At the time, Arreguín’s bill called for the state Department of Motor Vehicles to refuse to renew vehicle registrations for people with outstanding illegal dumping fines — a practice the DMV already does for individuals with unpaid parking tickets and other fines.

That measure is no longer part of the bill. Instead, the legislation would empower parking enforcement and law enforcement officials to clamp a boot on any vehicle whose owner has unpaid illegal dumping fines.

Oakland officials have been investing heavily in enforcement against illegal dumping, including hiring a company that uses AI-assisted drones to spot garbage piles. Earlier this year, the City Council approved legislation that increases fines for people caught dumping trash on the street. And in June, the Crankstart Foundation gave Oakland $9.2 million to prevent and clean up trash.

But recent reports have pointed to flaws in the enforcement model: KTVU reported that Oakland issued nearly 3,000 citations between 2021 and 2024 but only collected 11% of the total owed fines.

The Oaklandside reported in March that Oakland had only collected money from 25 of 270 individuals cited for illegal dumping in 2025. City officials have promised to refer cases to the Alameda County District Attorney, but as of a few months ago, there haven’t been any prosecutions. The City Auditor recently identified a slew of problems with how Oakland has approached illegal dumping.

“SB 1218 ensures real accountability and deterrence for illegal dumping,” Arreguín said in a press release. “If you trash our communities, there will be consequences.”

The legislature also advanced a separate anti-illegal dumping bill brought by Assemblymember Mia Bonta, AB 1153. This legislation would let CalRecycle provide local governments with more funding and technical assistance to get rid of abandoned RVs and support enforcement units that address illegal dumping.

Oakland spent $14 million enforcing and abating illegal dumping in the last fiscal year, according to a press release. Bonta said in a statement that her bill will empower local governments and prioritize projects that serve disadvantaged communities.

Both bills must be signed by Newsom by September 30 to become laws.

“*” indicates required fields

The city of Oakland may soon get a new power to combat illegal dumping: the ability to immobilize…

[30
4387,29417,457,10372,36193,44390,101,103,102,104,106,105
post-445443","post","type-post","status-publish","format-standard","has-post-thumbnail","category-san-francisco","tag-city-auditor","tag-crankstart-foundation","tag-gavin-newsom","tag-illegal-dumping","tag-jesse-arreguin","tag-mia-bonta","tag-san-francisco","tag-san-francisco-headlines","tag-san-francisco-news","tag-sf","tag-sf-headlines","tag-sf-news
["GET
