Plus, education job losses that result from budget cuts and layoffs could hit the city hard.<\/p>\n<p>City officials have no jurisdiction when it comes to schools.<\/p>\n<p>The Sacramento City Unified School District is careening towards insolvency, and city of Sacramento leaders are watching with worry from afar.<\/p>\n<p>\u201cEvery city needs schools to work,\u201d said Sacramento City Councilmember Phil Pluckebaum. \u201cSo, when the district starts really running up against the rocks like it is right now \u2026 Everyone\u2019s worried.\u201d<\/p>\n<p>Sacramento City Unified has a multimillion-dollar budget crisis and its own staff predict the coffers could be empty by November. There is a real chance that the district will need an emergency loan from the state, and the strings that come with that relief, next school year.<\/p>\n<p>Economists and housing experts assure that the district falling into receivership would not mean the sky falling on Sacramento. However, the ripple effects would be felt, they said, by district staff losing their jobs and homebuyers being dissuaded from settling in the capital city.<\/p>\n<p>The structure of leadership in California means city council members and county supervisors do not have a role in running local school districts. That\u2019s the responsibility of elected school board members and their appointed superintendent.<\/p>\n<p>In the event of the district\u2019s financial collapse and a state takeover, though, the fallout would be shared.<\/p>\n<p>\u201cFor me,\u201d said Sacramento City Councilmember Karina Talamantes, \u201cit\u2019s just waiting to see what kind of tough decisions the trustees at Sac City Unified School District will make and monitoring from afar.\u201d<\/p>\n<p>Fear factor for new residents<\/p>\n<p>One concern, Talamantes said, is whether a floundering school district standing might give prospective homebuyers pause.<\/p>\n<p>\u201cEverything plays a factor in people\u2019s decision for homeownership,\u201d she said. \u201cAnd if they feel like there\u2019s instability in the city of Sacramento, it will absolutely impact us in attracting new residents.\u201d<\/p>\n<p>A poor reputation is \u201csomething you can\u2019t sell around,\u201d said Barry Broome, CEO of the Greater Sacramento Economic Council.<\/p>\n<p>\u201cWe\u2019re going to have to suck it up and support this school district,\u201d Broome said. <\/p>\n<p>District officials <a href=\"https:\/\/www.abridged.org\/news\/sacramento-city-unified-wants-taxpayer-help\/\" type=\"link\" id=\"https:\/\/www.abridged.org\/news\/sacramento-city-unified-wants-taxpayer-help\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">plan to ask residents to approve a new tax<\/a>, increasing revenue for education. Broome, as a resident of the city and father of a McClatchy High School alumnus, said he will vote in favor.<\/p>\n<p>Schools are a common consideration for homebuyers. And, local realtor Andy Thielen said, schools and school districts directly affect surrounding home values.<\/p>\n<p>A school district that\u2019s grappling with a nine-figure budget deficit and falling under state authority might dissuade some families from settling in Sacramento.<\/p>\n<p>But, he said, \u201cI\u00a0don\u2019t\u00a0want to make it sound like if that happens, no one will want to live here.\u201d<\/p>\n<p>In Oakland\u2019s experience<\/p>\n<p>Matt Glaser said he and his wife moved to Oakland in 2019, when the Bay Area school district was 16 years into state receivership.<\/p>\n<p>\u201cWe knew what we were getting into,\u201d said the father of two elementary school students.<\/p>\n<p>Oakland Unified came out on the other side of receivership last summer, after 22 years of outside overseers. The mood in the city, Glaser said, was celebratory.<\/p>\n<p>Yet the district\u2019s deeper issues, including leaders spending outside their means, went largely unaddressed, and Oakland Unified remained in a financially uncertain position. <\/p>\n<p>\u201cPeople should be less concerned about the short-term reputation hit,\u201d Glaser said, \u201cand more about long-term viability.\u201d<\/p>\n<p>Loss of employees<\/p>\n<p>Job cuts are among the worst consequences of a financially struggling school district, said Lisa Grant-Dawson, interim chief business officer at Sacramento City Unified. Before joining the district, Grant-Dawson served in the same role for Oakland Unified.<\/p>\n<p>When layoffs happen, ex-employees must scramble to find new sources of income.<\/p>\n<p>And neighboring school districts, such as Elk Grove Unified or Natomas Unified, would likely not have enough job vacancies to absorb the fallout from Sacramento City, Grant-Dawson said.<\/p>\n<p>\u201cFrom a city perspective,\u201d she said, \u201cyou do have the concern about people looking for work outside (the area).\u201d<\/p>\n<p>Separate jobs<\/p>\n<p>City leaders are not stepping in to help with the school district\u2019s situation \u2014 because it\u2019s outside their jurisdiction.<\/p>\n<p>\u201cWe just have to keep an eye on it,\u201d Talamantes said. \u201cThe Sac City Unified School District has its own elected board that has a duty to pass the budget, to make their own decisions.\u201d<\/p>\n<p>\u201cThey\u2019re their own elected officials, and we can\u2019t direct them what to do,\u201d she added.<\/p>\n<p>Whereas in the past, prominent local leaders might informally engage with education officials, Pluckebaum said there is a more hands-off approach today.<\/p>\n<p>The last to step over that bureaucratic gap, he said, was Joe Serna Jr., former Sacramento mayor and namesake of the school district\u2019s central office building.<\/p>\n<p>City and school leaders do often rub elbows at public events, Pluckebaum said, at which the interactions are\u00a0much of the same.\u00a0<\/p>\n<p>\u201cMostly\u00a0it\u2019s\u00a0like this: \u2018Hey, how\u00a0you\u00a0doing?
