{"id":482224,"date":"2026-10-02T01:38:11","date_gmt":"2026-10-02T01:38:11","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ca\/482224\/"},"modified":"2026-10-02T01:38:11","modified_gmt":"2026-10-02T01:38:11","slug":"san-francisco-subpoenas-fillmore-low-income-housing-owners","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ca\/482224\/","title":{"rendered":"San Francisco subpoenas Fillmore low-income housing owners"},"content":{"rendered":"<p class=\"wp-block-paragraph\">San Francisco supervisors on Thursday said they would subpoena executives connected with a troubled housing complex in the Western Addition where residents have long complained of poor housing conditions. The executives failed to show up to today\u2019s hearing, where scores of tenants spoke out.<\/p>\n<p class=\"wp-block-paragraph\">\u201cThey\u2019re not engaging with the department, they\u2019re not engaging with the supervisors,\u201d said Supervisor Bilal Mahmood, who held the city hearing in response to tenant complaints at the Thomas Paine Square Apartments, a 98-unit low-income housing complex. <\/p>\n<p class=\"wp-block-paragraph\">\u201cWe have to take unprecedented action with a subpoena to call them before the board, which hasn\u2019t actually happened in many years,\u201d he said.<\/p>\n<p class=\"wp-block-paragraph\">For over a year, residents have spoken out about <a href=\"https:\/\/missionlocal.org\/2025\/05\/sf-thomas-paine-fillmore-housing-negligence\/\" rel=\"nofollow noopener\" target=\"_blank\">intolerable housing conditions<\/a>, <a href=\"https:\/\/sfstandard.com\/2026\/01\/30\/church-owned-housing-complex-ignored-pleas-help-one-tenant-ended-hospitalized\/\" rel=\"nofollow noopener\" target=\"_blank\">violence from other residents<\/a>, and <a href=\"https:\/\/missionlocal.org\/2025\/12\/sf-thomas-paine-video-christmas-burglary\/\" rel=\"nofollow noopener\" target=\"_blank\">alleged misconduct by management<\/a>. Three staff members of Domus Management, the Lodi-based firm that manages the complex, <a href=\"https:\/\/missionlocal.org\/2025\/12\/sf-thomas-paine-video-christmas-burglary\/\" rel=\"nofollow noopener\" target=\"_blank\">allegedly stole Christmas presents<\/a> from a unit in December 2025.<\/p>\n<p class=\"wp-block-paragraph\">Mahmood represents the Fillmore and Western Addition and has held past <a href=\"https:\/\/missionlocal.org\/2026\/07\/bilal-mahmood-announce-thomas-paine-apartments-domus-hearing\/\" rel=\"nofollow noopener\" target=\"_blank\">hearings<\/a> at the Board of Supervisors in response to those complaints. <\/p>\n<p class=\"wp-block-paragraph\">He has said the city\u2019s power over the complex is limited, and last year <a href=\"https:\/\/missionlocal.org\/2025\/05\/sf-thomas-paine-fillmore-housing-negligence\/\" rel=\"nofollow noopener\" target=\"_blank\">described<\/a> the situation as \u201ccomplicated\u201d \u2014 as a HUD-subsidized housing development, Thomas Paine isn\u2019t within the purview of either the Board of Supervisors or the Mayor\u2019s Office of Housing and Community Development.<\/p>\n<p class=\"wp-block-paragraph\">\u201cI want to make it clear that you are being heard here today by me and by the city, and I take seriously the need to tackle the underlying systems that allow for situations like the ones that we heard today to persist,\u201d Mahmood said, describing the hearing as a chance to collect evidence on the record and \u201cbuild a case.\u201d\u00a0<\/p>\n<p class=\"wp-block-paragraph\">Some 70 residents from Thomas Paine and other complexes managed by Domus attended the hearing. One after another recounted experiences of negligence, deplorable living conditions, allegedly fraudulent rent charges, and retaliation \u2014\u00a0including attempts to evict tenants who had complained.<\/p>\n<p><img loading=\"lazy\" data-recalc-dims=\"1\" decoding=\"async\" width=\"780\" height=\"564\" src=\"https:\/\/www.newsbeep.com\/us-ca\/wp-content\/uploads\/2026\/10\/IMG_8548.jpg\" alt=\"An older woman stands at a podium speaking in a formal wood-paneled room with seated audience members watching attentively.\" class=\"wp-image-873918\"  \/>Debora Howard, a tenant at Thomas Paine Square Apartments, gave her testimony at the hearing on Oct. 1, 2026. Photo by Xueer Lu.<\/p>\n<p class=\"wp-block-paragraph\">Mahmood called for the property owner, Bethel African Methodist Episcopal Church, a <a href=\"https:\/\/sfstandard.com\/2023\/09\/22\/san-francisco-black-churches-are-on-life-support-in-historic-fillmore-neighborhood\/\" rel=\"nofollow noopener\" target=\"_blank\">historically Black church<\/a> in the Fillmore, and its property management Domus to be held accountable, saying he would also \u201cexplore\u201d legislation to strengthen protection for residents in the future.<\/p>\n<p class=\"wp-block-paragraph\">Many of the tenants present specifically named Bobby Sisk as playing a key role in the troubles at Thomas Paine. Sisk is the steward of Bethel AME, and also the president of the Allen Community Development Corporation, a nonprofit that oversees the complex\u2019s contracts with Domus, the property managers and with <a href=\"https:\/\/www.wsbassociates.net\/\" rel=\"nofollow noopener\" target=\"_blank\">W.S.B. &amp; Associates, Inc.<\/a>, a private security firm owned by Sisk.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">Sisk did not show up to the hearing. Neither did legal representatives for Sisk, the nonprofit Allen CDC, Bethel AME church or Domus Management.<\/p>\n<p class=\"wp-block-paragraph\">\u201cIf anyone from Domus is here, please come forward because we are dying to talk to you,\u201d Mahmood said at the hearing. No one spoke up.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">At the hearing, Mahmood also heard testimony from residents of two other low-income housing complexes in the Fillmore managed by Domus, Martin Luther King-Marcus Garvey Square Cooperative Apartments and Ammel Park Cooperative Homes. <\/p>\n<p class=\"wp-block-paragraph\">Martin Luther King-Marcus Garvey Square co-op <a href=\"https:\/\/sfstandard.com\/2026\/05\/07\/fillmore-housing-coop-eviction-crisis\/\" rel=\"nofollow noopener\" target=\"_blank\">reportedly<\/a> issued mass eviction notices to 16 residents claiming that they owed back rent. Domus did not, those residents said, make it clear how much back rent they owed, and reported receiving bills for wildly diverging amounts. <\/p>\n<p class=\"wp-block-paragraph\">No representatives from either of those co-ops showed either.<\/p>\n<p class=\"wp-block-paragraph\">\u201cThe properties that the allegations are against didn\u2019t come today. [We] had an empty chair,\u201d Mahmood said after the hearing.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">\u201cThere are a lot of questions that I think should be answered by people that unfortunately are not here today,\u201d added Tuesday Thorton, a staff attorney at the <a href=\"https:\/\/evictiondefense.org\/eviction-defense-team\/\" rel=\"nofollow noopener\" target=\"_blank\">Eviction Defense Collaborative<\/a> who represents two residents at King Garvey co-op.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">The Board\u2019s Government Accountability and Oversight Committee will subpoena the following people to testify at a Dec. 3 hearing:<\/p>\n<p>Domus Management Company, specifically: Anthony Sandoval, the company\u2019s president, and Christine Mason, the most recent manager<\/p>\n<p>Mercedes Gavin, counsel for Martin Luther King-Marcus Garvey Square Cooperative\u00a0<\/p>\n<p>Board of Directors of Martin Luther King-Marcus Garvey Square Cooperative, Inc., specifically: Linda Yoakum, Sean Kim, Emilia Penate and Lavonne McIntosh<\/p>\n<p>The officers of the Allen Community Development Corporation, specially: Rev. Cecil L. Photo by Xueer Lu. <\/p>\n<p class=\"wp-block-paragraph\">For years, residents at Thomas Paine, which is bounded by Golden Gate Avenue, Turk Street, Laguna Street and Buchanan Street, said they felt like their complaints were not heard by City Hall, a 15-minute walk away.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">For many, including nine who spoke on Thursday, the hearing has been a long time coming. Their immediate goal is a new security company, and new property managers.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">Anona Lee, who has been living at the complex for 37 years, said her expectations of a property manager are simple: \u201cWhen you call, they come to fix it.
