{"id":481640,"date":"2026-10-01T14:20:42","date_gmt":"2026-10-01T14:20:42","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ca\/481640\/"},"modified":"2026-10-01T14:20:42","modified_gmt":"2026-10-01T14:20:42","slug":"gloria-aide-accused-of-interfering-in-workplace-probe-of-her-partner","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ca\/481640\/","title":{"rendered":"Gloria aide accused of interfering in workplace probe of her partner"},"content":{"rendered":"<p>\t\t\t\t\tWhy this matters<\/p>\n<p>The former city official\u2019s claim puts at the center one of Gloria\u2019s closest advisers: his chief of staff, who has significant input into strategy and implementing the mayor\u2019s policy agenda.<\/p>\n<p class=\"wp-block-paragraph\">A former top San Diego city official contended she was fired last year in retaliation for her role investigating and disciplining a city employee who was romantically involved with Paola Avila, the chief of staff for Mayor Todd Gloria.<\/p>\n<p class=\"wp-block-paragraph\">The allegations were laid out in an 11-page letter from Michael Conger, the lawyer for the former official, Alia Khouri, and obtained by inewsource through the Public Records Act.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">The March 3 letter to the City Attorney\u2019s Office details Khouri\u2019s claims, and puts one of Gloria\u2019s closest advisers at the center. As chief of staff, Avila has significant input into strategy and implementing the mayor\u2019s policy agenda.<\/p>\n<p class=\"wp-block-paragraph\">Khouri was a deputy chief operating officer \u2014 one of four in the city at the time \u2014 who lost her job in December when Gloria restructured his executive team.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">Khouri claimed her firing was retaliation by Avila for getting the employee \u2014 a woman whose name is redacted in the claim \u2014 demoted in the spring of 2024, and starting an ethics investigation against her in 2025.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">When the same employee left the city to work in the private sector about a year later, Khouri said she reported complaints that the woman was contacting her former colleagues on behalf of her new employer \u2014 conduct that violates city \u201ccooling off\u201d ethics regulations banning former officials from directly lobbying city workers on behalf of their new employer.<\/p>\n<p>Help sustain careful San Diego reporting that keeps City Hall accountable to residents.<a class=\"el-btn\" data-el-variant-idx=\"0\" href=\"#donate?amount=10&amp;frequency=one_time\" target=\"_blank\" rel=\"noopener noreferrer\">Give $10<\/a><\/p>\n<p class=\"wp-block-paragraph\">On Sept. 15 the City Council <a href=\"https:\/\/inewsource.org\/group-chat\/san-diego-top-staffer-settlement\/\" rel=\"nofollow noopener\" target=\"_blank\">approved a $269,000 settlement with Khouri<\/a> which terse council documents available at the time said was to resolve claims of \u201cwrongful conduct\u201d surrounding her termination.<\/p>\n<p class=\"wp-block-paragraph\">That was less than the $1 million Conger said Khouri would accept \u2014 representing two years\u2019 pay \u2014 to not pursue her claims.<\/p>\n<p class=\"wp-block-paragraph\">Despite the payout, the mayor\u2019s office said in a statement Friday that the events described in Conger\u2019s letter \u2014 known as a pre-litigation settlement demand \u2014 are unsubstantiated, and in one detail incorrect.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">Deputy Chief of Staff Nick Serrano said the employee was not demoted, but applied to a different position. He declined to say what that position was.<\/p>\n<p><img data-perfmatters-preload=\"\" data-recalc-dims=\"1\" decoding=\"async\" width=\"300\" height=\"300\" src=\"https:\/\/www.newsbeep.com\/us-ca\/wp-content\/uploads\/2026\/10\/paola-avila-v2.jpeg\" alt=\"\" class=\"wp-image-117013\"   fetchpriority=\"high\"\/>Paola Avila, chief of staff to Mayor Todd Gloria. (City of San Diego)<\/p>\n<p class=\"wp-block-paragraph\">Avila and Gloria were not made available for an interview. Avila said in a statement \u201cI am disheartened that these unsubstantiated allegations are resulting in this invasion of my personal privacy, but at no relevant time was I romantically involved with the person referenced.\u201d<\/p>\n<p class=\"wp-block-paragraph\">The claims from Khouri span 2023 though the end of 2025. Asked to define what the relevant time was, Serrano replied that \u201cThere was no wrongdoing any time whether during the period covered by the allegations or otherwise.\u201d<\/p>\n<p class=\"wp-block-paragraph\">Gloria issued a statement that again noted the claims were not substantiated.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">\u201cThese allegations were fully investigated, and not substantiated,\u201d the statement said. \u201cI continue to have full confidence in Paola Avila as my Chief of Staff and her ability to ethically, dutifully, and professionally serve the City of San Diego.\u201d<\/p>\n<p class=\"wp-block-paragraph\">Nearly all claims submitted to the city before litigation starts have not gone through the process of discovery, depositions and evidence accumulation.<\/p>\n<p class=\"wp-block-paragraph\">The claim says that in September 2023 Khouri got a report that one of her subordinates was the subject of a hostile work environment claim from a co-worker.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">That worker, whose name was redacted, said the hostility had gone on for more than a year, and was so bad they suffered from nausea, anxiety and had begun seeing a therapist.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">Khouri and Human Resources Director Julie Rasco launched an investigation. The claim says they interviewed several witnesses who gave \u201cvery similar\u201d information that substantiated the hostile work environment allegation.<\/p>\n<p class=\"wp-block-paragraph\">Among the evidence assembled was a recording of the \u201coffensive conduct\u201d by the subject of the probe, the claim said.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">Khouri and Rasco concluded that conduct merited getting fired, but instead recommended a demotion sometime around May 2024, the claim letter said.<\/p>\n<p class=\"wp-block-paragraph\">At that point, Avila got involved. She tried to stop the demotion, and contacted the woman employee and encouraged her to fight the discipline, according to the claim.<\/p>\n<p class=\"wp-block-paragraph\">\u201cInvolvement of the Mayor\u2019s Chief of Staff in a routine personnel matter is highly unusual,\u201d wrote Conger, who has represented numerous city employees in employment claims against the city.<\/p>\n<p class=\"wp-block-paragraph\">Nonetheless the woman was demoted in May 2024, Conger wrote. The claim then says that she got another job in March 2025 with an outside company whose name is redacted.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">In a heavily redacted portion, the claim alleged the former employee used her contacts and relationships in City Hall to \u201cgain advantages\u201d for her new employer.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">By the end of summer 2025, the claim contends numerous city employees complained she was \u201ccurrying undue favor and advantage\u201d for her employer to the \u201cdetriment\u201d of the city. It is illegal for former city officials to lobby city employees within a year after they leave the city payroll.<\/p>\n<p class=\"wp-block-paragraph\">Khouri forwarded these complaints to both the City Attorney and the Ethics Commission. (Ethics Commission Executive Director Bryn Kirvin said the commission does not comment on the existence or non-existence of any investigation.)<\/p>\n<p class=\"wp-block-paragraph\">Around the same time, Avila and the former employee announced in July 2025 that they were romantically involved, the claim says.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">In September 2025, Khouri briefed Gloria on the situation. Then on Nov. 12 the claim said Khouri was summoned to Gloria\u2019s office and told she was being terminated.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">When Khouri asked why she was losing her job, Avila \u2014 who was in the meeting \u2014 interjected comments like \u201cyou just need to go,\u201d \u201cyou can\u2019t ask questions of the mayor\u201d and \u201cenough of your questions you just have to pack up and leave now.\u201d<\/p>\n<p class=\"wp-block-paragraph\">Khouri left the city on Dec. 2. Another deputy chief operating officer was let go at the same time as part of what Avila said in an email <a href=\"https:\/\/voiceofsandiego.org\/2025\/11\/13\/mayors-office-says-big-reorganization-on-the-horizon\/\" rel=\"nofollow noopener\" target=\"_blank\">reported at the time by Voice of San Diego<\/a> was a \u201cthoughtful, organization-wide realignment.\u201d<\/p>\n<p class=\"wp-block-paragraph\">The letter from Conger says that Khouri was the victim of both sexual harassment based on sexual favoritism, and unlawful retaliation. It noted that she had received good performance reviews over the years. \u201cThere is nothing in Ms. Khouri\u2019s personnel file that hints of any performance issue,\u201d Conger wrote.<\/p>\n<p class=\"wp-block-paragraph\">The claim says Conger has \u201cabundant evidence\u201d that Avila and the woman had been romantically involved long before they publicly announced it.<\/p>\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re pleased the city was able to resolve this case without the necessity of litigation,\u201d Conger said in an interview.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">\u201cShe got fired for doing the right thing,\u201d he said of Khouri. \u201cThe city needs more people like her.\u201d<\/p>\n<p class=\"wp-block-paragraph\">Khouri said she did not wish to comment on the settlement.<\/p>\n<p class=\"wp-block-paragraph\">In a staff report that accompanied the council\u2019s approval of the settlement, a deputy city attorney wrote the payment was a \u201cbusiness decision\u201d and not an admission of wrongdoing.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">\u201cThe City and its representatives disclaim any liability concerning Khouri\u2019s claims,\u201d the report said.<\/p>\n<p class=\"wp-block-paragraph\">Conger submitted his letter on March 3, and on April 6 the City Council approved the deal in a closed session.
