Fabela explained that under the Brown Act, the state’s open-meeting law, either the mayor or a majority of the council may call such a meeting.

The remarks came after more than a dozen speakers addressed the allegations over the course of the meeting, with several community organizations calling for a transparent and independent process. Her claim alleges sexual harassment, retaliation and discrimination based on her perceived sexual orientation, race, religion and disability.

“(Ballinas) was subjected to repeated harassment, discrimination, demeaning, intrusive questioning concerning her perceived sexual orientation, her Mexican heritage and her Catholic faith,” the claim alleges.

A range of city officials, employees and “outside stakeholders” were well aware of the Aitken’s “alcohol consumption and her resulting condition and behavior from their own personal observations,” the claim contends. “Additionally, (Ballinas) repeatedly communicated her concerns to members of city leadership and sought assistance. However, rather than establishing an effective mechanism that relieved (Ballinas) of ‘responsibilities’ outside of her job description that she lacked the authority to perform, senior officials frequently minimized the circumstances, treated difficult conduct by an elected official as something (Ballinas) was expected to tolerate or learn to manage, or otherwise left Claimant to navigate the situation herself.”

The claims’s court filing is available online via tinyurl.com/4kkpy9ex.

The AI platform Civilio assisted this report.

Updated Oct. 2, 2026, 11:55 a.m.

Mayor Ashleigh Aitken says she looks forward to an investigation into allegations she made derogatory remarks about her…

[36
163,165,164
post-483925","post","type-post","status-publish","format-standard","has-post-thumbnail","category-anaheim","tag-anaheim","tag-anaheim-headlines","tag-anaheim-news
["GET
