Because of that neglect, she said, the manner of death is deemed a homicide.

Aurora died after an asthma attack — her brain was deprived of oxygen — while fighting a viral infection that had cold and flu-like symptoms, Jorden said.

San Jose police acknowledged the homicide conclusion but would not say whether investigators have identified a suspect, made an arrest or shifted the case into a homicide investigation.

“We are aware of the Medical Examiner’s report and the investigation is ongoing,” the police department said in a statement to this news organization.

Aurora was found unconscious and not breathing the morning of May 13 at the San Jose home she shared with her mother, siblings and other adults, a house that sources familiar with the case described as being in “squalor.” Santa Clara County child welfare authorities had been summoned multiple times in response to reports from school officials, police and others that she and the other children were malnourished and neglected.

The children had been the subject of eight referrals to social workers in recent years, county Supervisor Sylvia Arenas has stated in public meetings. But in each case, they were determined to be unfounded or inconclusive, said Arenas, a critic of the child welfare agency that she contends has prioritized keeping families together over ensuring children’s safety.

“Aurora Williams’s life mattered. She was a child whose endangerment was flagged for our child welfare system repeatedly, and her safety was very much our responsibility,” Arenas said in a statement Wednesday. “Today’s determination confirms the concerning pattern of failing to substantiate harm and ensure the safety of children … The Board must continue to take decisive action to truly make safety the priority.”

According to a report released earlier this year by the Child Death Review Team led by Jorden, parental neglect contributed to three child deaths in 2022, all children who had been the subject of repeated referrals urging the county’s child welfare agency to intervene. The report also found that when there is a history of multiple good-faith referrals, there’s an increased risk of child death regardless of whether any given report is unfounded or inconclusive.

The release of Aurora’s cause and manner of death comes as the county’s Department of Family and Children’s Services remains under heavy scrutiny and 18 months of state-mandated reforms after at least six child deaths in recent years. Those include infant Phoenix Castro, who was 3 months old when she died in 2023 of a fentanyl overdose in her home, and 2-year-old Jaxon Juarez, who died in April after being placed in the foster home of his cousins where authorities say he was repeatedly sexually assaulted.

Steve Baron, a member of the county’s Child Abuse Prevention Council, expressed sadness and frustration over Aurora’s death. But he pointed out that there were lessons from the Child Death Review Team report that appear relevant in her case. In one of the child deaths from 2022, he said, some of the unfounded or inconclusive findings by social workers indicate that at least some of those findings “were faulty” and reflect concerns about the quality of the investigations and potential missed opportunities to intervene. Baron emphasized he was not speaking on behalf of the council.

After the release of that report, the child welfare agency agreed to provide the team with comprehensive fatality reviews on every case with a history of abuse or neglect referrals.

Despite multiple records requests from this news organization, the county has so far declined to detail DFCS involvement with or supervision of Aurora and her family, but said early on that the agency was “actively investigating the circumstances around this tragedy” alongside authorities. Wednesday, county spokesperson Peter Gallotta said in a statement that “the death of Aurora Williams is heartbreaking.”

“This loss underscores the importance of continuing to work together to protect the wellbeing of children and support families with the resources and services they need,” Gallotta said.

Her cause of death was officially listed by the medical examiner’s office as “hypoxic-ischemic encephalopathy due to severe asthma with acute lung injury in the setting of human rhinovirus/enterovirus infection,” with “medical neglect” as a secondary “significant condition.”

Aurora was found unconscious and not breathing at her Lancelot Lane home in East San Jose on May 13, and a 911 dispatch recording archived online indicated that she had suffered cardiac arrest. She was placed on life support at Valley Medical Center in San Jose, where she died four days later.

Sources said their use of the term “squalor” to described house — occupied by seven children and six adults — stemmed in part from a prevalence of animal urine and feces. Two days after the May 13 emergency call, SJPD investigators, clad in body-length protective gear, could be seen carrying boxes out of the girl’s home while serving a search warrant.

At least one of the police calls about the home voiced concern that Aurora and another child were malnourished and appeared to be getting most of their nutrition at school. The sources also said that the county DFCS visited the home and found no cause to take action.

In response to a public records request, SJPD disclosed data to this news organization showing that Aurora’s home had been the subject of at least six welfare check requests in the past five years, but those records do not specify who was involved, or the outcome. County court records do not show serious criminal histories for current or recent residents at the home, but five juvenile dependency cases were opened two days after Aurora was last taken to the hospital, involving some of the children still living there.

Key questions still remain unanswered after the medical examiner’s finding and are expected to be central to the police investigation, including exactly what medical care Aurora needed the morning of May 13 when the adults around her recognized the emergency, and why that care was not provided.

The Santa Clara County Office of the Medical Examiner has classified 8-year-old Aurora Williams’ death as a homicide,…

[29
180849,3409,146878,180850,134,95868,236,88,90,89
post-464535","post","type-post","status-publish","format-standard","has-post-thumbnail","category-san-jose","tag-aurora-williams","tag-child","tag-child-welfare","tag-department-of-family-and-childrens-services","tag-homicide","tag-neglect","tag-police","tag-san-jose","tag-san-jose-headlines","tag-san-jose-news
["GET
