Twenty-two residences are there now.

The developers, who submitted the plan about five years ago, recently received a couple of extensions from the city on some of the design and planning processes. The city issued the demolition permit on Wednesday.

The developers said they plan as soon as possible to give residents a 60-day notice to vacate. In a statement on the demolition permit, the city said that if residents do not vacate within 60 days, it would “assess the existing conditions and determine whether partial demolition could proceed in areas that had been vacated.”

After the 60-day period, the developers have 75 days to complete the demolition. The developers also have to remove and replace the bulkheads along the waterfront as part of the demolition process.

Many residents have expressed concern that the developers would demolish the property without addressing the bulkheads.

“Demolition cannot start until the bulkhead permit is issued,” Rebecca Markwick, planning and building director, said at a public meeting about the project on July 9.

Markwick said the city will work with the developers to get the bulkhead permit issued within 60 days. The developers have to begin work on the bulkheads within 14 days of the start of demolition and complete it by Oct. 15 to comply with state environmental regulations.

“If they’re not complete before the time expires, the existing bulkheads would remain in place, and starting next spring when the regulatory agencies again allow construction to commence, they would be completed, but our hope is that the developer can meet this schedule that is in their plans,” Barbara Kautz, a lawyer for the city, said at the meeting.

Several commenters asked the city to wait until spring or later to issue the demolition permit so residents would not have to leave before it was certain that all work could be completed.

Kautz said the city is required by state regulation to issue the demolition permit as soon as all conditions are met.

“We are really trying to hear the community’s concerns,” said Mayor Sally Wilkinson. “We are trying to be as safe as possible with this while being compliant with the law.”

Belvedere has granted a demolition permit for the Mallard Pointe redevelopment project.
