A third candidate is also in the race.

Osorio’s sister, Allyson Osorio, said she witnessed a man who looked like Frazier at her brother’s house on Monday night as she dropped off her niece and nephew. She told The Bee the man was by the front door and mailbox. Marcos Osorio’s 10-year-old son witnessed the man at the mailbox, according to his father and aunt.

She took a video of the encounter and filed a police report electronically.

“We do turn these types of investigations over to the Postal Service,” Fresno Police Lt. Brian Pierce told The Bee on Tuesday.

A spokesperson for the U.S. Postal Inspection Service confirmed Tuesday that it received the case.

Allyson Osorio told The Bee that she recognized the man as Frazier. A representative for Marcos Osorio provided a video to The Fresno Bee taken by Allyson Osorio as she confronted him. The video shows a man bearing the resemblance of Frazier allegedly at the home.

The union representing community college faculty is calling for Frazier to drop out of the race.

“This is not a gray area. A candidate showed up at his opponent’s home at night, went through the mail, and lied to a family’s face about who he was. That is disqualifying. It may be the most brazen example we have seen of a local politician crossing a personal line and acting in bad faith,” Keith Ford, president of AFT Local 1533, said in a news release Tuesday night.

Also, one endorser that Frazier claims says he never endorsed him.

On his website, Frazier said he has the support of Assemblyman David Tangipa, R-Clovis. Tangipa’s staff told The Bee, “that is not accurate.”

It’s unclear why Frazier was at the home of his political opponent. He has not responded to text or phone messages. At one point, his voicemail played a message that it was full. Later, it was able to accept messages.

What the video shows

Allyson Osorio said the man she spotted started jogging away as she pulled into her brother’s home. She started recording a video.

Osorio questioned the man about his business at the home. The man responded that he was knocking on the door. Marcos Osorios was not at home at the time.

The man asked Allyson Osorio if she lived there and if she was “Catalina,” according to the video. That is an approximate name of Marcos Osorio’s ex-wife Carolina, his sister said. Allyson Osorio then asked for the man’s name.

He responded with “Charles.”

“No, tell me the truth … come on, what’s up, what’s up? Tell me, what’s your name?” Osorio responded. She later told The Bee she recognized the man as Frazier.

The man said he wants to talk to “whoever lives here.” He later told her he is looking for an “Andrew Van Horn.”

Asked if he was a neighbor, the man responded, “sometimes.” Voter registration records show that Frazier and his wife, the assemblywoman, have their residence a few blocks away on East Harvard Avenue. The address is within SCCCD District 5 boundary.

The man in the video said he buys houses, then took a phone call from someone he identified as “Carol.” That is when the video ends.

A representative for Osorio sent a video of a piece of mail addressed to a Andrew Van Horn, with Marcos Osorio’s address. It is from a health plan provider. Osorio said he is not familiar with Van Horn, but occasionally does inadvertently receive some of his mail.

Frazier’s nonprofit lost lease for public sports park

A developer by trade, Frazier lost a battle over control of the Granite Park Sports Complex to the city of Fresno. In June, the city took back its lease of the central Fresno sports facility, claiming Frazier’s nonprofit, the Central Valley Community Sports Foundation, violated its lease.

Frazier also has an active civil rights lawsuit against the city related to Granite Park. The long-delayed case — initially filed in 2020 — returns to court for a scheduling conference on Nov. 10.

Frazier leads campaign fundraising

Frazier reported raising $111,880 during the campaign, with $92,116 cash on hand. He has also reported an additional $10,500 contributed after the last reporting deadline of Sept. 19.

Soria’s campaign contributed $10,607.

Osorio reported raising $20,633 overall, with $10,661 cash on hand. He also reported an additional $13,500 after the deadline, with $7,000 coming from himself.

A third candidate, Miguel Castaneda Sanchez, is also on the ballot. He is listed as sales associate and student. He filed a statement, saying he would raise and spend less than $2,000.

This story was originally published October 7, 2026 at 2:32 PM.

                David Taub

                    The Fresno Bee

David joined The Fresno Bee in 2026 as Civic Watchdog Reporter.
