Homicides in San Francisco could hit their lowest point since 1941.<\/p>\n<p>Kale Williams<\/p>\n<p>Even as <a href=\"https:\/\/www.sfchronicle.com\/politics\/article\/trump-san-francisco-troops-20883072.php\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">President Donald Trump<\/a> and even local magnate <a href=\"https:\/\/www.sfchronicle.com\/sf\/article\/marc-benioff-says-trump-send-national-guard-san-21095295.php\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">Marc Benioff<\/a> have called on federal troops to quell disorder in the city, San Francisco is on track to have the lowest number of homicides in more than 70 years, the Chronicle found\u00a0\u2014 potentially beating <a href=\"https:\/\/www.sfchronicle.com\/crime\/article\/san-francisco-homicides-decline-19771624.php\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">last year\u2019s 60-year low<\/a>.<\/p>\n<p>By SFPD\u2019s latest official count, there had been 19 homicides in the first nine months of the year, compared to 24 last year at the same time last year. Those numbers do not include the <a href=\"https:\/\/www.sfchronicle.com\/crime\/article\/sf-family-four-killed-woodland-heights-21093215.php\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">apparent murder-suicide<\/a> of a family of four last week, which may raise the count of murders by three. SFPD has not made an official ruling on the incident, but even if those crimes are included, the city would be on track to have 27\u00a0\u2014 still the lowest since 1954, according to police data.<\/p>\n<p>The stunning, sustained decline comes as Trump described San Francisco and other liberal American cities as \u201cvery unsafe places\u201d that should be used as \u201ctraining grounds\u201d for the military. Already, the administration has moved to send the National Guard, including\u00a0<a href=\"https:\/\/www.sfchronicle.com\/politics\/article\/trump-california-national-guard-portland-21083730.php\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">troops from California<\/a>, to Portland over the objections of Oregon\u2019s governor and the city\u2019s mayor. For now, that attempt has been <a href=\"https:\/\/www.sfchronicle.com\/politics\/article\/california-national-guard-portland-trump-21085480.php\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">blocked by a judge<\/a>.<\/p>\n<p class=\"uiTextSmall f aic jcc\">Article continues below this ad<\/p>\n<p>But the data often does not suggest that San Francisco and other Democrat-led cities are dangerous places, particularly when it comes to murder. San Francisco\u2019s decline is part of a\u00a0 homicide drop across the nation\u00a0\u2014 which could also reach the <a href=\"https:\/\/jasher.substack.com\/p\/the-fbi-will-likely-report-the-lowest\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">lowest numbers on record<\/a> since 1960, according to crime analyst Jeff Asher.<\/p>\n<p>In 2024, before the continued drop this year, San Francisco\u2019s homicide rate was already among the lowest among big cities last year, according to data from <a href=\"https:\/\/realtimecrimeindex.com\/data\/#download\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">the Real Time Crime Index<\/a>, which compiles crime data from different agencies. Portland, whose 2024 per capita murder rate was about the middle of the pack compared to other cities with more than 500,000 people, has also seen a marked decline in killings so far this year.<\/p>\n<p>The reasons for the national decline are not well understood, Asher wrote in <a href=\"https:\/\/jasher.substack.com\/p\/why-i-think-murder-is-plunging\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">a recent newsletter<\/a>, and likely won\u2019t be for a while. But he noted that nationwide crime decreases began in 2023 and have continued ever since\u00a0\u2014 even though most medium and large cities, <a href=\"https:\/\/www.sfchronicle.com\/bayarea\/article\/police-overtime-pay-sfpd-19578026.php\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">including San Francisco<\/a>, now have fewer police officers now than they did before the pandemic.<\/p>\n<p class=\"uiTextSmall f aic jcc\">Article continues below this ad<\/p>\n<p>Asher added that coordinated action during the pandemic may also have brought down crime:\u00a0 Action across all levels of government and by nonprofits propped up services, schools and infrastructure in an effort to get local economies back to normal.<\/p>\n<p>Even with the <a href=\"https:\/\/www.sfchronicle.com\/crime\/article\/san-francisco-crime-rate-17065509.php\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">spike during the pandemic<\/a>, San Francisco\u2019s homicide rate has lately been far lower than in more violent decades. In the 1970s, homicides in San Francisco hit a high, with 146 killings in both 1976 and 1977. In the 1990s, it peaked again with 133 killings in 1993.<\/p>\n<p>Every time homicide rates rise or fall, analysts and officials theorize widely about the reasons.\u00a0 In 2015, for example, then-district attorney George Gascon pointed to the city\u2019s changing demographics, as well as improved police technology, as reasons behind a drop in homicides in the 2010s.<\/p>\n<p>\u201cI think the city has become older, it has become much more affluent,\u201d he told the Chronicle at the time. \u201cThose things have also had an impact in the way that violent crime sort of manifests itself.\u201d<\/p>\n<p>But no single theory can totally explain the shift, especially when it happens across different types of places with different policies. For example, the rate of violent crime, particularly among youth, skyrocketed in the early 1990s before plummeting through the 2000s\u00a0\u2014 a change crime experts couldn\u2019t fully explain.\u00a0<\/p>\n<p class=\"uiTextSmall f aic jcc\">Article continues below this ad<\/p>\n<p>\u201cNobody knows why this occurred,\u201d said Mike Males, a senior research fellow with the Center on Juvenile and Criminal Justice in San Francisco, which advocates for alternatives to incarceration, in <a href=\"https:\/\/projects.sfchronicle.com\/2019\/vanishing-violence\/\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">a 2019 Chronicle interview<\/a>. He added that the drop happened \u201calmost regardless of what local, state or national policies were adopted.\u201d<\/p>\n<p>Evan Sernoffsky, a spokesperson for the police department, said that while homicides are coming down nationally, most places still have far higher rates than San Francisco.\u00a0<\/p>\n<p>\u201cIt shows that San Francisco is one of the safest big cities in the country,\u201d he said. \u201cIt\u2019s not just a narrative\u00a0\u2014 it\u2019s families that don\u2019t have to be grieving.\u201d<\/p>\n<p>Sernoffsky pointed to ongoing community building and violence prevention efforts at \u201cevery level\u201d of the police department in conjunction with community groups. He also pointed to the police department\u2019s high rate of solving homicides, explaining that when police solve crimes, people trust the system more, reducing the chance of further crimes like retaliation killings.
