{"id":434326,"date":"2026-08-16T05:24:38","date_gmt":"2026-08-16T05:24:38","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ca\/434326\/"},"modified":"2026-08-16T05:24:38","modified_gmt":"2026-08-16T05:24:38","slug":"high-speed-rail-timeline-slip-raises-transparency-concerns","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ca\/434326\/","title":{"rendered":"High-speed rail timeline slip raises transparency concerns"},"content":{"rendered":"<p>The <a target=\"_blank\" rel=\"Follow nofollow noopener\" href=\"https:\/\/www.fresnobee.com\/news\/local\/high-speed-rail\/\">California High-Speed Rail Authority<\/a> added another year to its overall Central Valley timeline but obscured the schedule change in its latest planning document, according to <a target=\"_blank\" rel=\"Follow nofollow noopener\" href=\"https:\/\/hsr.ca.gov\/wp-content\/uploads\/2026\/07\/OIG-HSR-Review-of-2026-Business-Plan-A11Y.pdf\">a recent report<\/a> by the agency\u2019s own independent review office.<\/p>\n<p>Inspector General Benjamin Belnap, whose position is state-funded, found the rail authority\u2019s <a target=\"_blank\" rel=\"Follow nofollow noopener\" href=\"https:\/\/hsr.ca.gov\/wp-content\/uploads\/2026\/06\/2026-Final-Business-Plan-060126-A11Y.pdf\">2026 business plan<\/a> continued to reference a completion window of 2032-2033 for the Merced-to-Bakersfield segment. But the rail authority\u2019s analysis accounting for potential delays has already extended that window to 2034, Belnap\u2019s review says.<\/p>\n<p>\u201cBecause the information about schedule contingency is inconsistent, the business plan could mislead stakeholders about schedule risk,\u201d the review says.<\/p>\n<p>The lack of clarity around the timeline is one of several \u201ctransparency concerns\u201d regarding the business plan that Belnap listed in a letter to Gov. Gavin Newsom and legislative leaders. The rail authority produces a business plan every other year to <a target=\"_blank\" rel=\"Follow nofollow noopener\" href=\"https:\/\/hsr.ca.gov\/communications-outreach\/reports\/business-plans\/2026-business-plan\/\">show state officials its progress<\/a> and strategies for addressing challenges.<\/p>\n<p>The agency has promoted the 2026 plan as a viable roadmap for completing its long-delayed Central Valley segment for $35.7 billion while finally expanding beyond the region. But it has caused controversy for proposing major cost-cutting changes to the project, including <a target=\"_blank\" rel=\"Follow nofollow noopener\" href=\"https:\/\/www.fresnobee.com\/news\/local\/high-speed-rail\/article315589818.html\">a reduced system in the Central Valley<\/a> that the rail authority says can grow later if needed.<\/p>\n<p>The plan was approved behind schedule by the rail authority because its initial draft required various revisions. CAHSRA 2026 Business Plan                                                                                        A 9-month \u2018slip\u2019 in Central Valley rail schedule?<\/p>\n<p>In the rail authority\u2019s <a target=\"_blank\" rel=\"Follow nofollow noopener\" href=\"https:\/\/hsr.ca.gov\/wp-content\/uploads\/2025\/08\/2025-Project-Update-Report-SUP-FINAL-081925-A11Y.pdf\">project update last year<\/a>, a scheduling chart indicated the Central Valley segment would be <a target=\"_blank\" rel=\"Follow nofollow noopener\" href=\"https:\/\/www.fresnobee.com\/news\/local\/high-speed-rail\/article311748729.html\">ready for passenger service<\/a> by the end of 2031. A similar chart in this year\u2019s business plan shows the segment will actually be ready for service nine months later at the end of September 2032.<\/p>\n<p>Under that chart, the rail authority says in a footnote that it adopted a 24-month contingency recommended by its schedule risk assessment. That contingency period extends the Central Valley timeframe to September 2034 \u2014 but Belnap\u2019s report says the rail authority does not explicitly mention the widened window in the plan.<\/p>\n<p>The inspector general also says the nine-month delay was caused by the rail authority\u2019s proposed changes to the Central Valley segment, which require changes to previously completed designs that could \u201cthreaten the overall schedule.\u201d<\/p>\n<p>In its response to Belnap, the rail authority said its latest plans have presented the project\u2019s schedules better than past documents. CRAIG KOHLRUSS                                                                            ckohlruss@fresnobee.com                                                                                        2034 also unlikely for Central Valley rail, inspector general says<\/p>\n<p>Belnap\u2019s report says even a 2034 end point is \u201clikely insufficient\u201d for high-speed rail in the Central Valley.<\/p>\n<p>\u201cThe Authority continues to base its schedule on optimistic assumptions, including assumptions about legislative actions proposed by the Authority that have yet to be adopted,\u201d the report says.<\/p>\n<p>Rail authority CEO Ian Choudri over the past year has proposed a list of changes to state law that he says will help the agency avoid the land-use problems and costs that have historically plagued the project.
