More than 16,000 Flock Safety cameras<\/a> sit on poles and street lights across California \u2014 the highest count of any state, according to a crowd-sourced mapping project called DeFlock<\/a>. Nationally, more than 117,000<\/a> Flock cameras<\/a> have been documented, and the company accounts for roughly 83% of the mapped total. Every time you drive past one, it photographs your vehicle and logs your license plate, make, model, color, time, and location into a searchable database. Think of it as Find My Friends, except you never opted in and the ones checking the feed aren’t your college roommates.<\/p>\n

Where the Cameras Are Thickest<\/p>\n

San Francisco ranks third in the nation for camera density per road mile \u2014 behind only two New York City boroughs.<\/p>\n

The coverage isn’t spread evenly. San Francisco County<\/a> packs 1,196 cameras per 1,000 road miles, trailing only New York County and Kings County in New York. Down south, Orange County hits 184 cameras per 1,000 road miles, ranking 33rd nationally. Los Angeles County \u2014 despite its sheer sprawl \u2014 lands at 59th with 143 per 1,000 road miles. The heaviest concentrations cluster in LA County and the Bay Area metros, which tracks with DeFlock’s open-source<\/a> methodology: urban areas with more observers document more cameras. Rural California likely has readers too. Nobody’s mapped them yet. What These Cameras Actually Do \u2013 and Who Already Walked Away<\/p>\n

The LAPD halted its Flock contract after questions surfaced about who else could access the data.<\/p>\n

Privacy advocates argue these networks can reconstruct a vehicle’s complete travel history and identify movement patterns over time. Flock maintains its tools serve public safety and aren’t designed for mass surveillance or immigration enforcement. The LAPD apparently wasn’t convinced the distinction held up in practice. The department operated<\/a> roughly 120 to 138 Flock readers among approximately 280 total plate readers available citywide, then ended its Flock agreement amid concerns about data-sharing \u2014 specifically, whether immigration authorities could access the records. Separately, a surveillance app<\/a> built by U.S. operatives to target political dissidents underscores just how easily such tools can be turned toward ends far beyond their stated purpose.<\/p>\n

That contract collapse says something. The largest police department in the state looked at its own surveillance tool and flinched.<\/p>\n

The Map Shows Cameras. It Doesn’t Show Answers.<\/p>\n

Visibility and accountability are not the same thing \u2014 and right now, only one of them exists.<\/p>\n

The DeFlock project made an invisible network visible. That’s genuinely useful. But the harder questions remain unanswered:<\/p>\n

which agencies can request it<\/p>\n

whether California’s oversight standards match what Flock’s contracts actually require<\/p>\n

what behavioral patterns get assembled from your daily commute without your knowledge<\/p>\n

Those details aren’t plotted on any map. You can see where the cameras<\/a> are. What happens to the data they collect \u2014 that part is still off the grid.<\/p>\n
