Why not California?"},"content":{"rendered":"<p class=\"wp-block-paragraph\"><a href=\"https:\/\/calmatters.org\/education\/2026\/09\/universal-childcare-california\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">This story<\/a> was originally published by CalMatters. <a href=\"https:\/\/calmatters.org\/subscribe-to-calmatters\/\" rel=\"nofollow noopener\" target=\"_blank\">Sign up<\/a> for their newsletters.<\/p>\n<p class=\"wp-block-paragraph\">In New Mexico, all children get <a href=\"https:\/\/www.nmececd.org\/universal\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">free childcare<\/a>, regardless of the family\u2019s income. <a href=\"https:\/\/dcf.vermont.gov\/benefits\/ccfap\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Vermont<\/a> offers nearly the same thing. <a href=\"https:\/\/www.nyc.gov\/mayors-office\/news\/2026\/03\/mayor-mamdani-and-governor-hochul-announce-first-four-communitie\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">New York City<\/a> is rolling out a similar program, and a handful of other cities and states are exploring the idea.<\/p>\n<p class=\"wp-block-paragraph\">Yet the idea of universal childcare rarely arises in the halls of Sacramento, even though California has some of the <a href=\"https:\/\/www.epi.org\/child-care-costs-in-the-united-states\/#\/CA\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">highest childcare costs<\/a> in the country.<\/p>\n<p class=\"wp-block-paragraph\">\u201cWhy is this not a priority in California?\u201d said Patricia Lozano, executive director of Early Edge California, an advocacy group. \u201cThe demand is so high. \u2026 This could have an enormous positive impact on California\u2019s families and the economy.\u201d<\/p>\n<p class=\"wp-block-paragraph\">Infant and toddler care in California can cost well over $30,000 a year depending on the region, <a href=\"https:\/\/www.kidsdata.org\/topic\/1849\/child-care-cost\/table#fmt=3094&amp;loc=265&amp;tf=160&amp;ch=984,1749,985,1246,222,223&amp;sortColumnId=0&amp;sortType=asc\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">according to Kidsdata<\/a>. That\u2019s more than a year at the University of California, or for many families, more than rent or a mortgage payment. Programs are also hard to find: most childcare centers have months-long waiting lists.<\/p>\n<p class=\"wp-block-paragraph\">Childcare is <a href=\"https:\/\/calbudgetcenter.org\/news\/californias-1-8-million-child-care-gap-leaves-families-facing-unaffordable-costs\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">so expensive<\/a> that it\u2019s driving some families to leave the state, have fewer children or drop out of the workforce entirely. That\u2019s had broad economic impacts, as <a href=\"https:\/\/www.ppic.org\/blog\/enrollment-is-falling-across-californias-school-districts\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">K-12 schools see declining enrollment<\/a> and <a href=\"https:\/\/calbudgetcenter.org\/news\/californias-1-8-million-child-care-gap-leaves-families-facing-unaffordable-costs\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">fewer parents are in the workforce<\/a>. In the past decade, California schools have lost nearly half a million students, in part due to parents leaving the state because of the high cost of living. <a href=\"https:\/\/www.ppic.org\/publication\/examining-trends-in-californias-birth-rates\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Declining birth rates<\/a> and a <a href=\"https:\/\/calmatters.org\/commentary\/2026\/06\/california-population-birth-rates-immigration\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">drop in immigration<\/a> have also played a role, <a href=\"https:\/\/dof.ca.gov\/forecasting\/demographics\/public-k-12-graded-enrollment\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">according to the state Department of Finance<\/a>.<\/p>\n<p>Big investments, big costs<\/p>\n<p class=\"wp-block-paragraph\">In the past few years, California has poured billions into childcare and preschool subsidies for low-income families, but extending those benefits to every family would be complicated, said <a href=\"https:\/\/calmatters.digitaldemocracy.org\/legislators\/cecilia-aguiar-curry-101332\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Assembly Majority Leader Cecilia Aguiar-Curry<\/a>, a Democrat from Winters who chairs the Legislative Women\u2019s Caucus.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">The state would have to ensure there are enough childcare workers, who are already in high demand, and that they\u2019re paid adequately. It would also have to link existing services \u2013 currently, a hodgepodge of licensed childcare centers, neighborhood babysitters and everything in between \u2013 to a broader state infrastructure. The process could take years.<\/p>\n<p class=\"wp-block-paragraph\">It would also be expensive. Stanford <a href=\"https:\/\/siepr.stanford.edu\/news\/how-fix-californias-child-care-crunch\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">economists estimated<\/a> it would cost up to $21 billion a year.<\/p>\n<p class=\"wp-block-paragraph\">But that doesn\u2019t mean the state shouldn\u2019t try, Aguiar-Curry said. There are no current bills pushing for universal childcare, but a handful of recent bills have addressed issues such as <a href=\"https:\/\/calmatters.org\/politics\/2026\/05\/gavin-newsom-final-budget-plan\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">parental leave<\/a> and <a href=\"https:\/\/calmatters.digitaldemocracy.org\/bills\/ca_202520260ab1981\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">requirements to receive subsidized childcare<\/a>. Aguiar-Curry said she\u2019d like the state to make the enrollment process easier for parents and boost quality across the entire system.<\/p>\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s a family issue, a workforce issue, and an economic issue,\u201d she said. \u201cWhen parents have reliable childcare, they can go to work, stay in the workforce, and provide for their families. We\u2019ve made a lot of progress in California, and I don\u2019t want us to lose sight of that, but I also don\u2019t think we should be satisfied with where we are. (Photo by Laure Andrillon\/CalMatters)<\/p>\n<p class=\"wp-block-paragraph\">Investing in childcare easily pays for itself through increased tax revenue, according to a team of Stanford researchers who <a href=\"https:\/\/siepr.stanford.edu\/news\/how-fix-californias-child-care-crunch\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">examined the issue<\/a> earlier this year. Universal childcare would allow more parents to work, expanding the family\u2019s budget and boosting lifetime earnings. It also benefits employers who\u2019d have less turnover when new parents stay on the job.<\/p>\n<p class=\"wp-block-paragraph\">Still, that argument can be hard to quantify, said Chloe Gibbs, a fellow at the Stanford Institute of Economic Policy Research who coauthored the study.<\/p>\n<p class=\"wp-block-paragraph\">\u201cThe upfront costs are high and the return is diffuse,\u201d Gibbs said. \u201cBut we did find substantial benefits.\u201d<\/p>\n<p>Good for parents, but maybe not kids<\/p>\n<p class=\"wp-block-paragraph\">Meanwhile, California is chipping away at the gaps in services. The state has more than doubled the number of childcare vouchers for low-income families since 2018, and expanded free preschool eligibility so a family of four earning up to $136,000 a year now qualifies. Transitional kindergarten is also now available to all 4-year-olds.<\/p>\n<p class=\"wp-block-paragraph\">More recently, the state shifted preschool funding to the same funding stream used by K-12 schools. That essentially means that state-funded preschools are part of the K-12 system, bringing stability to a sector that was previously subject to the ups and downs of the state\u2019s general fund.<\/p>\n<p class=\"wp-block-paragraph\">In addition, the state added more preschool slots for children whose parents work for school districts, county offices of education and community colleges.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">But universal childcare may not be the panacea its proponents are hoping for, said Bruce Fuller, an education professor at UC Berkeley who studies early childhood education. There\u2019s no question it would be a financial boon for parents, but the <a href=\"https:\/\/acf.gov\/opre\/report\/childrens-learning-and-development-benefits-high-quality-early-care-and-education\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">research is mixed<\/a> on how much and which children benefit, he said.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">Children, especially those from low-income households, benefit from high-quality childcare, but low-quality childcare yields few benefits at great cost, he said. The state would have to improve its standards, including the training protocols for childcare workers, for all children to benefit.<\/p>\n<p class=\"wp-block-paragraph\">\u201cWe know that universal childcare is good economic policy, but does it advance children\u2019s early learning? (Photo by Laure Andrillon\/CalMatters)<\/p>\n<p class=\"wp-block-paragraph\">He also noted that California\u2019s early childhood investments have come so quickly that quality has been uneven. The state should sort out the current hiccups, such as the impact of transitional kindergarten on community preschools, before embarking on a larger expansion.<\/p>\n<p class=\"wp-block-paragraph\">\u201cAre we growing so quickly we\u2019re losing quality? That\u2019s something we need to consider,\u201d Fuller said.<\/p>\n<p class=\"wp-block-paragraph\">Fuller favors a more gradual approach, starting with expanding state-funded preschool to all low- and middle-income 3-year-olds. A perfect place for such an expansion could be the K-12 classrooms and schools left vacant by declining enrollment, he said.<\/p>\n<p>\u2018She loves it here\u2019<\/p>\n<p class=\"wp-block-paragraph\">That\u2019s the focus of Kidango, a Bay Area nonprofit that runs 54 childcare centers at dozens of school campuses in San Jose, East Palo Alto, Hayward and other communities. (Photo by Laure Andrillon\/CalMatters)<\/p>\n<p class=\"wp-block-paragraph\">Yeison Velez travels an hour every day from Sunnyvale to bring his 2-year-old daughter to the Kidango childcare center at the former Toyon Elementary School in east San Jose. In the four months since his daughter started at Kidango, Velez has watched her grow from being shy and quiet to being \u201cvery social,\u201d he said.<\/p>\n<p class=\"wp-block-paragraph\">\u201cShe loves it here,\u201d Velez said in Spanish.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">On a recent sunny morning, about 50 toddlers wiggled, bounced, clambered and daydreamed in the Toyon center\u2019s shaded play area under the supervision of more than a dozen teachers. Some chased bubbles, others rolled hula hoops, some plowed toy trucks through the sand. A few played with blocks. Not a single child was crying, or even fussing.<\/p>\n<p class=\"wp-block-paragraph\">\u201cWe try to build relationships with the children and the families. We want the children to feel safe and welcome,\u201d said Yesenia Rivas-Bejarano, the center director. \u201cWe know that\u2019s important to the parents, and we don\u2019t want to let them down. We try to build these deep connections.\u201d<\/p>\n<p class=\"wp-block-paragraph\">Merliz Parra said she was thrilled when she found out that her 3-year-old son, Carlos Josue, got a spot at the Kidango Toyon Early Learning Center. He had been on the waiting list for months.<\/p>\n<p class=\"wp-block-paragraph\">\u201cNow my son is able to go to school, engage with other children, gain social skills,\u201d Parra said through a translator. \u201cAnd I can go to work.\u201d<\/p>\n<p class=\"wp-block-paragraph\">Parra and her husband both work as delivery drivers, earning just enough to survive in the Bay Area.
