Fresno could follow in the footsteps of the state and other cities by having a select group of citizens draw recommended city council district boundaries.\u00a0<\/p>\n
Fresno City Council President Nelson Esparza and Councilmembers Mike Karbassi and Tyler Maxwell are proposing a ballot measure that would create a citizen redistricting adviisory commission that would start after the 2030 census.\u00a0<\/p>\n
The big picture: The Fresno City Council currently draws its own district lines every decade after the census results come in.\u00a0<\/p>\n
The proposal would create a citizen redistricting advisory commission to develop, draw and propose city council boundaries after a census is published.\u00a0<\/p>\n
What we\u2019re watching: If the city council decides to place the proposal on the ballot, it will need a majority vote in November to be enacted.\u00a0<\/p>\n
Zoom in: The commission would have seven members that are each nominated by the seven city councilmembers.\u00a0<\/p>\n
In order to be selected, commissioners must have voted in two of the three prior city elections or have lived in the city for at least 10 years.\u00a0<\/p>\n
City employees, registered lobbyists are employees of redistricting contractors or consultants would be barred from serving.\u00a0<\/p>\n
The proposal would also prohibit anyone from serving on the commission if they or an immediate family member has been an elected official, an employee of a campaign for city office, an employee or consultant to an elected official or a member of a Fresno County partisan central committee in the prior decade.\u00a0<\/p>\n
It also bans commissioners from running for city office for 10 years.\u00a0<\/p>\n
What they\u2019re saying: \u201cWe\u2019re setting them in place four years ahead of the next map and years ahead of the next open seat when no one in this city can calculate the advantage,\u201d Esparza said at a press conference on Monday.\u00a0<\/p>\n
Maxwell said the city wants to make the process as apolitical as possible, adding that constituents have asked him for a citizen-led redistricting commission.\u00a0<\/p>\n
