(Wonho Frank Lee/For SFGATE)

Without exaggeration, Union Rescue Mission may well be the single busiest restaurant anywhere in Southern California – and it doesn’t charge a dime. For a sense of scale: One of the busiest restaurants of the past decade, the now-closed brunch and dinner spot The Rose in Venice, was famous for doing upward of 10,000 covers (meaning one diner’s meal) per week. During high season, Union Rescue Mission might do those numbers in less than three days.

Casual California diners may not think of Union Rescue Mission, and the many other statewide nonprofit food outlets like it, as restaurants, but that’s precisely what they are. There are plates and silverware and menus, and a giant, gleaming kitchen staffed by a brigade of ready hands who prep all day in expectation of a full dining room. And given its altruistic purpose, to simply offer a satisfying and humanity-affirming meal to absolutely anyone in line, it’s not a stretch to say that Union Rescue Mission could be among the simplest and most important restaurants around.

Hunger relief organizations like the privately funded Union Rescue Mission have potentially never been more critical for California, either. The signing of House Resolution 1, also known as President Donald Trump’s “One Big Beautiful Bill,” into law in July 2025 included the most severe cuts to the Supplemental Nutrition Assistance Program – called CalFresh in California – in the program’s history. The new restrictions, which have been rolled out in stages, include denying SNAP benefits to certain lawfully present humanitarian immigrants, as well as imposing a three-month time limit on people who cannot prove they meet certain work requirements.

<img alt="Lunchtime plates of beef, noodles and egg rolls at Union Rescue Mission in Los Angeles on Sept. 23, 2026. (Wonho Frank Lee/For SFGATE)

And that’s not where the cuts end: Last year, Trump also signed an executive order calling for an end to federal support for Housing First policies. On June 11, the U.S. Department of Housing and Urban Development suspended all funding to LAHSA and LA Continuum of Care, although that suspension has now been rebuffed by a federal appeals court. According to the organizations, “federal funding is a critical revenue stream that helps thousands of Angelenos enter permanent housing and stay housed long-term.”

As much-needed services become harder for Californians to obtain, hunger is an issue that stretches across the state. According to research from California Food Banks, 1 in 5 Californians – or roughly 8.8 million people – suffer from food insecurity, which it defines as “limited or uncertain access to enough food to lead a healthy, active life.” That also translates to approximately 22% of all households, and 27% of households with children, in the Golden State.

<img alt="Guests eat in the dining room at Union Rescue Mission in Los Angeles on Sept. 23, 2026. Around 20% of the food is donated; the mission purchases the rest, according to head chef Delilah Cannon. It’s all stored in a massive warehouse accessed by the kitchen staff.

“Porto’s delivers to the mission every single day. (Wonho Frank Lee/For SFGATE)

To serve the hundreds, if not thousands, of people who come through its massive dining room, Union Rescue Mission employs 35 people in its food service department and relies on a constant stream of volunteers to prepare meals. Staffers show up at 4 a.m. to start prepping for the day, and volunteers suit up around 10:30 a.m. to help out with lunch service.

The mammoth kitchen is overseen by Cannon, who attended Le Cordon Bleu and worked as a line cook on the set of “Desperate Housewives” before joining the mission. The industrial kitchen is outfitted with multiple walk-ins, rows of prep tables and large flattops meant for cooking in volume. Throughout the long days, staffers and volunteers work through mountains of ingredients for breakfast, lunch and dinner. The latter meals typically consist of a protein, starch and vegetable (maybe baked chicken with rice and vegetables, or beef stew with mashed potatoes and vegetables). It’s not unusual to spot hotel pans full of saucy beans or a giant stockpot of stew slowly simmering on one of the stoves. At its core, Union Rescue Mission serves one thing: familiar and steady food that’s meant, quite literally, to save lives.

More Food News

– California lands 3 of Yelp’s top 5 best new restaurants in America
– In-N-Out announces 4 new California locations
– It’s-It is being mysterious about change to its ice cream sandwiches
– SF bar owner charged with assault, robbery after alleged parking space dispute

For all things fascinating in Bay Area food, sign up for our Eat the Bay newsletter here.

The organization also serves a giant annual Thanksgiving meal for around 4,000 people, complete with linens, flowers and hundreds of turkeys that are fried and carved for on-site and to-go meals. Although some of it is used to create the meals served at its own facilities, approximately 90% of it is given away to 28 local pantries and soup kitchens.

“Ten thousand to 15,000 families receive food through those efforts,” Phelps says.

‘The lines are longer’

Most of the organizations that SFGATE spoke with report that hunger is a bigger problem in California than it’s ever been, pointing to federal cuts in SNAP benefits and the increasing difficulty for the food insecure to find meals.

“The lines are longer,” Glide’s Marsden says. “SNAP benefits and the other benefits that people have relied on are harder to get or drying up when the bar is moved. People are a little more stressed.”

<img alt="The main dining room where people eat during the Daily Free Meals program's lunch service at Glide Memorial Church in San Francisco on Sept. 10, 2026. (Douglas Zimmerman/SFGATE)

Hassell is seeing the same in Sacramento.

“There’s a lot of anxiety and increasing desperation for folks because of things like H.R. 1 and policies not allowing people to come,” she says. “A couple of weeks ago, I saw someone get out of their car in professional attire. They had clearly come from an office job and came to eat on their lunch break.”

She adds, “I’ve never seen that before, in my 20 years at Loaves & Fishes. The evolution of the people we’re serving is changing with some of these other cuts to food assistance, although we’re still primarily serving people who are unhoused.”

And in San Diego, overall housing conditions are staying static.

“In San Diego County, for as many people that are getting out of homelessness, new people are entering homelessness. Food insecurity is part of that poverty line people experience,” says Phelps.

That said, the organizations aren’t deterred, and remain committed to their missions to help feed California’s neediest.

“We really strive to be much more than just a shelter,” Union Rescue Mission’s Hood says. “You can walk through our door at maybe the worst point in your life with no more than what you have on your back, and you can leave restored, reconnected with your family and with a living-wage job.” And usually, that process starts with a meal.

More LA Food Coverage

–<a data-ylk="slk:His sushi wooed Michelin.
