The region is scrambling to prepare for a rare El Ni\u00f1o so intense that there isn\u2019t yet a name for it, and untreated sewage continues to flow through the Tijuana River, poisoning air along the border and rendering the Pacific Ocean unfit for swimmers. We\u2019ve reported on the firefighters dropping Foster and throwing support to Abraham.
