Gavin Newsom signed three laws Wednesday aimed at addressing some of the most pressing <a href=\"https:\/\/www.kqed.org\/news\/12050242\/marin-moves-forward-with-ban-on-some-e-bikes-for-youth-as-research-into-safety-continues\" rel=\"nofollow noopener\" target=\"_blank\">safety concerns<\/a> surrounding e-bikes, as the devices\u2019 popularity continues to rise in California.<\/p>\n<p class=\"blocks-v1-Paragraph-__Paragraph__paragraph wp-block wp-block-paragraph container\">SB 1167 prohibits any electric device capable of traveling faster than 20 mph with a throttle or 28 mph with a pedal assist \u2014 California\u2019s existing speed limits for e-bikes \u2014 from being sold or advertised as an e-bike.\u00a0<\/p>\n<p class=\"blocks-v1-Paragraph-__Paragraph__paragraph wp-block wp-block-paragraph container\">The new law groups those devices into the \u201cmoped\u201d or \u201cmotor-driven cycle\u201d category in the state\u2019s vehicle code, depending on their maximum speed, and requires riders to have the necessary vehicle registration and license to operate them.\u00a0<\/p>\n<p class=\"blocks-v1-Paragraph-__Paragraph__paragraph wp-block wp-block-paragraph container\">Regulating those faster devices was a top legislative priority for Streets for All, a California transportation and land use advocacy organization, said Mark Vukcevich, the group\u2019s director of state policy.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/us-ca\/wp-content\/uploads\/2026\/10\/250724-MARIN-EBIKES-MD-01-KQED.jpg\" alt=\"\" class=\"wp-image-12051115\"  \/>A young person rides an e-bike through Mill Valley on July 24, 2025.\u00a0(Martin do Nascimento\/KQED)<\/p>\n<p class=\"blocks-v1-Paragraph-__Paragraph__paragraph wp-block wp-block-paragraph container\">\u201cWhile legal e-bikes themselves may not be perfect, the thing we know we need to address are these illegal devices that are making e-bikes and e-bike riders look really bad,\u201d Vukcevich said.\u00a0<\/p>\n<p class=\"blocks-v1-Paragraph-__Paragraph__paragraph wp-block wp-block-paragraph container\">A December 2025 <a to=\"https:\/\/transweb.sjsu.edu\/sites\/default\/files\/2423-Agrawal-Electric-Bicycle-Safety-Data-Policy.pdf\" target=\"_blank\" rel=\"noopener noreferrer nofollow\" href=\"https:\/\/transweb.sjsu.edu\/sites\/default\/files\/2423-Agrawal-Electric-Bicycle-Safety-Data-Policy.pdf\">report <\/a>by San Jos\u00e9 State University\u2019s Mineta Transportation Institute found it was highly likely that many injury crashes thought to involve e-bikes actually involve e-motorcycles and e-mopeds. The report also found that data on specifically which kinds of bikes are involved in crashes is commonly incomplete, making data-based policymaking more difficult.\u00a0<\/p>\n<p class=\"blocks-v1-Paragraph-__Paragraph__paragraph wp-block wp-block-paragraph container\">State Sen. Catherine Blakespear (D-Encinitas), SB 1167\u2019s author, said the legislation \u201censures that consumers know if they are buying an e-bike or something else that goes much faster and carries greater risk.\u201d\u00a0<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/us-ca\/wp-content\/uploads\/2026\/10\/240823-ValenciaTelegraphBikeLanes-33-BL_qed.jpg\" alt=\"\" class=\"wp-image-12036523\"  \/>A bicyclist rides on the Valencia Street center running bike lane in San Francisco\u2019s Mission District on Aug. 23, 2024.\u00a0(Beth LaBerge\/KQED)<\/p>\n<p class=\"blocks-v1-Paragraph-__Paragraph__paragraph wp-block wp-block-paragraph container\">Another e-bike bill signed by Newsom allows municipalities in San Mateo County to prohibit children under 12 from riding a class I or II e-bike, which have a maximum assisted speed of 20 mph, until Jan. 1, 2031. The bill mirrors similar pilot programs previously approved by the Legislature in Marin and San Diego county, which also set minimum age requirements for certain classes of e-bikes. State law already prohibits children under 16 from riding a class III e-bike.<\/p>\n<p class=\"blocks-v1-Paragraph-__Paragraph__paragraph wp-block wp-block-paragraph container\">The bill gives each local authority in San Mateo County the option to enact the pilot in its jurisdiction.\u00a0<\/p>\n<p class=\"blocks-v1-Paragraph-__Paragraph__paragraph wp-block wp-block-paragraph container\">Foster City councilmember Stacy Jimenez said she was looking forward to \u201cbringing this tool to Foster City.\u201d<\/p>\n<p class=\"blocks-v1-Paragraph-__Paragraph__paragraph wp-block wp-block-paragraph container\">\u201cSuccess doesn\u2019t mean fewer kids riding bikes \u2014 it means more kids riding, and riding safely, and AB 2595 will help cities and our county do that,\u201d Jimenez said.\u00a0<\/p>\n<p class=\"blocks-v1-Paragraph-__Paragraph__paragraph wp-block wp-block-paragraph container\">Newsom also signed AB 2346, from state Assemblymembers Lori Wilson (D-Suisun City) and Marc Berman (D-Palo Alto), which requires Class II e-bikes sold after Jan. 1, 2029 to be equipped with a speedometer. The bill also sets a 10 mph speed limit for sidewalk riding.\u00a0<\/p>\n<p class=\"blocks-v1-Paragraph-__Paragraph__paragraph wp-block wp-block-paragraph container\">In a statement, Dr. Ren\u00e9 Bravo, president of the California Medical Association, thanked Berman and Wilson for \u201clistening to the physicians and other experts who have raised these concerns and putting evidence-based safety measures into law to make e-bikes safer for young riders, pedestrians and everyone on the road.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"Gov.
