Carriers have been leaving the state: As of 2025, seven of the top 12 insurance companies, representing 85% of the homeowners insurance market, had <a href=\"https:\/\/ains.assembly.ca.gov\/system\/files\/2025-03\/3.19.25-sis-background.pdf#page=3\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">paused or restricted new business in California (opens in new tab)<\/a>. Homeowners insurance premiums have almost <a href=\"https:\/\/woods.stanford.edu\/news\/californias-home-insurance-crisis-spreading-beyond-wildfire-country\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">doubled (opens in new tab)<\/a> since 2020. Half of California home sellers last year <a href=\"https:\/\/www.zillow.com\/research\/sellers-housing-trends-report-2025-35674\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">report (opens in new tab)<\/a> that at least one offer fell through due to unavailability of insurance.\u00a0<\/p>\n<p class=\"paragraph-block break-words article-body text-left\">Fixing this is the job of California\u2019s elected insurance commissioner.\u00a0<\/p>\n<p class=\"paragraph-block break-words article-body text-left\">This context alone should make you sit up and pay attention, but two other factors make insurance commissioner the most important statewide race this November. First, it is the only meaningfully contested statewide race, featuring two strong Democrat competitors: State Sen. Ben Allen and former San Francisco Supervisor Jane Kim. And second, Allen is running a campaign that honestly addresses the key issues, while Kim is not.<\/p>\n<p class=\"paragraph-block break-words article-body text-left\">I was a candidate for California insurance commissioner in the 2026 primary. To develop my <a href=\"https:\/\/patrickwolff.com\/my-plan\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">policy platform (opens in new tab)<\/a>, I spent months studying California\u2019s complicated regulatory system, talking with experts, and meeting with people affected by and involved in insurance at all levels. I even took the time to <a href=\"https:\/\/patrickwolff.com\/my-journey\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">study for and pass the state licensing exam (opens in new tab)<\/a>.\u00a0<\/p>\n<p class=\"paragraph-block break-words article-body text-left\">I also studied my opponents carefully. I closely read their policy proposals. I watched every candidate interview I could find. And I listened attentively when we participated in dozens of candidate forums and events.\u00a0<\/p>\n<p class=\"paragraph-block break-words article-body text-left\">Most of the candidates seriously addressed the important issues facing California. While of course we had many areas of disagreement, I always respected their intellectual honesty and earnestness.\u00a0<\/p>\n<p class=\"paragraph-block break-words article-body text-left\">Kim, by contrast, has campaigned on a platform of smoke and mirrors: big talk, little respect for the facts, and at times outright falsehoods.\u00a0<\/p>\n<p class=\"paragraph-block break-words article-body text-left\">Kim was a San Francisco supervisor from 2011 to 2019 and spent four years on the Board of Education before that. She ran for state senate in 2016 and for mayor in 2018. She has spent several years organizing for the Working Families Party throughout California. Kim\u2019s disingenuous campaign gained her the most votes in a low-attention primary where her political networks were a winning advantage. But voters will be the loser if she skates by without scrutiny in November.\u00a0<\/p>\n<p class=\"paragraph-block break-words article-body text-left\"><a href=\"https:\/\/x.com\/ZavalaA\/status\/2081551393408901530\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Journalists have noted (opens in new tab)<\/a> Kim\u2019s <a href=\"https:\/\/sfstandard.com\/2026\/04\/20\/jane-kim-insurance-commissioner\/\" data-post-id=\"d2ad3300-85af-4c1a-b6a6-941279e6ec5d\" rel=\"nofollow noopener\" target=\"_blank\">lack of qualifications<\/a> to be insurance commissioner. While true, this need not be disqualifying. She could have developed a substantive policy platform and then campaigned on her political and leadership skills \u2014 a legitimate way to make the case for a candidate with no insurance background.\u00a0<\/p>\n<p class=\"paragraph-block break-words article-body text-left\">But that is not how Kim is running. Instead, she is running a campaign of profound intellectual dishonesty.\u00a0<\/p>\n<p class=\"paragraph-block break-words article-body text-left\">Kim\u2019s signature policy proposal is what she calls \u201c<a href=\"https:\/\/www.janekim.org\/issues\/lowercosts\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">natural disaster insurance for all (opens in new tab)<\/a>,\u201d where a single state fund, rather than competing private insurers, would cover disaster losses for everyone. She cites a few other countries as having what she calls \u201csingle-payer universal disaster insurance\u201d to argue that California could do the same. The country <a href=\"https:\/\/www.latimes.com\/0000019f-f6cf-d708-a3df-ffcf02860000-123\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">she cites most often (opens in new tab)<\/a> is New Zealand, and sometimes France and Spain.\u00a0<\/p>\n<p class=\"paragraph-block break-words article-body text-left\">Since California\u2019s insurance crisis is driven by wildfire, these countries must run a comprehensive government insurance program that includes fire risk, right?\u00a0<\/p>\n<p class=\"paragraph-block break-words article-body text-left\">Nope. None of these countries\u2019 state-run insurance systems cover fire.\u00a0<\/p>\n<p class=\"paragraph-block break-words article-body text-left\">Consider New Zealand. Its <a href=\"https:\/\/www.naturalhazards.govt.nz\/insurance-and-claims\/about-nhcover\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">government-run disaster insurance program (opens in new tab)<\/a> covers very rare disasters like earthquakes, landslides, and volcano eruptions. But fire, whether a house fire or a wildfire, is covered by private homeowners insurance.\u00a0<\/p>\n<p class=\"paragraph-block break-words article-body text-left\">Furthermore, New Zealand\u2019s program does not try to provide comprehensive insurance for the disasters it covers. Its purpose is to solve the specific, narrow problem that \u201c<a href=\"https:\/\/www.treasury.govt.nz\/information-and-services\/regulatory-stewardship\/natural-hazards-commission-regulatory-system\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">voluntary purchase of insurance cover for infrequent natural disaster events tends to be low (opens in new tab)<\/a>.\u201d It provides a \u201cfirst cover\u201d insurance, capped at a low level (around U.S. $175,000) and bundled with private homeowners insurance. Think of it less as insurance and more as a tax to fund a minimum guaranteed government payout for rare disasters. Coverage above the minimum is provided by private home insurance.<\/p>\n<p class=\"paragraph-block break-words article-body text-left\">Kim\u2019s idea of replacing private wildfire insurance with the state would put California taxpayers on the hook for untold billions. One would therefore like to see some validation for its feasibility. All she can say is that other countries do something similar. But that\u2019s untrue: Her only real example is a program in New Zealand that is not at all like what she proposes and doesn\u2019t even cover fire.\u00a0<\/p>\n<p class=\"paragraph-block break-words article-body text-left\">Kim <a href=\"https:\/\/www.janekim.org\/issues\/lowercosts\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">claims (opens in new tab)<\/a> that \u201cthe private insurance business model is to avoid losses, not to reduce risk.\u201d This is just false. Collectively, the insurance industry works to reduce risk by its support for the <a href=\"https:\/\/ibhs.org\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Insurance Institute for Business &amp; Home Safety (opens in new tab)<\/a>. And a healthy market pushes individual companies to <a href=\"https:\/\/www.nbcbayarea.com\/news\/local\/home-insurance-deal-discounts\/4089877\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">compete by finding ways to reduce risk so they can offer savings to customers (opens in new tab)<\/a> and win market share. But getting the benefits of competition\u00a0 requires an insurance commissioner who is committed to smart regulation rather than wild fantasy.\u00a0<\/p>\n<p class=\"paragraph-block break-words article-body text-left\">Kim proposes to solve California\u2019s insurance crisis through a radical reimagining of the system, yet she provides no details \u2014 no white paper, no price tag, not even \u201c<a href=\"https:\/\/www.youtube.com\/watch?v=8p6zZZ3DPGE\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">concepts of a plan (opens in new tab)<\/a>.\u201d She justifies it by saying a few other countries do something similar, when they don\u2019t. She claims benefits to her program that make no sense. She does all this expecting most people won\u2019t have enough context in a low-attention election to see her flimflam for what it is. This is shameful.<\/p>\n<p class=\"paragraph-block break-words article-body text-left\">Meanwhile, Kim avoids other key issues that will face the next insurance commissioner.<\/p>\n<p class=\"paragraph-block break-words article-body text-left\">The California Department of Insurance is addressing the crisis through a major regulatory reform called the \u201c<a href=\"https:\/\/www.insurance.ca.gov\/01-consumers\/180-climate-change\/sustainable-insurance-strategy.Cfm\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Sustainable Insurance Strategy (opens in new tab)<\/a>).\u201d While these reforms show promising progress, there are <a href=\"https:\/\/www.nytimes.com\/2025\/11\/01\/us\/los-angeles-california-fire-insurance-regulations.html?unlocked_article_code=1._FA.PuUr.JjB7GHbeUROS&amp;smid=url-share\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">problems (opens in new tab)<\/a> in how rates are approved, and the approval process is <a href=\"https:\/\/files.gao.gov\/reports\/GAO-26-107867\/index.html?_gl=1*1bihy2q*_ga*MTk1MjUwMTkxMC4xNzg3NTg5NTY1*_ga_V393SNS3SR*czE3ODc1ODk1NjQkbzEkZzAkdDE3ODc1ODk1NjQkajYwJGwwJGgw#_Toc222753229\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">unacceptably slow (opens in new tab)<\/a>. Allen <a href=\"https:\/\/www.sfchronicle.com\/opinion\/article\/insurance-commissioner-california-allen-kim-22321376.php?utm_source=marketing&amp;utm_medium=copy-url-link&amp;utm_campaign=article-share&amp;hash=aHR0cHM6Ly93d3cuc2ZjaHJvbmljbGUuY29tL29waW5pb24vYXJ0aWNsZS9pbnN1cmFuY2UtY29tbWlzc2lvbmVyLWNhbGlmb3JuaWEtYWxsZW4ta2ltLTIyMzIxMzc2LnBocA%3D%3D&amp;time=MTc4ODczNjM0ODQ4Nw%3D%3D&amp;rid=ZmEwZjdjYmEtZDI2NS00MTNlLTk1Y2EtYzZhZWE5YjRjOGU5&amp;sharecount=MA%3D%3D\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">addresses (opens in new tab)<\/a> these <a href=\"https:\/\/www.benallenca.com\/issues\/stabilizing-the-market\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">issues (opens in new tab)<\/a>, as any serious candidate must. Does Kim? Nope. Her website ignores the SIS, and in a <a href=\"https:\/\/www.latimes.com\/0000019f-f6cf-d708-a3df-ffcf02860000-123\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">recent interview with the L.A. Times (opens in new tab)<\/a>, she avoided the topic when asked.\u00a0<\/p>\n<p class=\"paragraph-block break-words article-body text-left\">The CDI program <a href=\"https:\/\/www.insurance.ca.gov\/01-consumers\/200-wrr\/Safer-from-Wildfires.cfm\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Safer from Wildfires (opens in new tab)<\/a> tries to align incentives between insurance companies and customers to mitigate wildfire risk. More needs to be done. Allen <a href=\"https:\/\/www.benallenca.com\/issues\/stabilizing-the-market\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">discusses this (opens in new tab)<\/a> on his website. Does Kim? Nope. She just waves her hands at her imaginary public disaster insurance program with no details.\u00a0<\/p>\n<p class=\"paragraph-block break-words article-body text-left\">Some of Kim\u2019s wafer-thin policy proposals show total disregard for how California\u2019s insurance regulations work.\u00a0<\/p>\n<p class=\"paragraph-block break-words article-body text-left\">For example, she <a href=\"https:\/\/www.janekim.org\/issues\/lowercosts\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">proposes (opens in new tab)<\/a> that auto and homeowners insurance should have \u201cminimum loss ratios,\u201d which is a way of capping insurers\u2019 allowable profits. But <a href=\"https:\/\/www.law.cornell.edu\/regulations\/california\/10-CCR-2644.16\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">California\u2019s insurance regulations (opens in new tab)<\/a> already cap allowable profits.\u00a0<\/p>\n<p class=\"paragraph-block break-words article-body text-left\">Kim\u2019s primary ballot <a href=\"https:\/\/vigarchive.sos.ca.gov\/2026\/primary\/candidates\/insurance-commissioner-candidate-statements.htm\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">candidate statement (opens in new tab)<\/a> said she would \u201cstop insurers from using credit scores to deny coverage.\u201d Good to know, since insurance companies are already <a href=\"https:\/\/www.experian.com\/blogs\/ask-experian\/which-states-prohibit-or-restrict-the-use-of-credit-based-insurance-scores\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">prohibited from using credit scores in California (opens in new tab)<\/a>.\u00a0<\/p>\n<p class=\"paragraph-block break-words article-body text-left\">Insurance commissioner is the most important statewide election on the ballot this November. We got into our insurance crisis by ignoring this role in past elections. Resolving this crisis is within our grasp if we pay attention and choose wisely.
