The Human Rights Center at the UC Berkeley School of Law published a paper identifying significant human rights risks and opportunities of large language models such as ChatGPT in the fields of law, journalism and education.<\/p>\n
Researchers discovered large geographical disparities in the impacts of LLMs, with people interviewed in the Global South using LLMs more ambitiously, heightening both risks and opportunities.<\/p>\n
Researchers conducted interviews with 56 individuals across 24 countries, including at least one expert and one professional from each continent. They also interviewed representatives from corporations developing LLMs.<\/p>\n
The paper, titled \u201cAn International Analysis of the Human Rights Impacts of Large Language Models,\u201d sought to identify the risks and opportunities associated with the usage of LLMs by professionals as well as how impacts differ based on socioeconomic status and geographic region. It provided recommendations on how to mitigate any identified human rights risks and harness opportunities.<\/p>\n
The paper drew on the United Nations\u2019 Guiding Principles on Business and Human Rights, which measure the scope of a harm, the number of people impacted and how easily it can be remedied. Researchers also considered how likely a situation is to occur.<\/p>\n
Betsy Popken, executive director of the Human Rights Center and co-author of the paper, noted that the risks and opportunities posed by LLMs must be considered and addressed separately.<\/p>\n
\u201cAnytime there are opportunities, they don\u2019t counterbalance the risks. You have to protect against the risks, and then you can also try to maximize the opportunities,\u201d Popken said.<\/p>\n
The most surprising pattern that researchers found was a regional one. Popken said many of the interviewed professionals in the Global South use LLMs much more ambitiously, whereas those in the Global North were more wary of the risks.<\/p>\n
The paper found that journalists in South Africa and India use LLMs for stories that are \u201cmore formulaic,\u201d such as sporting events, weather reports and press releases.<\/p>\n
LLMs also both negatively and positively impacted the right to education, according to the report. In the United Arab Emirates, an AI tutor created personalized learning plans for thousands of students, including students with disabilities or those facing language barriers. In Mexico, some educators use LLMs to sharpen students\u2019 critical thinking, but stark gaps in training for teachers limits the number of students who can benefit.<\/p>\n
LLMs were used in Singaporean courts to provide legal information to litigants who could not otherwise afford it and \u201cdemocratize access to justice,\u201d according to Popken. Attorneys in Singapore and Qatar also noted that LLMs are being used to translate legal documents so people can access justice more quickly. These opportunities also come with the risk of LLMs providing inaccurate legal advice or incorrect translations, impeding on litigants\u2019 right to access justice.<\/p>\n
The paper concludes with recommendations for LLM developers, including diversifying datasets to better represent global users and adjusting response tones and refusal mechanisms based on the severity of potential human rights risks.<\/p>\n
