Phase one<\/a> was conducted between November 2025 and February 2026, closing the main park access road, upper parking lots, visitor center and main trails. The south and north beach parking lots, Torrey Pines State Beach and Torrey Pines Extension trails remained open throughout construction. The first phase of what was called \u201cessential\u201d but \u201cdisruptive\u201d work repaired and modernized some utilities, and made the area more accessible to people with disabilities.<\/p>\nPhase two began on Sept. 22 and will close the reserve \u2014 except for the Torrey Pines State Beach and the north and south beach parking lots \u2014 for the next few months. The scope of it will include installing additional utilities and a new restroom; improving Americans with Disabilities Act-compliant parking and paths of travel; and replacing the park road from the west parking lot to the park\u2019s south boundary.<\/p>\n
Facilities are expected to re-open in March 2027.<\/p>\n
Overall, the project seeks to replace the aging sewer system, water service and electrical lines; increase public pedestrian access to the visitor center, west parking lot and trailhead; build new ADA-compliant restrooms at the west parking lot; and abandon utilities that are in culturally and biologically sensitive areas, according to California State Parks.<\/p>\n
California State Parks doesn\u2019t issue refunds for when a park is closed, but passes remain valid at all other state parks.<\/p>\n
A staff report said construction periods will also \u201cavoid overlapping with the breeding season of the California gnatcatcher, a special-status species found in the Torrey Pines reserve.\u201d<\/p>\n
Sequencing the work, the Torrey Pines Conservancy, added, \u201callows the most disruptive elements to be completed methodically, rather than through reactive closures later.\u201d The Conservancy works to \u201cpreserve and protect the ecological significance\u201d of the reserve.<\/p>\n
