Miller<\/a>, CalMatters<\/p>\n<p>This story was originally published by <a href=\"&quot;https:\/\/calmatters.org\/&quot;\">CalMatters<\/a>. <a href=\"&quot;https:\/\/calmatters.org\/subscribe-to-calmatters\/&quot;\">Sign up<\/a> for their newsletters.<\/p>\n<p>Nancy Pelosi\u2019s possible successors are bending over backwards to prove they\u2019ll protect voters from the potential harms of San Francisco\u2019s most lucrative industry: artificial intelligence.<\/p>\n<p>In a televised debate Thursday night just days before ballots go out to voters, state Sen. <a href=\"&quot;https:\/\/calmatters.digitaldemocracy.org\/legislators\/scott-wiener-100936&quot;\">Scott Wiener<\/a> and San Francisco Supervisor Connie Chan, both liberal Democrats, found common ground on at least one point: AI companies shouldn&#8217;t be left to regulate themselves, pushing back on a recent suggestion from President Donald Trump.<\/p>\n<p>That\u2019s about as much agreement as they could muster, though, before taking jabs at one another and making a case for why they are the more trustworthy candidate on AI safety.<\/p>\n<p>Wiener touted his experience passing the <a href=\"&quot;https:\/\/calmatters.org\/economy\/technology\/2025\/12\/new-ai-regulation\/&quot;\">nation\u2019s first AI safety law<\/a> in 2025, a yearslong process that resulted in a compromise with Gov. Gavin Newsom, who vetoed a tougher proposal from Wiener the year before but has now <a href=\"&quot;https:\/\/calmatters.org\/politics\/2026\/09\/ai-rules-newsom-state-directive\/&quot;\">adopted many of its tenets<\/a>. Wiener said his law has been \u201ccopied and pasted\u201d by several other states and chided Chan for her lack of a track record with regulating the AI industry.<\/p>\n<p>\u201cIt&#8217;s very easy, when you&#8217;ve never lifted a finger for AI safety regulation, to armchair quarterback it,\u201d Wiener said.<\/p>\n<p>Chan disputed Wiener\u2019s accusation that she hasn\u2019t worked on AI legislation by pointing to a 2024 law that <a href=\"&quot;https:\/\/sfstandard.com\/2024\/07\/23\/peskin-targets-corporate-landlords-using-algorithms\/&quot;\">banned landlords from using AI<\/a> to set rent prices. The measure, authored by then-Supervisor Aaron Peskin, Chan\u2019s former boss and mentor, has <a href=\"&quot;https:\/\/sfstandard.com\/2026\/08\/21\/sf-ban-rent-software-ai-boom\/&quot;\">failed to produce any enforcement<\/a> as of August.\u00a0<\/p>\n<p>She repeatedly tried to paint Wiener as beholden to San Francisco\u2019s wealthy tech and AI industries, making broad unsubstantiated allegations that his campaign was \u201cbankrolled\u201d by the companies he purported to regulate. She called his AI legislation, <a href=\"&quot;https:\/\/calmatters.digitaldemocracy.org\/bills\/ca_202520260sb53&quot;\">Senate Bill 53<\/a>, \u201cwatered-down.\u201d\u00a0<\/p>\n<p>\u201cThat&#8217;s politics,\u201d Wiener replied. \u201cI&#8217;m proud of the work that we&#8217;ve done, and I will take that work to Congress.\u201d<\/p>\n<p>Changing of the guard<\/p>\n<p>For the first time in more than 40 years, San Franciscans face an actual choice over who should represent them in Washington, D.C.: Wiener, who has made national headlines for his work on housing policy and captured a <a href=\"&quot;https:\/\/www.sfchronicle.com\/opinion\/editorials\/article\/scott-wiener-connie-chan-pelosi-22448323.php&quot;\">resounding endorsement<\/a> from The San Francisco Chronicle, or Chan, an ardent tenants\u2019 rights supporter who has the endorsement of Pelosi and support from her political empire.<\/p>\n<p>Wiener handily won the June top-two primary with more than 40% of the vote and has maintained a comfortable lead. Chan, who represents the West side Richmond neighborhood, won just under 30%, edging out progressive Saikat Chakrabarti.<\/p>\n<p>The approximately 30% of voters who supported someone other than Wiener or Chan in the primary \u2014 plus any general election voters who didn\u2019t participate \u2014 will be <a href=\"&quot;https:\/\/www.sfchronicle.com\/politics\/article\/connie-chan-progressive-vote-san-francisco-22446169.php&quot;\">crucial to determining<\/a> who emerges on Nov. 3.\u00a0<\/p>\n<p>But although both candidates have pitched themselves as bulwarks against Trump, and either would be among Congress\u2019s most left-leaning lawmakers, they diverge on several top issues that could be key to wooing those uncommitted voters. That includes <a href=\"&quot;https:\/\/calmatters.org\/politics\/2026\/08\/wiener-chan-san-francisco-congress-pelosi\/&quot;\">the exorbitant cost of housing<\/a> in the city, reevaluating the United States\u2019 relationship with Israel, and what to do about AI.<\/p>\n<p>Chan on Thursday did not offer specifics on how she would regulate AI, but called for a moratorium on data centers and restricting the development of a \u201csuperintelligence,\u201d or an AI that surpasses the level of human intelligence. She said workers whose livelihoods are threatened by the technology need to be part of any negotiation over the future of AI\u00a0and recalled a group of nurses who told her the AI notetakers they were required to use were monitoring their emotional relatability and vocal intonation with patients.<\/p>\n<p>\u201cThat is just simply surveillance of an employee and a worker, not providing better patient care,\u201d Chan said. \u201cUnions need to be at the table to regulate this technology.\u201d<\/p>\n<p>Amid the back-and-forth, Wiener took the unusual step of apologizing onstage for his campaign\u2019s \u201cterrible mistake\u201d of launching an <a href=\"&quot;https:\/\/www.yahoo.com\/news\/politics\/articles\/nancy-pelosi-accuses-scott-wiener-063223702.html&quot;\">AI chatbot<\/a> that mimicked Chan and highlighted her record of opposing housing construction and other urban development as supervisor.\u00a0<\/p>\n<p>\u201cSupervisor, I want to directly apologize to you for that chatbot,\u201d Wiener said. \u201cIt was a terrible mistake, which is why we took it down and why I apologize. I take full responsibility for that.\u201d<\/p>\n<p>Chan, who is frequently criticized as a NIMBY for her reluctance to support housing construction, was taken to task by the moderators Thursday over the lack of housing built in her district.<\/p>\n<p>\u201cSince you took office in 2021, fewer new homes have been approved in your Richmond supervisorial district than any other supervisorial district in San Francisco,\u201d said moderator Scott Shafer of KQED. \u201cGiven the shortage and the cost of housing here, how do you explain that to voters?\u201d\u00a0<\/p>\n<p>Chan pointed to housing that has been built citywide, saying \u201cwe need to build housing and we need to build housing that people can afford,\u201d citing her support for rental subsidies, but did not directly respond.\u00a0<\/p>\n<p>Still, the liberal candidates do have points of agreement. They both support universal healthcare coverage. Both called the humanitarian crisis in Gaza a \u201cgenocide,\u201d although critics have questioned whether Wiener genuinely had a change of heart or adopted the phrase for political gain under pressure.
