The county should get out of the business of collecting San Diego\u2019s trash fee and require the city to bill users directly.<\/p>\n<p>Mayor Todd Gloria, Council President Joe LaCava and Councilmember Sean Elo-Rivera, the masterminds of this trash-tax scheme, have again created an unprecedented, wasteful burden on their constituents, while adding expenses to already-challenged city coffers.
