{"id":457755,"date":"2026-09-09T01:30:44","date_gmt":"2026-09-09T01:30:44","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ca\/457755\/"},"modified":"2026-09-09T01:30:44","modified_gmt":"2026-09-09T01:30:44","slug":"fresno-supervisors-move-to-arm-district-attorneys-after-stabbing","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ca\/457755\/","title":{"rendered":"Fresno Supervisors move to arm District Attorneys after stabbing"},"content":{"rendered":"<p class=\"&quot;byline&quot;\">by Pablo Orihuela, Fresnoland <br \/>September 8, 2026<\/p>\n<p>The Fresno Board of Supervisors unanimously approved the first of two votes needed to pass an ordinance allowing investigators and prosecutors at the county\u2019s district attorney\u2019s office to carry firearms while on the clock and inside of government buildings,\u00a0following an attack against a DA working downtown last month.\u00a0<\/p>\n<p>Prosecutors would need a concealed-carry permit to exercise the privilege. Workers will also be able to carry pepper sprays and tasers as alternative self-defense tools.<\/p>\n<p>Both Fresno District Attorney Lisa Smittcamp and Fresno County Sheriff John Zanoni said they\u2019d be judicious in how they allow law enforcement officials to carry weapons, regardless of permits. Starting next year, the permits, known as CCWs, will last three years instead of two, decreasing how often residents need to reapply and prove firearm proficiency to get the document.<\/p>\n<p>\u201cThat&#8217;s fine for our standard CCW holders,\u201d Zanoni said. \u201cBut if you&#8217;re going to be carrying at different county facilities and county parks, and you really need to protect yourself, I&#8217;m going to emphasize training, proficiency and then security.\u201d<\/p>\n<p>There are about 15,000 active CCWs in the county, Zanoni said on Tuesday. He added that the permits are \u201cextremely in demand,\u201d with interest increasing constantly.<\/p>\n<p>Smittcamp, who has served as the county\u2019s DA since 2015, said the \u201cstatus of downtown\u201d makes workers, including herself, \u201cvulnerable\u201d to \u201cviolent and the mentally ill people that we have roaming around in our communities.\u201d<\/p>\n<p>The county\u2019s ordinance comes after an individual attacked a deputy district attorney in Courthouse Park <a href=\"https:\/\/www.instagram.com\/p\/DcT0i2nHz_-\/\" rel=\"nofollow noopener\" target=\"_blank\">last month<\/a>, sending them to the hospital with multiple stab wounds. The attack, <a href=\"https:\/\/abc30.com\/post\/suspect-stabbing-deputy-district-attorney-fresno-courthouse-park-identified\/19713803\/\" rel=\"nofollow noopener\" target=\"_blank\">according to Smittcamp<\/a>, was retaliation for a case the prosecutor had worked on.<\/p>\n<p>Zanoni said that Courthouse Park in particular used to be a place for many neighboring workers and residents to lounge or picnic in on their downtime. He said following Tuesday\u2019s vote that he&#8217;d direct staff to help increase security in the area.\u00a0<\/p>\n<p>\u201cWe are going to be a good presence out there to ensure that people are there for the right reasons, and those that aren&#8217;t need to move on,\u201d Zanoni said. He later added, \u201cI think it&#8217;s time that we push back on some of these individuals that are there for the wrong reasons, because they&#8217;re impacting the safety of our staff and other individuals that come to Courthouse Park. \u201d<\/p>\n<p>Downtown Fresno is largely in the city\u2019s jurisdiction. However, many of the county&#8217;s services and law enforcement agencies are centrally located in the heart of the city.\u00a0<\/p>\n<p>Fresno police Chief Mindy Casto declined to comment Tuesday.<\/p>\n<p>When asked by Fresnoland if he would like to respond to Smittcamp\u2019s comments on the &#8220;status of downtown,\u201d Fresno Mayor Jerry Dyer did not directly answer the question.\u00a0<\/p>\n<p>Dyer did, however, endorse the county\u2019s ordinance and echo Zanoni\u2019s desire for proper education.<\/p>\n<p>&#8220;I fully support prosecutors having the ability to carry firearms in public spaces and within government facilities where allowed. However, it is imperative that they receive consistent and ongoing training,\u201d the mayor said in a statement shared through a city spokesperson. \u201cSimilar to police officers and judges, prosecutors become vulnerable targets due to their profession which requires them to prosecute criminals.\u00a0<\/p>\n<p>Prosecutors may become even more vulnerable near Courthouse Park where they may encounter defendants who are going to and from court.\u201d<\/p>\n<p>The city\u2019s crime and homicide rates have been trending downward, according to citywide <a href=\"https:\/\/kmph.com\/resources\/pdf\/253a1b3b-a715-45c0-8cd1-e748ab34e5cf-EndofYearStats20253.pdf\" rel=\"nofollow noopener\" target=\"_blank\">statistics from the Fresno Police Department<\/a>.\u00a0<\/p>\n<p>But Tuesday&#8217;s comments from Smittcamp and Zanoni add to a consistent stream of frustration and criticism from top local law enforcement officials who believe that state lawmakers have been too soft on crime, creating an atmosphere that does not appropriately penalize criminals for their behavior.<\/p>\n<p><a href=\"https:\/\/www.ppic.org\/publication\/homelessness-and-drug-use-in-california\/\" rel=\"nofollow noopener\" target=\"_blank\">The Public Policy Institute of California<\/a> recently published a report saying that Proposition 47 \u2014 a recently rolled back statewide-measure that reduced the severity of certain criminal offenses from felonies to misdemeanors \u2014 was at least partially responsible for an increase in drug use and homelessness.<\/p>\n<p>Smittcamp also levied criticism toward <a href=\"https:\/\/calbudgetcenter.org\/resources\/understanding-proposition-57\/\" rel=\"nofollow noopener\" target=\"_blank\">Proposition 57<\/a> and <a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billTextClient.xhtml?bill_id=201120120AB109\" rel=\"nofollow noopener\" target=\"_blank\">AB 109<\/a>, two ongoing state laws that are still in effect, that she described as similar failures.<\/p>\n<p><a href=\"https:\/\/www.yourcentralvalley.com\/news\/local-news\/fresno-attorneys-to-carry-guns\/\" rel=\"nofollow noopener\" target=\"_blank\">Fresno City Attorney Andrew Janz held a news conference last month<\/a> to announce he\u2019d authorize his department\u2019s investigators and prosecutors to also carry weapons.<\/p>\n<p>Smittcamp and Zanoni praised the county board\u2019s ordinance, saying that it\u2019s a step in the right direction to deter similar violent acts against prosecutors from happening again.\u00a0<\/p>\n<p>\u201cPeople need to know that we are exercising our rights and protecting ourselves,\u201d Zanoni said.<\/p>\n<p>Smittcamp added that she would like to see the board increase security \u201cin the courthouse\u201d and to fund some extra sheriff&#8217;s deputies. The increase, she said, would not only protect prosecutors, but many people working in and around Courthouse Park.<\/p>\n<p>\u201cI don&#8217;t care what junk science people have been listening to for the last 20 years. Police presence and law enforcement presence deters crime,\u201dSmittcamp said. \u201cPeriod. End of story. It&#8217;s been proven over and over and over again.\u201d<\/p>\n<p>Fresno County will begin budget hearings next week, on Monday, Sept. 14. <a href=\"https:\/\/www.fresnocountyca.gov\/files\/sharedassets\/county\/v\/3\/county-administrative-office\/cao-budget\/fy-2026-27-budget\/fy-2026-27-recommended-budget.pdf\" rel=\"nofollow noopener\" target=\"_blank\">The proposed budget<\/a> would keep employee counts at the DA\u2019s office the same as it has been for the last three years, while eliminating three grant funded positions. It would also add three positions to the Fresno County Sheriff\u2019s Office.<\/p>\n<p>On top of what they perceived to be shortcomings from state law, Smittcamp and Zanoni shared personal stories of threats and attacks levied toward them.\u00a0<\/p>\n<p>Smittcamp, in particular, said she has faced a threat against her life \u201con average two times a month.\u201d She shared personal stories of threats against her that ranged in severity, including <a href=\"https:\/\/www.greghillassociates.com\/fresno-criminal-threats-pc-76-mental-health-diversion.html\" rel=\"nofollow noopener\" target=\"_blank\">an instance years ago<\/a> where an individual called into a radio program and threatened to kill her, and another recent incident where a man has begun to stalk her.\u00a0<\/p>\n<p>\u201cI am so happy that my children live out of state,\u201d Smittcamp said, bemoaning her situation. \u201cIf it\u2019s not just for this man, it\u2019s for every other.\u201d She later added these threats are \u201canother reason why we need more security for our county employees, because we cannot rely on the criminal justice system that we are a part of to protect us, to protect you.\u201d<\/p>\n<p>All five county board members have been consistent in their support of local law enforcement officials and gun-carrying residents. <a href=\"https:\/\/fresnoland.org\/2025\/07\/08\/fresno-county-supervisors-vote-to-increase-oversight-on-discretionary-spending\/#:~:text=Board%20%E2%80%98reaffirms%E2%80%99%20support%20for%20second%20amendment\" rel=\"nofollow noopener\" target=\"_blank\">Last year<\/a>, the board unanimously voted to approve an ordinance to reaffirm their support of the 2nd Amendment, a constitutional law that allows residents the right to bear arms.\u00a0<\/p>\n<p>Supervisor Garry Bredefeld, who is also the board chair, <a href=\"https:\/\/www.yourcentralvalley.com\/news\/local-news\/fresno-prosecutors-gun-carrying-ordinance\/\" rel=\"nofollow noopener\" target=\"_blank\">was among the first local county officials to publicly signal a move toward Tuesday\u2019s ordinance<\/a>, following the attack on the DA last month. He closed out Tuesday\u2019s hearing by reaffirming the board\u2019s support for law enforcement and CCWs.<\/p>\n<p>\u201cThe fact is, police can&#8217;t be everywhere, unfortunately. Wish that they could,\u201d Bredefeld said. \u201cPeople have to protect themselves. I encourage, and have encouraged, citizens who are law-abiding citizens to get CCWs to protect themselves and protect their family.\u201d<\/p>\n<p>He added, \u201cI also believe that an armed society of law-abiding citizens is a safe society. It&#8217;s also usually a polite society, so I encourage people to get that training and protect themselves and their families because, unfortunately, police and sheriffs can&#8217;t be everywhere.\u201d<\/p>\n<p>Tuesday\u2019s vote is the first of two required hearings for the ordinance to be approved. The second hearing is scheduled for the next regularly scheduled supervisors meeting on Tuesday.
