{"id":393017,"date":"2026-07-10T05:24:10","date_gmt":"2026-07-10T05:24:10","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ca\/393017\/"},"modified":"2026-07-10T05:24:10","modified_gmt":"2026-07-10T05:24:10","slug":"ongoing-and-upcoming-sbtv3-launches-new-show","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ca\/393017\/","title":{"rendered":"Ongoing and Upcoming SBTV3 launches new show"},"content":{"rendered":"<p>            <a href=\"https:\/\/www.newsbeep.com\/us-ca\/wp-content\/uploads\/2026\/07\/Ongoing-logo.w.jpg\" data-caption=\"\"><img loading=\"lazy\" decoding=\"async\" width=\"584\" height=\"436\" class=\"entry-thumb td-modal-image\" src=\"https:\/\/www.newsbeep.com\/us-ca\/wp-content\/uploads\/2026\/07\/Ongoing-logo.w.jpg\"   alt=\"\" title=\"Title\"\/><\/a><\/p>\n<p class=\"wp-block-paragraph\">The Seal Beach Cable Foundation, also known as SBTV3, launched a new show on Thursday, July 2.<\/p>\n<p class=\"wp-block-paragraph\">The first podcast of \u201cSeal Beach Spotlight\u201d features Seal Beach\u2019s Terri Quinlan interviewing Daren DeLeon about the development and growth of the annual Nashville on the Coast music festival here in Seal Beach.<\/p>\n<p class=\"wp-block-paragraph\">DeLeon is a past president of the Seal Beach Chamber of Commerce.<\/p>\n<p class=\"wp-block-paragraph\">Quinlan described the program as a podcast.<\/p>\n<p class=\"wp-block-paragraph\">However, Peter Anninos, chair of the Seal Beach Cable Communications Foundation, did not think the word \u201cpodcast\u201d was accurate.<\/p>\n<p class=\"wp-block-paragraph\">\u201cTo me it looks like a TV show that was shot in our studio, because it was,\u201d Anninos wrote in a July 6 email.<\/p>\n<p class=\"wp-block-paragraph\">\u201cI\u2019m not sure how \u2018podcast\u2019 is determined. I understand it came from IPod but this was a studio show. It\u2019s not a subscription sooooooo, I dunno,\u201d Anninos wrote.<\/p>\n<p class=\"wp-block-paragraph\">The Merriam-Webster Dicitonary defines a podcast as \u201ca program (as of music or talk) made available in digital format for automatic download over the Internet\u201d.<\/p>\n<p class=\"wp-block-paragraph\">\u201cOur program will be added to the SBTV website and the SBTV Program Schedule in the near future,\u201d Quinlan wrote.<\/p>\n<p class=\"wp-block-paragraph\">As of 9:36 a.m., Tuesday, July 6, the 22-minute video had received 76 views on Quinlan\u2019s YouTube.com.<\/p>\n<p class=\"wp-block-paragraph\">Brown Act update<\/p>\n<p class=\"wp-block-paragraph\">On July 1, I asked the Seal Beach city attorney:<\/p>\n<p class=\"wp-block-paragraph\">\u201cIs it true that the latest update to the Brown Act prohibits cities from asking the public to submit their comments to staff prior to meetings?\u201d<\/p>\n<p class=\"wp-block-paragraph\">City Attorney Nick Ghirelli wrote back the same day.<\/p>\n<p class=\"wp-block-paragraph\">\u201cUnder certain types of teleconferenced meetings in which a member of the legislative body appears remotely, the legislative body cannot require the public to submit comments in advance of the teleconferenced meeting,\u201d Ghirelli wrote.<\/p>\n<p class=\"wp-block-paragraph\">\u201cThis provision is found at Government Code Section 54953.8(b)(4),\u201d Ghirelli said.<\/p>\n<p class=\"wp-block-paragraph\">\u201cThis restriction was actually added to the Brown Act during the early part of the COVID pandemic when opportunities for public comment during virtual meetings were limited,\u201d Ghirelli said.<\/p>\n<p class=\"wp-block-paragraph\">\u201cThe prohibition was recently recodified as part of the Brown Act update under SB 707. Today, the restriction is not typically relevant because other provisions of the Brown Act ensure the public always has an opportunity to address the legislative body and submit comments during a public meeting,\u201d he wrote. \u201cI hope this is helpful.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"The Seal Beach Cable Foundation, also known as SBTV3, launched a new show on Thursday, July 2.
