ORLAND, Calif. – The Orland Police Department has identified the suspect arrested in connection with the abduction of a missing 14-year-old who was found in Oakland on Sept. 11.<\/p>\n
Troy Spencer Lucas Jr., 31, of Las Vegas, Nevada, was taken into custody after officers located the teenager in Oakland. According to the Orland Police Department, officers responded around 8:20 a.m. on Friday, Sept. 11, to a report of a missing juvenile in the 900 block of Watts Avenue.<\/p>\n
Circumstances discovered during the initial investigation caused officers to consider the disappearance suspicious. The Federal Bureau of Investigation was contacted for assistance.<\/p>\n
Investigative efforts determined the teenager had traveled to Oakland with an adult man. Orland Police Department personnel responded to Oakland and, working with federal, state, and local law enforcement partners, safely recovered the juvenile and took the adult man into custody.<\/p>\n
Lucas was transported by Orland Police Department personnel from Oakland to Glenn County. He was booked into the Glenn County Jail on charges of child abduction, deprivation of child custody and felony child endangerment.<\/p>\n
The teenager was safely returned home. The case remains an active investigation.<\/p>\n
The Orland Police Department thanked the Federal Bureau of Investigation Chico and San Francisco field offices, Glenn County Sheriff’s Office, Glenn County District Attorney’s Office, Glenn County Victim\/Witness Assistance Center, California Highway Patrol, Oakland Police Department and Oakland Housing Authority Police for their assistance.
