{"id":455745,"date":"2026-09-06T22:18:11","date_gmt":"2026-09-06T22:18:11","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ca\/455745\/"},"modified":"2026-09-06T22:18:11","modified_gmt":"2026-09-06T22:18:11","slug":"california-voters-to-decide-whether-to-permanently-lock-in-higher-taxes-on-top-earners","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ca\/455745\/","title":{"rendered":"California voters to decide whether to permanently lock in higher taxes on top earners"},"content":{"rendered":"<p>California voters will decide in November whether to permanently lock in<a href=\"https:\/\/nypost.com\/2026\/08\/15\/opinion\/the-troubling-news-about-two-crucial-polls-in-california\/\" rel=\"nofollow noopener\" target=\"_blank\"> higher state income-tax<\/a> rates for the state\u2019s highest earners.<\/p>\n<p>Proposition 3 would make permanent income tax rates that <a href=\"https:\/\/nypost.com\/2026\/08\/02\/us-news\/california-dems-defy-gavin-newsom-xavier-becerra-on-billionaires-tax\/\" rel=\"nofollow noopener\" target=\"_blank\">California voters<\/a> approved in 2012 and that are currently scheduled to expire in 2031.<\/p>\n<p>The measure applies to <a href=\"https:\/\/nypost.com\/2026\/08\/14\/us-news\/californians-split-on-proposed-billionaire-tax-sour-on-voter-id-requirement-poll-shows\/\" rel=\"nofollow noopener\" target=\"_blank\">high-income Californians<\/a>, with the income threshold currently set at $371,000 and adjusted annually for inflation.<\/p>\n<p>Voters will decide whether to lock in higher income-tax rates for California\u2019s highest earners, like residents of Petaluma. Getty Images<\/p>\n<p>The state estimates that making the tax permanent would preserve between $5 billion and $15 billion in annual income-tax revenue.\u00a0<\/p>\n<p>Under the current system, California\u2019s personal income-tax structure is progressive, with rates increasing as taxable income rises. The lower tax brackets would not change under Proposition 3. <\/p>\n<p>The major question is what happens to the higher rates imposed on top earners once the existing tax is scheduled to sunset.<\/p>\n<p>If Proposition 3 passes, those higher rates would remain in place permanently. If it fails, the tax increase would expire in 2031, according to the California Secretary of State\u2019s official voter guide.\u00a0<\/p>\n<p>For example, the current top marginal state income tax rate is 12.3%.<\/p>\n<p>The tax rates affected by Prop. 3 are the higher rates that apply to income above specified thresholds for high earners, while the lower portions of a taxpayer\u2019s income remain subject to the existing bracket structure.<\/p>\n<p>Supporters say maintaining the additional revenue is important for schools and other public services.<\/p>\n<p>President of the California Teachers Association David Goldberg is a supporter of the additional revenue the tax brings in.<\/p>\n<p>\u201cWe\u2019re looking at services being cut across the board \u2013 health care, resources for students and families,\u201d California Teachers Association President David Goldberg told <a href=\"https:\/\/www.kcra.com\/article\/california-proposition-3-wealthy-tax-permanent\/73619643\" target=\"_blank\" rel=\"noopener nofollow\">KCRA3<\/a>.<\/p>\n<p>\u201cThis will impact not just public education, but the way it\u2019s funded; it will also impact the general fund, which includes all kinds of programs that Californians rely on for our day-to-day lives. AFP via Getty Images<\/p>\n<p>\u201cTime and time again, people see that when asked to increase taxes, they have the question of how are you using the money we give you now?\u201d Howard Jarvis Taxpayers Association President Jon Coupal said.<\/p>\n<p>Coupal also argued that keeping the higher rates could have broader economic consequences.<\/p>\n<p>\u201cProposition 3 is an extension of the existing tax rates, so its impact may not be as dramatic, but it still exists,\u201d he said.<\/p>\n<p>As Californians weigh Proposition 3, they will also encounter another major tax proposal on the November ballot:\u00a0Proposition 40, which would impose a one-time 5% tax on certain taxpayers and trusts with more than $1 billion in covered assets.<\/p>\n<p>Xavier Becerra, who is running to succeed Gov. Gavin Newsom, has opposed Prop. 40 while supporting Prop. 3. Anadolu via Getty Images<\/p>\n<p>Unlike Prop. 3, which deals with income and would extend an existing tax indefinitely, Prop. 40 targets accumulated wealth and would impose the levy only once. <\/p>\n<p>The measure would direct 90% of its proceeds toward healthcare and the remaining 10% toward food assistance or education-related programs.\u00a0<\/p>\n<p>The state\u2019s fiscal analysis estimates Prop. 40 could produce\u00a0tens of billions of dollars over several years, while also potentially reducing state income-tax collections from billionaires by hundreds of millions of dollars or more annually.\u00a0<\/p>\n<p>The two tax measures have also produced different political alignments. <\/p>\n<p><a href=\"https:\/\/nypost.com\/2026\/09\/03\/us-news\/xavier-becerra-goes-silent-as-he-runs-out-the-clock-on-california-governors-race\/\" rel=\"nofollow noopener\" target=\"_blank\">Xavier Becerra<\/a>, who is running to succeed Gov.
