Without this source of revenue, the city would lose crucial funds for street paving and public transit, and would likely have to reduce Fresno\u2019s public transit services and cut around 217 jobs, officials estimate.<\/p>\n<p>That citizen-led countywide measure, a renewal of the Measure C tax, will be on November\u2019s ballot.<\/p>\n<p>Fresno Mayor Jerry Dyer is asking voters to vote \u201cyes\u201d on both measures. In an interview with The Bee, he acknowledged the confusion of having two tax-related measures but said they\u2019re not competing measures.<\/p>\n<p>\u201cWe\u2019ve clearly spelled out in our ballot language \u2014 that voters will be able to see \u2014 that if, in fact, Measure S passes, and Measure D passes, that Measure S will take priority,\u201d Dyer said. \u201cSo they won\u2019t be double taxed.\u201d<\/p>\n<p>This proposed tax would sunset within 10 years or when the County of Fresno adopts a transportation special sales tax of equal or greater tax rate for which the City of Fresno is a recipient, <a href=\"https:\/\/www.fresnocountyca.gov\/files\/sharedassets\/county\/v\/1\/county-clerk-registrar-of-voters\/1_election-pages\/2026_3_nov_statewide-general\/measures\/fresno-use-tax\/impartial-analysis-city-of-fresno_redacted.pdf\" rel=\"Follow nofollow noopener\" target=\"_blank\">according to an impartial analysis prepared by City Attorney Andrew Janz.<\/a><\/p>\n<p>The current sales tax rate in the City of Fresno is 8.35% and would remain at that level if Measure D is approved, the analysis says. Measure D requires a simple majority to pass, or 50% + 1 vote.<\/p>\n<p>What will Measure D fund?<\/p>\n<p>There\u2019s no spending plan yet for the estimated $65 million in anticipated annual revenue if Measure D passes.<\/p>\n<p>According to the impartial analysis, revenue generated by this tax would go to the city\u2019s general fund \u201cand be available to be used for any City purpose, including but not limited to funding police, fire, and 9-1-1 emergency services, maintaining and improving roads, streets, sidewalks, and other City facilities and programs, and paying for other City services and obligations.\u201d<\/p>\n<p>Dyer said that spending decisions for this revenue would take place during the city\u2019s annual budget process. His priority, if Measure D passes, it to make sure the city doesn\u2019t lose any public works or Fresno Area Express employees and that the city is able to continue to provide the same level \u2014 or better \u2014 of street repair and public transportation service.<\/p>\n<p>\u201cThat\u2019s going to be the primary focus, foundationally, first and foremost, and then secondarily is to be able to enhance both our fire and police services, depending on what funding is available for that,\u201d Dyer said.<\/p>\n<p>According to the impartial analysis, if Measure D passes, \u201call spending of the additional revenue generated by this tax would be subject to public disclosure, independent audit requirements, and citizen oversight.\u201d<\/p>\n<p>But there\u2019s no way to ensure future administrations would spend the money according to this proposal.<\/p>\n<p>\u201cAs long as I\u2019m the mayor of Fresno, I can assure people that the money is going to be utilized in the manner in which we said it would be, but I can\u2019t speak for future mayors or future councils,\u201c he said.<\/p>\n<p>Who supports Measure D?<\/p>\n<p>Measure D is supported by <a href=\"https:\/\/www.fresnocountyca.gov\/files\/sharedassets\/county\/v\/1\/county-clerk-registrar-of-voters\/1_election-pages\/2026_3_nov_statewide-general\/measures\/fresno-use-tax\/filed-argument-in-favor_redacted.pdf\" rel=\"Follow nofollow noopener\" target=\"_blank\">Fresno Mayor Jerry Dyer and Fresno City Council<\/a>. Both have also endorsed Measure S.<\/p>\n<p>Who opposes Measure D?<\/p>\n<p>Measure D is opposed by the <a href=\"https:\/\/www.fresnocountyca.gov\/files\/sharedassets\/county\/v\/1\/county-clerk-registrar-of-voters\/1_election-pages\/2026_3_nov_statewide-general\/measures\/fresno-use-tax\/argument-against_redacted.pdf\" rel=\"Follow nofollow noopener\" target=\"_blank\">Libertarian Party of Fresno County<\/a>.<\/p>\n<p>What does the ballot language say?<\/p>\n<p>APPROVAL OF FRESNO PUBLIC SAFETY, INFRASTRUCTURE RESTORATION, AND CITY SERVICES TAX ORDINANCE<\/p>\n<p>The proposed ordinance would impose a 0.5% [half-cent per dollar] sales and use tax within the City of Fresno for a period of 10 years or upon implementation of a County of Fresno transportation infrastructure tax, whichever occurs first. It is estimated to raise approximately $65 million annually while retaining City of Fresno\u2019s current tax rate. Proceeds would belong to the City of Fresno and could not be taken by, and would not be shared with, the State, County, or any other agency.
