CUSTOMER NOTICE:\u00a0You can now apply for your permit online and get it right away. Visit our Online Permit Portal to apply, pay, and get your permit. If your building was built before 1978, new rules may apply. Read below before you start!<\/p>\n

Before you Start<\/p>\n

You must upload a Lead Abatement Work Plan<\/a> when you apply for a building permit. This plan shows how you\u2019ll safely handle lead-based paint.\u00a0<\/p>\n

If your project has a Lead Risk Assessment (a report about the dangers of lead), upload that too.\u00a0<\/p>\n

If your project disturbs paint and you don\u2019t have a permit and don’t submit the plan, or say there\u2019s no paint disturbance when there is, the city will stop your work.\u00a0<\/p>\n

Permit Requirements<\/p>\n

When Are Permits Required?<\/p>\n

Per the\u00a0EPA’s Lead Renovation, Repair and Painting Rule (RRP Rule)<\/a>, you need a permit if the project disturbs paint on all buildings that were built before 1978 such as:\u00a0<\/p>\n


\nSanding\u00a0
\nRemoving or damaging paint\u00a0
\nPressure washing\u00a0
\nAny work where paint is scraped or chipped\u00a0 <\/p>\n

This includes:\u00a0<\/p>\n


\nPainting only\u00a0
\nProjects with a building permit\u00a0
\nWashing old buildings (built before 1978)\u00a0 <\/p>\n


\nWhen You Don\u2019t Need a Permit\u00a0 \n<\/p>\n

According to the EPA\u2019s RRP Rule, these types of work are exempt:\u00a0<\/p>\n

Minor Work\u00a0<\/p>\n


\nInside: disturbing less than 6 square feet of lead-based paint in one room\u00a0
\nOutside: disturbing less than 20 square feet\u00a0
\nNote: These rules don\u2019t apply to windows\u2014window work always needs safety steps\u00a0 <\/p>\n

Lead-Free Homes\u00a0<\/p>\n


\nHomes built after 1978 usually don\u2019t have lead paint\u00a0
\nThese homes don\u2019t need an LBP permit\u00a0 <\/p>\n

Emergency Repairs\u00a0<\/p>\n


\nIf something breaks (like a pipe or roof), you can fix it right away\u00a0
\nYou still need to clean up safely after the repair and apply for a building permit\u00a0 <\/p>\n

DIY Projects\u00a0<\/p>\n


\nIf you own and live in the home, you can do the work yourself\u00a0
\nFriends and family helping for free are okay\u00a0
\nThe home must be owner-occupied\u00a0 <\/p>\n

Projects Where Paint Won\u2019t Be Touched\u00a0<\/p>\n


\nIf you paint over old paint without sanding or scraping\u00a0
\nAdding new walls or siding without disturbing old paint\u00a0 <\/p>\n

What Must Be Included in a Lead Abatement Work Plan?<\/p>\n

Your Lead Abatement Work Plan<\/a> must include:\u00a0<\/p>\n


\nHow you will remove or control the lead\u00a0
\nHow you will contain dust and paint chips\u00a0
\nHow you\u2019ll throw away the lead materials\u00a0
\nThe name of the company doing the work\u00a0
\nA plan to move tenants if needed\u00a0
