The planned memorial will be located between the Lincoln Memorial and Arlington National Cemetery.  <\/p>\n<p data-node-id=\"2\">Critics argue the towering structure will disrupt historic sightlines. A lawsuit filed by three veterans and an architectural historian claims that the project must be approved by Congress before it can move forward.  <\/p>\n<p data-node-id=\"3\">The administration said the idea for the arch was first introduced decades ago and that Congress always intended the space to serve as more than just a traffic circle.  <\/p>\n<p data-node-id=\"4\">The Commission of Fine Arts approved the design in May, but the National Capital Planning Commission, which oversees building projects on federal land in Washington, D.C., has not yet given final approval.
