The video, shared by TikTok user @carolinekingdom and subsequently reported online, shows the man speaking with an officer wearing a City of Anaheim Code Enforcement uniform. The encounter appears to take place along the pedestrian walkway near the Harbor Boulevard drop-off and pick-up area outside Disneyland Resort.

Exactly what triggered the encounter has not been publicly established. The short recording does not show what happened beforehand, although the officer appears to direct the man away from the area.

That distinction matters: there is no publicly identified citation, arrest, or criminal charge connected with the confrontation in the material reviewed for this story.

The location is especially notable because Harbor Boulevard is a major pedestrian approach to Disneyland Resort. Ongoing changes around the eastern side of the resort have already affected how visitors navigate the area, with recent Disneyland security and East Esplanade changes placing additional attention on the resort’s eastern entrance.

The confrontation has renewed accounts from people who say they previously encountered the man around Disneyland.

The supplied report describes him carrying two macaws and a cockatoo and offering tourists opportunities to pose with the birds. Several social media users alleged that birds were placed on them before they had agreed to participate, followed by requests for money. Others alleged that the solicitation became forceful when they attempted to leave.

Those accounts should be treated as allegations. Inside the Magic has not independently verified individual claims that tourists were prevented from leaving or forced to pay.

Still, the reports highlight an important distinction for visitors: encountering someone immediately outside Disneyland does not necessarily mean that person or activity is associated with Disney.

That is particularly relevant during a busy fall season. Oogie Boogie Bash sold out its standard 2026 dates, bringing large numbers of Halloween visitors through the Disneyland Resort area.

Disneyland Resort has explicit rules governing commercial activity on its property.

Disney’s published regulations prohibit unauthorized solicitation, including requests for money, contributions, or donations. They also prohibit selling goods or services without prior written approval. Disneyland identifies the resort, including Downtown Disney and designated roadways, walkways, and parking areas, as private property.

Those rules do not automatically establish that the man violated Disney policy because the available video appears to place the confrontation near Harbor Boulevard, and the precise property boundary involved has not been independently established.

Anaheim separately regulates solicitation and sidewalk vending. City records show that the Anaheim City Council updated Chapter 4.52 of the municipal code in 2024 to establish operational standards and enforcement mechanisms for sidewalk vendors.

The presence of a code enforcement officer therefore does not, by itself, establish what violation—if any—the officer believed had occurred.

The encounter comes while Disneyland’s eastern arrival corridor is undergoing significant changes.

Disneyland has been reworking portions of the East Esplanade, including relocating security operations as construction progresses. Guests arriving from hotels and businesses east of the resort are among those most likely to experience those changes because Harbor Boulevard feeds directly toward the eastern entrance.

Inside the Magic has previously detailed the temporary relocation of Disneyland’s East Security screening area and the resulting walkway changes affecting Harbor Boulevard arrivals.

The resort has also adjusted transportation operations. Disneyland’s Toy Story shuttle drop-off changes move arriving guests closer to Harbor Boulevard as construction continues.

That makes the surrounding pedestrian environment particularly important. Visitors may be navigating unfamiliar paths, construction barriers, security queues, rideshare traffic, vendors, and other people operating outside the controlled theme park environment.

Credit: Disney
