{"id":40107,"date":"2025-11-06T02:08:17","date_gmt":"2025-11-06T02:08:17","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ca\/40107\/"},"modified":"2025-11-06T02:08:17","modified_gmt":"2025-11-06T02:08:17","slug":"salvation-army-breaks-ground-on-new-sober-living-interim-housing-site-in-san-jose-3","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ca\/40107\/","title":{"rendered":"Salvation Army breaks ground on new sober-living interim housing site in San Jose"},"content":{"rendered":"<p>As the budgets of San Jose and Santa Clara County get tighter, the Salvation Army is trying to\u00a0do its part to address the <a href=\"https:\/\/www.mercurynews.com\/2025\/06\/13\/san-jose-mayor-says-legislators-talking-out-of-both-sides-of-their-mouths-for-demanding-progress-while-cutting-homelessness-funding\/\" rel=\"nofollow noopener\" target=\"_blank\">homelessness crisis<\/a> by transforming a grassy lot just north of St. James Park into a new sober-living interim housing site.<\/p>\n<p>The renowned international faith-based organization, flanked by city and county dignitaries, broke ground Monday on the new modular Hope Community at 359 N. 4th St. that will add more than 74 beds for men and women.<\/p>\n<p>The $6 million project will use funds from Santa Clara County, the city of San Jose, and philanthropist John Sobrato to facilitate development. The Salvation Army is privately raising money to cover operational expenses, which Maj. Daniel Freeman said amounts to $14 million to $15 million over 10 years.<\/p>\n<p>\u201cThis isn\u2019t just a shining example for the South Bay,\u201d Freeman said. \u201cThis is a shining example across the United States of what we can accomplish when we choose to work together. We see the value in changing lives. We see the suffering that\u2019s on the streets and now\u2019s the time to do something about it.\u201d<\/p>\n<p>The project continues the momentum in San Jose, which has seen a one-third reduction in unsheltered homelessness as a result of the city\u2019s policy shift to <a href=\"https:\/\/www.mercurynews.com\/2025\/02\/12\/san-jose-model-cost-unsheltered-homelessness\/\" rel=\"nofollow noopener\" target=\"_blank\">build more interim housing<\/a>. This year, the city is expanding its shelter system by more than 1,000 placements through hotel and motel conversions, <a href=\"https:\/\/www.mercurynews.com\/2025\/04\/10\/san-jose-berryessa-safe-parking-rvs-homelessness\/\" rel=\"nofollow noopener\" target=\"_blank\">safe parking<\/a> and <a href=\"https:\/\/www.mercurynews.com\/2025\/08\/31\/san-jose-to-open-safe-sleeping-site-as-it-continues-clearing-of-columbus-park-encampment\/\" rel=\"nofollow noopener\" target=\"_blank\">safe sleeping sites<\/a> and tiny home communities.<\/p>\n<p>By the end of the year, the city hopes to make even more progress and have at least 50% of its homeless population indoors.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"lazyautosizes lazyload\" alt=\"Officials pose for a photograph during The Salvation Army Silicon Valley groundbreaking ceremony for their HOPE Community Safe and Sober Overnight and Transitional Housing program in San Jose, Calif., on Monday, Nov. 3, 2025. Meyer\/Bay Area News Group)\u00a0<\/p>\n<p>\u201cOur streets can\u2019t be the waiting room, and San Jose has been at the tip of the spear, shifting policies under the mayor\u2019s leadership to get people indoors today,\u201d said DignityMoves CEO Elizabeth Funk, whose organization is partnering on the Hope Community development \u2013 its third project in the city. \u201cThen, we can take the time to build the permanent housing that we so need.\u201d<\/p>\n<p>District 2 Supervisor Betty Duong said the county\u2019s involvement began about 5 years ago, when Freeman met with then-Supervisor Cindy Chavez, who committed $4 million to the project. Both Sobrato and the city are committing an additional $1 million.<\/p>\n<p>The project expects to open its doors next year.<\/p>\n<p>But while the city has committed to building more dignified options to living on the streets, financial constraints at the local and state levels could curtail the progress made without help from nonprofits and philanthropists.<\/p>\n<p>For example, the Salvation Army already has expanded its Transition and Overnight Program to add more beds for unhoused women in addition to the Hope Community Project.<\/p>\n<p>Freeman added that 77% of Salvation Army program graduates have stayed housed.<\/p>\n<p>Meanwhile, Sobrato has committed millions to multiple San Jose projects, including<a href=\"https:\/\/www.mercurynews.com\/2025\/04\/24\/san-jose-opens-its-first-interim-housing-site-on-private-land\/\" rel=\"nofollow noopener\" target=\"_blank\"> providing the land for the 150-unit Via Del Oro tiny home community<\/a> that opened in April.<\/p>\n<p>\u201cWe all know we have a homeless crisis across the San Francisco area,\u201d Sobrato said. \u201cIt will take many such public-private partnerships to solve this crisis, making sure that our homeless neighbors have safe, dignified housing \u2026 There is no single solution to the homeless crisis, but if we all work together and pull every lever, we will make a difference.\u201d<\/p>\n<p>San Jose Mayor Matt Mahan also highlighted that the Salvation Army project would help add another recovery-based program, which already faces hurdles due to rules that prevent the use of state funds.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"lazyautosizes lazyload\" alt=\"An illustration at The Salvation Army Silicon Valley groundbreaking ceremony for their HOPE Community Safe and Sober Overnight and Transitional Housing program in San Jose, Calif., on Monday, Nov. 3, 2025. Meyer\/Bay Area News Group)\u00a0<\/p>\n<p>Mahan was among those <a href=\"https:\/\/www.mercurynews.com\/2025\/10\/31\/san-jose-mayor-building-statewide-coalition-to-advocate-for-back-to-basics-agenda\/\" rel=\"nofollow noopener\" target=\"_blank\">critical of Gov.
