{"id":487054,"date":"2026-10-06T15:58:10","date_gmt":"2026-10-06T15:58:10","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ca\/487054\/"},"modified":"2026-10-06T15:58:10","modified_gmt":"2026-10-06T15:58:10","slug":"cofer-guerra-agree-on-homelessness-not-on-sacramento-jail","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ca\/487054\/","title":{"rendered":"Cofer, Guerra agree on homelessness, not on Sacramento jail"},"content":{"rendered":"<p>            <img loading=\"lazy\" decoding=\"async\" class=\"responsive-image\" src=\"https:\/\/www.newsbeep.com\/us-ca\/wp-content\/uploads\/2026\/10\/supsD1.jpg\"   width=\"1200\" height=\"674\" title=\"Public health advocate Flojaune Cofer, left, and Sacramento City Councilmember Eric Guerra are running for Sacramento County Board of Supervisors District 1.\" alt=\"Public health advocate Flojaune Cofer, left, and Sacramento City Councilmember Eric Guerra are running for Sacramento County Board of Supervisors District 1.\"\/><\/p>\n<p>        Public health advocate Flojaune Cofer, left, and Sacramento City Councilmember Eric Guerra are running for Sacramento County Board of Supervisors District 1.<\/p>\n<p>                HECTOR AMEZCUA, LIBBY SIMPSON<\/p>\n<p>With Sacramento County beginning to mail ballots for the Nov. 3 election, epidemiologist Flo Cofer and Sacramento City Councilmember Eric Guerra joined Monday for what might be the final candidate forum in the <a href=\"https:\/\/www.sacbee.com\/news\/local\/article317118023.html\" rel=\"Follow nofollow noopener\" target=\"_blank\">District 1 Board of Supervisors race.<\/a><\/p>\n<p>Here are four key takeaways for the event, which was held at Congregation B\u2019nai Israel in Land Park and was sponsored by a number of organizations, including Sacramento Area Congregations Together.<\/p>\n<p>The discussion was reasonably civil<\/p>\n<p>Just after the forum began around 6:30 p.m., Rabbi Seth Castleman led a brief prayer. He then spoke about his mother being outraged at a comment Ronald Reagan made during a debate with Jimmy Carter during the 1980 U.S. Presidential Election.<\/p>\n<p>\u201cShe took her shoe off and threw it at the TV,\u201d Castleman said. \u201cI trust everyone will keep their shoes on tonight.\u201d<\/p>\n<p>He amused the crowd of about 140 people, Cofer and Guerra both seemed to find humor in the remark and a largely polite night followed. The candidates expounded on a wide range of issues. The civility of the evening was evident to former Sacramento City Councilmember Jay Schenirer, who has been a member of Congregation B\u2019nai Israel for more than 40 years.<\/p>\n<p>\u201cThey kind of were open about who they are and what they think and I think that\u2019s really important,\u201d said Schenirer.<\/p>\n<p>He said he wasn\u2019t endorsing either candidate but that he liked them both.<\/p>\n<p>Cofer and Guerra share views, but have key differences<\/p>\n<p>Cofer and Guerra answered a dozen question during the session that lasted more than an hour, and showed they weren\u2019t entirely dissimilar.<\/p>\n<p>Both stated that they oppose the death penalty. Both spoke positively of <a href=\"https:\/\/www.sacbee.com\/news\/local\/article317326880.html\" rel=\"Follow nofollow noopener\" target=\"_blank\">SB 802<\/a>, a bill by State Sen. Angelique Ashby, D-Sacramento, recently signed into law by Gov. Gavin Newsom that could create a joint powers authority in the region around homelessness. Both spoke with conviction about protecting transgender residents.<\/p>\n<p>Some differences:<\/p>\n<p>Cofer is decidedly against the use of <a href=\"https:\/\/www.sacbee.com\/news\/local\/article316842709.html\" rel=\"Follow nofollow noopener\" target=\"_blank\">Flock cameras<\/a>, telling the room, \u201cI do not want to live in a surveillance state. That does not work well for us and it doesn\u2019t work well for communities of color.\u201d<\/p>\n<p>Guerra parsed his words more carefully, saying that it was important \u201cto evolve with technology\u201d but that arrangements shouldn\u2019t be made \u201cwith third-party entities.\u201d<\/p>\n<p>The candidates also differed on <a href=\"https:\/\/www.sacbee.com\/news\/politics-government\/election\/article315875248.html\" rel=\"Follow nofollow noopener\" target=\"_blank\">ranked-choice voting<\/a>. Cofer seemed enthusiastic about the concept, saying, \u201cI am excited about anything we can do to bolster people\u2019s participation.\u201d<\/p>\n<p>Guerra said that even though he supported having voters decide whether they want ranked choice voting, he had attempted to talk about it with his neighbors and that \u201cthey couldn\u2019t explain it.\u201d<\/p>\n<p>They also had different views about whether the county needs a new jail. Cofer spoke against it; Guerra said conditions in the current jail were \u201cdeplorable\u201d and unsafe for both inmates and staff.<\/p>\n<p>\u201cSomething must be done,\u201d Guerra said.<\/p>\n<p>How the audience reacted<\/p>\n<p>Cofer and Guerra have each been campaigning for several months and each was a public figure long before that. Cofer lost a very close Sacramento mayoral race to Kevin McCarty in 2024 and has served on local commissions. Guerra has been a member of Sacramento City Council since 2015.<\/p>\n<p>Accordingly, people interviewed after the event tended to have a clear idea of their choices.<\/p>\n<p>Natasha Minsker, an attorney and Land Park resident, said she appreciated Guerra sharing his life experience and perspective but that she was solidly in support of Cofer.<\/p>\n<p>\u201cShe understands what Sacramento needs and she\u2019s an independent candidate and she\u2019s really focused on the needs of the community,\u201d Minsker said.<\/p>\n<p>Midtown resident Steven Bourasa said he was leaning toward Guerra due to his experience on the City Council and that Monday\u2019s candidate forum had not changed his view.<\/p>\n<p>\u201cI\u2019m keeping an open mind, but I don\u2019t think it changed my feelings,\u201d Bourasa said.<\/p>\n<p>Then there was Karen McClaflin, who lives in Land Park and is a museum director. She said she entered the evening undecided and would still be thinking things over, but that she was swayed.<\/p>\n<p>\u201cI was just impressed by Dr. Cofer\u2019s answers,\u201d McClaflin said. \u201cShe just really seemed to know what she was talking about right off the top of her head. She didn\u2019t rely on always going back to her past. It was present and it was going forward and I appreciated that.\u201d<\/p>\n<p>How Cofer and Guerra assessed the evening<\/p>\n<p>Snacks, lemonade and water were provided in an adjoining room to the forum after it ended. Cofer and Guerra each mingled among attendees and offered upbeat thoughts on how the evening had gone.<\/p>\n<p>Guerra, who had his arm in a sling because it had been fractured in three places, said the evening showed the difference he offered.<\/p>\n<p>\u201cThere\u2019s one thing to say what you\u2019re going to do, but there\u2019s another thing in having the practice of doing it,\u201d Guerra said. \u201cAnd I think I laid a good example of successes that I\u2019ve been able to do as a council member.
