{"id":486406,"date":"2026-10-06T02:42:27","date_gmt":"2026-10-06T02:42:27","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ca\/486406\/"},"modified":"2026-10-06T02:42:27","modified_gmt":"2026-10-06T02:42:27","slug":"san-francisco-democratic-party-chair-apologizes-after-sexual-assault-policy-broke-down","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ca\/486406\/","title":{"rendered":"San Francisco Democratic Party Chair Apologizes After Sexual Assault Policy \u2018Broke Down\u2019"},"content":{"rendered":"<p class=\"blocks-v1-Paragraph-__Paragraph__paragraph wp-block wp-block-paragraph container\">The top official for San Francisco\u2019s Democratic Party issued a public <a to=\"https:\/\/www.sfdems.org\/chair\/accountability\" target=\"_blank\" rel=\"noopener noreferrer nofollow\" href=\"https:\/\/www.sfdems.org\/chair\/accountability\">apology<\/a> for failing to adequately evaluate <a href=\"https:\/\/www.kqed.org\/news\/11996787\/reckoning-on-sexual-assault-roils-sf-democrats-as-mayoral-endorsement-looms\" rel=\"nofollow noopener\" target=\"_blank\">sexual misconduct allegations<\/a> and <a href=\"https:\/\/www.kqed.org\/news\/12097058\/san-francisco-democratic-party-endorses-manny-yekutiel-for-supervisor-after-sexual-assault-allegations\" rel=\"nofollow noopener\" target=\"_blank\">endorsing<\/a> former San Francisco supervisor candidate Manny Yekutiel, who <a href=\"https:\/\/www.kqed.org\/news\/12102333\/new-allegations-surface-against-san-francisco-supervisor-candidate-manny-yekutiel\" rel=\"nofollow noopener\" target=\"_blank\">abandoned his bid<\/a> to represent District 8 last week after multiple men accused him of sexual assault.\u00a0<\/p>\n<p class=\"blocks-v1-Paragraph-__Paragraph__paragraph wp-block wp-block-paragraph container\">Chair Nancy Tung\u2019s statement comes after mounting criticism over how the party handled the accusations against Yekutiel, who dropped out of the race after three men publicly accused him of sexual assault.\u00a0<\/p>\n<p class=\"blocks-v1-Paragraph-__Paragraph__paragraph wp-block wp-block-paragraph container\">Brad Chapin, a former city gardener and political organizer, came forward earlier this year alleging that Yekutiel sexually assaulted him at a party in 2020. San Francisco\u2019s Democratic Party voted to endorse Yekutiel after Chapin spoke up. Last week, two additional men \u2014 a man named Ryan Clark and his partner \u2014 made similar allegations.<\/p>\n<p class=\"blocks-v1-Paragraph-__Paragraph__paragraph wp-block wp-block-paragraph container\">\u201c\u200bI publicly and sincerely apologize to Mr. Chapin for how our process treated his complaint and for an endorsement decision that caused him further harm,\u201d Tung wrote. \u201cAs party chair, I also apologize for how this endorsement hurt Ryan Clark, his partner and others.\u201d<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/us-ca\/wp-content\/uploads\/2026\/10\/240722-SFKamalaHarrisRally-56-BL_qed.jpg\" alt=\"\" class=\"wp-image-11996722\"  \/>San Francisco Democratic Party Chair Nancy Tung speaks during a rally in support of the presidential nomination of Vice President Kamala Harris at City Hall in San Francisco on July 22, 2024.\u00a0(Beth LaBerge\/KQED)<\/p>\n<p class=\"blocks-v1-Paragraph-__Paragraph__paragraph wp-block wp-block-paragraph container\">But Chapin said Ting\u2019s apology didn\u2019t land for him.\u00a0<\/p>\n<p class=\"blocks-v1-Paragraph-__Paragraph__paragraph wp-block wp-block-paragraph container\">\u201cI believe that she\u2019s only apologizing because she got caught and everybody can see it and she wants to save her own reputation,\u201d he said.\u00a0<\/p>\n<p class=\"blocks-v1-Paragraph-__Paragraph__paragraph wp-block wp-block-paragraph container\">Chapin filed a police report in April, and also reached out to the local Democratic Party to file a complaint through the organization\u2019s <a href=\"https:\/\/www.kqed.org\/news\/12016733\/sf-democrats-adopt-new-sexual-assault-reporting-policies\" rel=\"nofollow noopener\" target=\"_blank\">relatively new reporting policies<\/a> for sexual assault and harassment.\u00a0<\/p>\n<p class=\"blocks-v1-Paragraph-__Paragraph__paragraph wp-block wp-block-paragraph container\">The party\u2019s policy created ways for a person to submit a complaint, including to an ombudsperson who determines whether the complaint potentially violates the code of conduct.<\/p>\n<p class=\"blocks-v1-Paragraph-__Paragraph__paragraph wp-block wp-block-paragraph container\">If so, an independent investigator reviews the facts and evidence of the report and submits findings to the party\u2019s judicial commission and adjudication panel to determine whether the violation occurred. If it did, consequences could include private or public admonishment or expulsion from the club or party.<\/p>\n<p class=\"blocks-v1-Paragraph-__Paragraph__paragraph wp-block wp-block-paragraph container\">The party adopted the policy in December 2024 after accusations surfaced against prominent political organizers, including John Jacobo and Kesvin Ortiz, two progressives who have both denied the allegations.<\/p>\n<p class=\"blocks-v1-Paragraph-__Paragraph__paragraph wp-block wp-block-paragraph container\">Some survivors of sexual assault criticized how the party handled those past allegations and the protocol designed to handle future cases.\u00a0<\/p>\n<p class=\"blocks-v1-Paragraph-__Paragraph__paragraph wp-block wp-block-paragraph container\">Meanwhile, Yekutiel\u2019s campaign appeared to weather the initial allegation, with many allies continuing to support him. Mayor Daniel Lurie, who created the Civic Joy Fund with Yekutiel, endorsed him after Chapin came forward.\u00a0<\/p>\n<p class=\"blocks-v1-Paragraph-__Paragraph__paragraph wp-block wp-block-paragraph container\">The political climate changed last week, however, when Clark and his partner came forward alleging that Yekutiel had sexually assaulted them at a nightclub in San Francisco in 2023. Within hours of the new allegations coming out, prominent backers revoked their endorsements for Yekutiel, including Lurie and other elected officials.<\/p>\n<p class=\"blocks-v1-Paragraph-__Paragraph__paragraph wp-block wp-block-paragraph container\">\u201cMy endorsement is a statement of my confidence in someone\u2019s character and leadership, and in light of the additional accounts reported today I am withdrawing it,\u201d Lurie said in a statement last week, adding that he will not make a new endorsement in the District 8 race. \u201cComing forward is hard and these survivors deserve to be heard, and treated with dignity and respect.\u201d<\/p>\n<p class=\"blocks-v1-Paragraph-__Paragraph__paragraph wp-block wp-block-paragraph container\">Yekutiel has denied the allegations.<\/p>\n<p class=\"blocks-v1-Paragraph-__Paragraph__paragraph wp-block wp-block-paragraph container\">\u201cI am not admitting to having assaulted anyone and some of the things that are being said about me are fundamentally untrue,\u201d Yekutiel said in a statement when he announced he would drop out. \u201cBut I am deeply sorry for any boundaries that I crossed. I\u2019m going to take this time to work on myself.\u201d<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/us-ca\/wp-content\/uploads\/2026\/10\/1791254546_522_GettyImages-1298791153.jpg\" alt=\"\" class=\"wp-image-12090328\"  \/>Manny Yekutiel introduces U.S. Presidential candidate Tom Steyer during Steyer\u2019s appearance at Manny\u2019s in San Francisco on July 17, 2019.\u00a0(Scott Strazzante\/San Francisco Chronicle via Getty Images))<\/p>\n<p class=\"blocks-v1-Paragraph-__Paragraph__paragraph wp-block wp-block-paragraph container\">Chapin is still reeling from the consequences and backlash he faced for coming forward.\u00a0<\/p>\n<p class=\"blocks-v1-Paragraph-__Paragraph__paragraph wp-block wp-block-paragraph container\">\u201cHer apology rings pretty hollow,\u201d Chapin said of Tung\u2019s response on Monday. \u201cShe gave me almost none of the rights outlined in her own code of conduct.\u201d<\/p>\n<p class=\"blocks-v1-Paragraph-__Paragraph__paragraph wp-block wp-block-paragraph container\">He said he handed over 55 names of witnesses who could support his allegations but did not know if any had been contacted.\u00a0<\/p>\n<p class=\"blocks-v1-Paragraph-__Paragraph__paragraph wp-block wp-block-paragraph container\">\u201cThe process is designed to insulate the political aspect of the party, and so I don\u2019t actually know what Mr. Chapin\u2019s complaint looked like. I don\u2019t know what he turned over to the investigators,\u201d Tung said. \u201cThe investigation was done by a professional law firm that specializes in these types of misconduct complaints, and so I don\u2019t know if those 55 people had been contacted or not.\u201d<\/p>\n<p class=\"blocks-v1-Paragraph-__Paragraph__paragraph wp-block wp-block-paragraph container\">Chapin also said he was not given time to appeal the findings before the adjudication panel made them public and the party voted to endorse Yekutiel. Chapin said he has also requested a copy of the investigation, and that Tung has refused to share the file.\u00a0<\/p>\n<p class=\"blocks-v1-Paragraph-__Paragraph__paragraph wp-block wp-block-paragraph container\">\u201cBecause the judicial counsel did not act on [the complaint], I chose not to release the investigation,\u201d Tung said. \u201cGiven what\u2019s happened recently, it\u2019s a conversation I\u2019m willing to have with Mr. Chapin and his lawyer to see if there is something that we should consider.\u201d<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/us-ca\/wp-content\/uploads\/2026\/10\/251029-SNAP-PRESSER-MD-05-KQED.jpg\" alt=\"\" class=\"wp-image-12062093\"  \/>San Francisco Supervisor Rafael Mandelman speaks at a press event in front of San Francisco City Hall on Oct. 29, 2025.\u00a0(Martin do Nascimento\/KQED)<\/p>\n<p class=\"blocks-v1-Paragraph-__Paragraph__paragraph wp-block wp-block-paragraph container\">Rafael Mandelman, a moderate Democrat, currently represents District 8, which includes the Castro, Glen Park, Diamond Heights, Noe Valley and other neighborhoods. He is terming out, leaving an open seat on the city\u2019s current majority-moderate Board of Supervisors.<\/p>\n<p class=\"blocks-v1-Paragraph-__Paragraph__paragraph wp-block wp-block-paragraph container\">Before last week, Yekutiel was a frontrunner. He is well-connected through his cafe in the Mission District, Manny\u2019s, which frequently hosts events with prominent political and community leaders.\u00a0<\/p>\n<p class=\"blocks-v1-Paragraph-__Paragraph__paragraph wp-block wp-block-paragraph container\">The race now comes down to Gary McCoy, who previously worked for Rep. Nancy Pelosi and has the former Speaker of the House\u2019s endorsement, as well as patent attorney Michael Nguyen and former DoorDash employee Darshini Patel.<\/p>\n<p class=\"blocks-v1-Paragraph-__Paragraph__paragraph wp-block wp-block-paragraph container\">Tung said the episode is prompting changes to the code of conduct on sexual misconduct. The party is holding a <a to=\"https:\/\/www.sfdems.org\/chair\/statement-on-calling-special-meeting-october-11\" target=\"_blank\" rel=\"noopener noreferrer nofollow\" href=\"https:\/\/www.sfdems.org\/chair\/statement-on-calling-special-meeting-october-11\">special meeting on Oct. 11<\/a> to reconsider its endorsement in District 8, and Tung said she will be endorsing Gary McCoy in the race. Some supervisors who previously endorsed Yekutiel have also since moved their endorsement to McCoy, including Stephen Sherrill, Danny Sauter and Bilal Mahmood.<\/p>\n<p class=\"blocks-v1-Paragraph-__Paragraph__paragraph wp-block wp-block-paragraph container\">When asked for a response to the calls for resignation, Tung said, \u201cIt\u2019s all very fresh. I do want to speak to members of the SFWPC.
