Over 35 community members voiced their disapproval of the <a href=\"https:\/\/drive.google.com\/file\/d\/1Iwpcsg8yYyCMbEtfbnrrzR4D68QOKKET\/view\" rel=\"nofollow noopener\" target=\"_blank\">4.3 billion dollar mega project<\/a> at the City Hall Planning Commission meeting on Aug.19. Five spoke in favor.<\/p>\n<p>What is SEDA?<\/p>\n<p><a href=\"https:\/\/www.fresno.gov\/wp-content\/uploads\/2026\/08\/SEDA-Specific-Plan.pdf\" rel=\"nofollow noopener\" target=\"_blank\">The City of Fresno<\/a> defines SEDA as a long-range mega development of about 9,000 acres on the southeast edge of Fresno.<a href=\"https:\/\/www.fresnobee.com\/news\/local\/article315899644.html\" rel=\"nofollow noopener\" target=\"_blank\"> Mayor Jerry Dyer has been vocal about his support<\/a> for the project.\u00a0<\/p>\n<p>The zone is made up of mostly unincorporated land and has been designated as one of Fresno\u2019s future growth boundaries <a href=\"https:\/\/agendas.fresno.gov\/en\/legislation\/id-25-1247-20226?utm_\" rel=\"nofollow noopener\" target=\"_blank\">since 1958<\/a>.<\/p>\n<p>The <a href=\"https:\/\/calafco.org\/\" rel=\"nofollow noopener\" target=\"_blank\">Local Agency Formation Commission (LAFCO)<\/a> approved SEDA boundaries for inclusion into <a href=\"https:\/\/city-of-fresno-gis-hub-cityoffresno.hub.arcgis.com\/datasets\/sphere-of-influence-gis-hub\/explore?location=36.786989%2C-119.773143%2C10\" rel=\"nofollow noopener\" target=\"_blank\">Fresno\u2019s Sphere of Influence<\/a> in 2006. The sphere of influence indicates Fresno\u2019s annexation for future development.<\/p>\n<p>SEDA, known as the Southeast Growth Area (SEGA) from 2006-2010 stalled during the Great Recession but the concept was added to Fresno\u2019s <a href=\"https:\/\/www.fresno.gov\/wp-content\/uploads\/2023\/03\/upload_temp_cover_amend_toc.pdf\" rel=\"nofollow noopener\" target=\"_blank\">2014 General Plan<\/a>. The plan didn\u2019t return until 2019 when the city received state funding to support planning and environmental work.\u00a0<\/p>\n<p>In December 2025, Fresno City Council voted 5-2 to send SEDA back to city staff for further financial analysis and revision. Concerns were raised about how the development would impact existing plans, specifically downtown and west Fresno.<\/p>\n<p>Now, SEDA is once again moving through the city\u2019s approval process.\u00a0<\/p>\n<p><img fetchpriority=\"high\" decoding=\"async\" class=\"wp-image-2531772 size-medium\" src=\"https:\/\/www.newsbeep.com\/us-ca\/wp-content\/uploads\/2026\/09\/image1-3-600x463.jpg\" alt=\"\" width=\"600\" height=\"463\"  \/>Modified consolidation business park alternative map. The Terry P. Bradley Educational Center in Clovis which opened in 2025, was cited.<\/p>\n<p>What SEDA could mean for Fresno School Districts\u00a0<\/p>\n<p>Financial reports by Fresno Unified School District (FUSD) show that within ten years, SEDA could cause the district to lose about <a href=\"https:\/\/fresnoland.org\/2025\/12\/15\/fresno-unified-estimates-closing-11-schools-due-to-seda\/\" rel=\"nofollow noopener\" target=\"_blank\">$200 million in annual funding. An estimated 11 schools could also face shut down<\/a>.<\/p>\n<p>Both FUSD and Central Unified School District (CUSD) have proposed resolutions opposing SEDA.<\/p>\n<p>Fresno City Councilmember Miguel Arias explained that State Center Community College District (SCCCD) intentionally located its campuses near population dense areas to make them accessible to students.\u00a0<\/p>\n<p>\u201cTheir philosophy was, put a community college where the need is greatest, the need for training, the need for higher education opportunities,\u201d Arias said.\u00a0<\/p>\n<p>Sontaya Rose, the City of Fresno\u2019s director of communications, declined to comment on how the project could impact Fresno City College students.\u00a0<\/p>\n<p>Andrea Villa, a business administration major at FCC said, \u201dI know people that are struggling with finding jobs\u2026 and they\u2019re just going to build new houses and stuff. I feel like that just defeats the purpose of building new houses if people aren\u2019t able to access them.\u201d<\/p>\n<p>City Council Comments to Concerns During The Meeting\u00a0<\/p>\n<p>\u201cWe don\u2019t have an affordable housing problem. We have a good jobs problem,\u201d Planning Commissioner Kathy Bray said. \u201cI see this as another good chance to get some decent jobs in Fresno.\u201d<\/p>\n<p>This point was echoed by Samatha Forgey, government affairs representative of the <a href=\"https:\/\/fresnochamber.com\/\" rel=\"nofollow noopener\" target=\"_blank\">Fresno Chamber of Commerce<\/a>.<\/p>\n<p>\u201cFrom the perspective of the business community, Fresno needs additional land where companies can launch, expand, relocate, and create jobs,\u201d Forgey said.<\/p>\n<p>Planning Commissioner Jacqueline Lyday asked if the planning commission could guarantee that city council won\u2019t allocate funds from other programs, to which Bray replied they cannot guarantee anything.<\/p>\n<p>Planning Commissioner Linda Calandra expressed concern with the planning process but ultimately voted in favor of the project.<\/p>\n<p>\u201cWhere\u2019s that funding going to come from? There\u2019s questions here that I think are policy questions that need to be answered before I can give a recommendation to the council,\u201d\u00a0 Calandra said.<\/p>\n<p>Fresno resident Holley Keoneth commented on the city council.\u00a0<\/p>\n<p>\u201cI think a lot of the time city council, those in power will frame it as the people having a say in what\u2019s going on in their communities but in the end, it\u2019s them making the decisions,\u201d Keoneth said.\u00a0<\/p>\n<p>Speakers during public comment voiced concerns about the zone south of Jensen being designated for flexible research and development. SEDA uses terminology stating the area is intended for advanced manufacturing and green technology use.\u00a0<\/p>\n<p>\u201cThe fact is it\u2019s not about advanced research. It\u2019s about [Artificial Intelligence] data centers. We know it. You know it. There is no other demand,\u201d Arias said.\u00a0<\/p>\n<p>Jennifer Clark denied claims about the introduction of data centers into Fresno County.<\/p>\n<p>\u201cCurrently, data centers are not a permitted use in the City of Fresno. Nor will they be permitted in the flexible research and development area,\u201d Clark said.<\/p>\n<p>Fresno City Council may vote on SEDA soon.
