Gavin Newsom signed a bill on Monday that lays the groundwork for a 2026 ballot measure to shore up funding for Bay Area transit systems through a new sales tax.<\/p>\n<p class=\"paragraph-block article-body undefined text-left\"><a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billTextClient.xhtml?bill_id=202520260SB63\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Senate Bill 63 (opens in new tab)<\/a>, written by state Sens. Scott Wiener (D-San Francisco) and Jesse Arregu\u00edn (D-Berkeley), aims to increase funding for local transit systems on the <a href=\"https:\/\/sfstandard.com\/2025\/09\/10\/routes-eliminated-trains-once-hour-bart-muni-contemplate-nightmare-scenario\/\" data-post-id=\"4a2a8a2b-09e7-4d1b-b23e-612a798d6a9d\" rel=\"nofollow noopener\" target=\"_blank\">verge of financial devastation<\/a> amid struggles to recover pre-pandemic ridership numbers. <\/p>\n<p class=\"paragraph-block article-body undefined text-left\">\u201cThe Bay Area runs on transit, and this measure will allow it to keep running for many years to come,\u201d Wiener said in a statement. <\/p>\n<p class=\"paragraph-block article-body undefined text-left\">Newsom\u2019s signature does not automatically send the tax to the ballot.<\/p>\n<p class=\"paragraph-block article-body undefined text-left\">Instead, it authorizes two ways to qualify the measure. The first option is for a transit board representing agencies across the Bay Area to send it to voters in November 2026, a harder battle because new taxes typically require a two-thirds majority approval.<\/p>\n<p class=\"paragraph-block article-body undefined text-left\">But proponents are instead pursuing a voter initiative path, which would need only a simple majority to pass. <\/p>\n<p class=\"paragraph-block article-body undefined text-left\">If approved, the measure would add a half-cent sales tax in Alameda, Contra Costa, San Mateo, and Santa Clara counties to fund regional systems like BART, Caltrain, AC Transit, the San Francisco Bay Ferry, and the San Mateo County bus system. In San Francisco, the rate would be 1 cent to cover additional San Francisco Municipal Transportation Agency deficits.<\/p>\n<p class=\"paragraph-block article-body undefined text-left\">In his <a href=\"https:\/\/www.gov.ca.gov\/wp-content\/uploads\/2025\/10\/SB-63-Signing-Message.pdf\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">signing message (opens in new tab)<\/a>, Newsom said he understood as a former supervisor and mayor \u201chow challenging it can be to manage local transit systems.\u201d <\/p>\n<p class=\"paragraph-block article-body undefined text-left\">But, he warned, \u201cthe public\u2019s willingness to support repeated taxes cannot be assumed.\u201d <\/p>\n<p class=\"paragraph-block article-body undefined text-left\">\u201cSome transit systems fail to adequately demonstrate stewardship, accountability, and innovation,\u201d he wrote, adding that agencies \u201cbear the responsibility of showing how the additional revenues, if approved by voters, will produce tangible outcomes and measurable results.\u201d <\/p>\n<p class=\"paragraph-block article-body undefined text-left\">Wiener and Arregu\u00edn had separately worked this year on a deal with Newsom\u2019s administration to secure a <a href=\"https:\/\/sfstandard.com\/2025\/09\/08\/bay-area-transit-bailout-newsom-loan-2025\/\" data-post-id=\"d9e9928f-3c7b-4673-85af-07515f494243\" rel=\"nofollow noopener\" target=\"_blank\">$750 million stopgap loan<\/a> for transit. But advocates have issued warnings for months that Bay Area transportation systems could face deep service cuts without more long-term funding. <\/p>\n<p class=\"paragraph-block article-body undefined text-left\">Their predictions include BART trains running only every hour, with no weekend service, and closing certain stations and lines. They also warned that Muni services could be cut in half and that it would be forced to eliminate subsidies for low-income, youth, and elderly riders. <\/p>\n<p class=\"paragraph-block article-body undefined text-left\">Sebastian Petty, senior transportation policy adviser for the urbanist group SPUR, told state lawmakers during a September Assembly Transportation Committee hearing that the Bay Area\u2019s transit system was in \u201cdeep fiscal crisis\u201d and SB 63 was the \u201clast chance to get sustained regional funding \u2014 the only viable path to keep our buses and trains running.\u201d <\/p>\n<p class=\"paragraph-block article-body undefined text-left\">A legislative analysis of the bill estimated that a ballot measure could raise hundreds of millions of dollars annually through the tax for transit systems, and would likely \u201creduce pressure on the state to fund them.\u201d<\/p>\n<p class=\"paragraph-block article-body undefined text-left\">Business and taxpayer groups opposed the measure, arguing that the tax would worsen affordability issues in the state. Assemblymember Diane Papan, a Democrat who represents San Mateo County, also joined Republicans in voting against the bill during the September hearing over concerns that it was a \u201cbailout.\u201d<\/p>\n<p class=\"paragraph-block article-body undefined text-left\">\u201cThese transit agencies are asking us to save them, but they can\u2019t save themselves,\u201d she said, raising concerns over  mismanagement of operations. <\/p>\n<p class=\"paragraph-block article-body undefined text-left\">The final version of the bill includes enhanced accountability requirements for transit systems. <\/p>\n<p class=\"paragraph-block article-body undefined text-left\">Should the regional measure qualify for the ballot, San Francisco voters could have two transit funding measures to consider in November 2026. <\/p>\n<p class=\"paragraph-block article-body undefined text-left\">Mayor Daniel Lurie is separately working on a measure to save Muni that would keep bus services running with a <a href=\"https:\/\/sfstandard.com\/2025\/09\/03\/lurie-muni-funding-ballot-measure-parcel-tax-2026\/\" data-post-id=\"b80158ed-3a41-4588-89dc-e0f32efaf8e4\" rel=\"nofollow noopener\" target=\"_blank\">new parcel tax on properties<\/a>.\u00a0<\/p>\n<p class=\"paragraph-block article-body undefined text-left\">\u201cWe still have a long road ahead to secure the future of our trains and buses, but with the enactment of SB 63 and the mayor\u2019s funding measure for Muni, we have a clear path to stabilizing the system,\u201d Wiener said. <\/p>\n","protected":false},"excerpt":{"rendered":"Gov.
