That is a $50,000 increase from the previous agreement.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">The council also authorized City Manager Patrick Gallegos to execute the agreement.<\/p>\n<p class=\"wp-block-paragraph\">This was the second amendment to the city\u2019s agreement with HF&amp;H Consultants.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">The vote was unanimous.<\/p>\n<p class=\"wp-block-paragraph\">This was a Consent Calendar item.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">The council doesn\u2019t talk about consent items unless a council member pulls one for individual discussion. Nothing was pulled from this week\u2019s Consent Calendar.<\/p>\n<p class=\"wp-block-paragraph\">The contract was originally approved in June 2024, according to the staff report prepared by Management Analyst Lauren Barich. \u201cSB 1383 was adopted to reduce the statewide disposal of organic waste, and the law grants CalRecycle the regulatory authority to achieve organic disposal reduction targets,\u201d Barich wrote.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">\u201cOrganic waste recycling is required from every waste generator, which includes residences, businesses, and government entities,\u201d Barich wrote.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">\u201cThe City has made substantial progress in its negotiations with Republic Services to update the solid waste and recycling franchise agreement, which was originally entered into in 1997 and amended in 2020,\u201d Barich wrote.<\/p>\n<p class=\"wp-block-paragraph\">\u201cThe new amended and restated agreement will reflect organic waste provisions in compliance with SB 1383, which established methane emissions reduction targets for short-lived climate-pollutants (SLCP) in various sectors of California\u2019s economy,\u201d Barich wrote.<\/p>\n<p class=\"wp-block-paragraph\">\u201cIn addition, the City continues to make progress on related SB 1383 compliance items,\u201d Barich wrote.<\/p>\n<p class=\"wp-block-paragraph\">\u201cOn October 27, 2025, City Council adopted Resolution 7703 approving Amendment 1 to the Agreement, which extended the term of the Agreement through and including December 31, 2026 and increased compensation by $25,000, to support the extended timeframe of the negotiations and agreement development, as well as additional time to analyze, facilitate, and negotiate the contract,\u201d Barich wrote.<\/p>\n<p class=\"wp-block-paragraph\">\u201cProgress has continued to be made in negotiations, however, the timeline was impacted by the necessity of completing the Orange County Waste and Recycling Services Waste Infrastructure System Enterprise (WISE) Agreement by April 30, 2026 due to the expiration of the Waste Disposal Agreement,\u201d Barich wrote.<\/p>\n<p class=\"wp-block-paragraph\">The WISE agreement was adopted in March 2026, according to her report.<\/p>\n<p class=\"wp-block-paragraph\">\u201cStaff is optimistic the negotiations will be completed prior to December 31, 2027, however, the purpose of extending the agreement to this date is to support ongoing SB 1383 implementation efforts,\u201d Barich wrote.<\/p>\n","protected":false},"excerpt":{"rendered":"The Seal Beach council on Monday, July 27, approved an amendment to its contract with HF&amp;H Consultants, LLC,&hellip;\n","protected":false},"author":2,"featured_media":1359,"comment_status":"","ping_status":"","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[33],"tags":[131,133,132],"class_list":["post-426177","post","type-post","status-publish","format-standard","has-post-thumbnail","category-long-beach","tag-long-beach","tag-long-beach-headlines","tag-long-beach-news"],"_links":{"self":[{"href":"https:\/\/www.newsbeep.com\/us-ca\/wp-json\/wp\/v2\/posts\/426177","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.newsbeep.com\/us-ca\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.newsbeep.com\/us-ca\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/us-ca\/wp-json\/wp\/v2\/users\/2"}],"replies":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/us-ca\/wp-json\/wp\/v2\/comments?post=426177"}],"version-history":[{"count":0,"href":"https:\/\/www.newsbeep.com\/us-ca\/wp-json\/wp\/v2\/posts\/426177\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/us-ca\/wp-json\/wp\/v2\/media\/1359"}],"wp:attachment":[{"href":"https:\/\/www.newsbeep.com\/us-ca\/wp-json\/wp\/v2\/media?parent=426177"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.newsbeep.com\/us-ca\/wp-json\/wp\/v2\/categories?post=426177"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.newsbeep.com\/us-ca\/wp-json\/wp\/v2\/tags?post=426177"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
