Elected officials in Sacramento County Tuesday redirected money away from a fund to pay for future road maintenance in order to increase the budget for the District Attorney\u2019s Office.<\/p>\n
The Sacramento County Board of Supervisors amended its current budget to add nearly $3 million to the District Attorney\u2019s Office, and also to give some money back to several other services in other departments. In order to do that, the supervisors redirected about $2.4 million for future road maintenance, and about $1.3 million in reserves.<\/p>\n
The $3 million includes salaries for 10 DA\u2019s Office employees, county spokesperson Kim Nava said. The board had previously eliminated 14 DA\u2019s Office positions, Nava said. All the positions are vacant, meaning there will be no layoffs.<\/p>\n
Supervisor Pat Hume, who made the motion, said funding misdemeanor prosecutor positions, four of which are included in the restored funding, \u201cwill not increase the likelihood of incarceration.\u201d<\/p>\n
The Sheriff\u2019s Homeless Outreach Team and Problem-Oriented Policing teams, to which the board previously restored funding,<\/a> last year arrested about 3,000 people, District Attorney Thien Ho told the board in asking for the funding. The misdemeanor team reviews many of those arrests to determine whether to file charges, Ho said.<\/p>\n \u201cDUIs, theft, battery, vandalism, trespassing, and low level narcotics just to name few,\u201d Ho told the board. \u201cThese are misdemeanor offenses on paper but in reality they have major consequences. The quality of life crimes destroy quality of life … I do remain hopeful the sun will rise again.\u201d<\/p>\n Supervisor Pat Hume agreed.<\/p>\n \u201cIn my estimation the only tool we have to compel different behavior is justice involvement,\u201d Hume said. \u201cNobody wants them to end up incarcerated, but that\u2019s the thing to say, \u2018we\u2019ve documented a series of behavior and encourage you to behave differently.\u2019\u201d<\/p>\n Barbara Ramm of activist group Decarcerate Sacramento urged the board not to increase the DA\u2019s Office budget, raising concerns to will lead to more homeless people in jail for misdemeanors like camping and trespassing. One-third of people booked into Sacramento County jails each month were identified as homeless in the past year. Many of those were in jail on suspicion of the misdemeanor charges Ho mentioned.<\/a><\/p>\n
