California<\/a> is on the verge of adopting what supporters describe as the nation’s most far-reaching protections for children interacting with artificial intelligence chatbots, as lawmakers send Adam’s Law to Governor Gavin Newsom for consideration.\u00a0<\/p>\n

If signed, the measure would significantly expand existing safeguards and could become a model for states nationwide as legislators increasingly focus on children’s online safety and AI<\/a> regulation.<\/p>\n

The legislation, formally Senate Bill 1119 and known as Adam’s Law<\/a>, passed the California Legislature on August 31 and now awaits the governor’s signature.\u00a0<\/p>\n

The bill is named after California teenager Adam Raine, whose parents say harmful interactions with an AI chatbot contributed to his death in 2025.<\/p>\n

“We are grateful for the leadership<\/a> of Senator Padilla, Assemblymember Bauer-Kahan, and Assemblymember Wicks, and the support of the entire California State Legislature in passing critically important Al companion chatbot safety legislation,” Adam’s parents, Matthew and Maria Raine, said in a statement supporting the bill.<\/p>\n

They added that “powerful AI companionship chatbots were unleashed on our kids with vastly inadequate protections<\/a>.”<\/p>\n

What Adam’s Law Would Do<\/p>\n

According to the bill text<\/a> and legislative summaries, Adam’s Law would require companion chatbot operators to conduct annual child safety risk assessments, submit to independent compliance audits, implement age-assurance measures, and identify risks posed to minors by chatbot design and operation.\u00a0<\/p>\n

Auditors would be required to file AI child safety reports with the California Attorney General.<\/p>\n

Supporters say the legislation would establish the country’s most comprehensive regulatory framework for children’s interactions with AI chatbots. Assemblymember Rebecca Bauer-Kahan said in a statement<\/a> that “Adam’s Law sets a new national standard for what we owe our children online.”<\/p>\n

Meanwhile, State Senator Steve Padilla argued California is stepping into a regulatory gap left by Washington. “Adam’s Law stands to become the national blueprint to build a safer online world for our kids<\/a>,” Padilla said.<\/p>\n

Where States Stand on AI Chatbot Restrictions<\/p>\n

California’s proposal comes amid a broader wave of state-level efforts to regulate AI chatbots, particularly those used by children.<\/p>\n

According to the Future of Privacy Forum (FPF)<\/a>, lawmakers have introduced nearly 100 chatbot-specific bills across 34 states in 2026, making AI companions and conversational bots one of the fastest-growing areas of technology regulation.<\/p>\n

States With Chatbot-Specific Laws Already on the Books\"Several<\/p>\n

Several states already have chatbot-specific laws on the books, as concerns over children’s use of AI technology.<\/p>\n

FPF’s 2026 Chatbot Legislation Tracker<\/a> identifies 15 states that have enacted chatbot-specific measures:<\/p>\n

California: Existing requirements already include prohibiting content for minors and protections against self-harm content generated by companion chatbots, while Adam’s Law would significantly expand current safeguards for minors.<\/p>\n

Colorado: Requires transparency, parental consent, and child-focused safeguards for certain chatbot systems.<\/p>\n

Connecticut: Adopted protections addressing chatbot disclosures and safety requirements, including parental consent and the prohibition of content for minors.<\/p>\n

Georgia: Enacted numerous requirements related to chatbot transparency and youth protections, including parental controls and transparency reporting.<\/p>\n

Hawaii: Passed legislation governing interactions between chatbots and minors, including prohibiting content and transparency requirements.<\/p>\n

Iowa: Adopted safeguards addressing youth-facing chatbot systems including prohibiting content for minors and introducing parental consent regulations<\/a>.<\/p>\n

Idaho: Requires protections to prevent harmful chatbot interactions and protect minors, including rules around developing humanlike companion chatbots and harm detection and response requirements.<\/p>\n

Maine: One of the earliest states to enact chatbot-specific legislation in 2025<\/a>.<\/p>\n

Nebraska: Approved chatbot regulations that include child-safety provisions, including parental consent and content prohibition.<\/p>\n

New Hampshire: Enacted chatbot legislation in 2025<\/a>, including prohibiting content for minors and harm detection and response measures.<\/p>\n

New York: Has adopted multiple chatbot-related laws and additional safeguards for minors, including parental consent rules and age verification requirements.<\/p>\n

Oregon: Passed measures focused on transparency reporting, content protocols for minors, and other youth protections.<\/p>\n

Rhode Island: Enacted chatbot transparency requirements and harm detection and response measures.<\/p>\n

Utah: Adopted chatbot safety laws in 2025<\/a> including transparency reporting and limits on sharing.<\/p>\n

Washington: Requires companion chatbot disclosures and prohibits content for minors.<\/p>\n

States That Considered, But Have Not Enacted, Measures<\/p>\n

Several states introduced chatbot-specific legislation that ultimately did not become law:<\/p>\n

In addition, several states that already have chatbot-specific laws on the books saw separate chatbot proposals stall or become inactive during the legislative process:<\/p>\n

How California Differs From The Rest\"Kids<\/p>\n

While many state laws focus on a single issue such as AI disclosures, self-harm prevention, parental controls or age restrictions, supporters argue that Adam’s Law combines multiple regulatory approaches into a single framework.\u00a0<\/p>\n

The bill would require risk assessments, independent audits, age-assurance measures, reporting to the state attorney general and broader child-safety obligations for companion chatbot operators.<\/p>\n

That breadth is one reason proponents say the legislation could become a national model as states increasingly move beyond social media regulation and begin targeting AI companions directly.<\/p>\n
