was convicted<\/a> in 1985 of molesting two children in Georgia, and in San Diego County was convicted in 1989 and 1995 of a lewd act upon a child under 14 against two separate victims, according to the District Attorney\u2019s Office. Poulsom was sentenced to 15 years in state prison in 1995.<\/p>\nPoulsom, who after prison was committed to a state hospital as a sexually violent predator, or SVP, first requested conditional release in 2018 but was opposed by prosecutors. He tried again the following year, and after a three-day trial, was granted release. He moved into a home in Jacumba Hot Springs in 2020, but his release was revoked in 2023 due to numerous alleged violations, according to prosecutors.<\/p>\n
After a couple more years of treatment in the state hospital, Poulsom requested release again in 2025. Judge Cindy Davis approved the release, and Liberty Healthcare, a contractor for the Department of State Hospitals, earlier this month recommended the Boulevard address as a suitable home.<\/p>\n
He would be living with Delrosario, 71, who was convicted of committing lewd and lascivious acts with a child under the age of 14 involving a girl who was under the age of 10, according to the District Attorney\u2019s Office. He was sentenced to 12 years in state prison.<\/p>\n
Judge Daniel Goldstein approved Delrosario\u2019s request for conditional release last year, pending court approval of housing.<\/p>\n
Prior to the Oct. 15 hearing, the public can submit comments on the location to be included in the formal response to the court and the Department of State Hospitals.<\/p>\n
