The meeting was organized by Fresno City Councilmember Nick Richardson’s office after construction activity prompted questions from nearby neighbors.

“I don’t like things being built in people’s neighborhood without them knowing what’s going in there,” Richardson said.

Residents voiced concerns

According to Virk, neighbors primarily wanted information about the project’s potential impacts.

“They were worried about noise. They were worried about the drive-thru. They were worried about what type of tenants are coming there, parking,” Virk said.

Richardson said the meeting was informational only. Because the development had already received all required city approvals, Bottom Line Group was not obligated to participate.

The Fresno Planning and Development Department approved permits for the project in December 2021, and the Fresno Planning Commission upheld the approvals after an appeal in January 2023.

Virk said construction resumed this year after the project had remained dormant.

Developer modified original plans

One significant change came before construction restarted.

Bottom Line removed a previously proposed car wash from the project because of concerns over noise.

“We eliminated a car wash because of noise … on our own basis because we know what to build where and what’s going to be beneficial,” Virk said.

Richardson said residents appreciated both the developer’s willingness to meet and the project’s revisions.

“The residents had good, informed concerns and points of view, and the developer did a really good job assuaging their concerns,” he said.

What’s planned

Bottom Line’s portion of the development covers approximately three acres.

Current plans include:

About 7,000 square feet of multi-tenant retail space
A quick-service restaurant with a drive-thru
A neighborhood market
Conventional fuel pumps
Diesel fuel
Electric vehicle charging

Earlier plans also identified prospective tenants such as a coffee shop, sandwich shop, offices and a salon.

“We’re transparent, honest, and we do community projects based on the community that adds value to where we’re doing it,” Virk said.

Broader development pipeline

The Maple and Behymer project reflects Bottom Line Group’s continued expansion throughout the Central Valley.

While the North Fresno development has moved ahead after years of approvals and community outreach, another proposed project in Parlier has stalled after city council members declined to approve it, illustrating the differing challenges developers face as communities seek greater input on major commercial projects.

Why it matters

Large commercial developments increasingly receive neighborhood scrutiny long before construction begins. The Maple and Behymer project illustrates how developers and local governments are relying more on public outreach to address concerns while keeping approved projects moving.

Rendering of a 7,500 square foot retail development proposed at Alluvial and Temperance avenues in Clovis.
