La Jolla group aims to preserve coastline through public-private partnership<\/a><\/p>\n

A nonprofit operating under a special use permit is pushing a new public-private partnership model to maintain and enhance La Jolla\u2019s shoreline.<\/p>\n

La Jolla Coastal Conservancy is a nonprofit dedicated to combating coastal trail deterioration, erosion, and lack of governmental funding.<\/p>\n

The conservancy, operating under a formal Special Use Permit from the city of San Diego, is exploring ways to preserve and enhance a 1.5-mile stretch of La Jolla shoreline from Coast Walk Trail to Whale View Point.<\/p>\n

Michael Parker lived in his two-bedroom Bankers Hill apartment in San Diego for five years and for five years, his utility bill had been the same: $60 a month paid to his landlord.<\/p>\n

The tenants of La Suzanna got letters in the mail informing them of a utility billing change. Then, last October, an email arrived from a third-party billing company called Livable, welcoming him to its billing service. Livable, it said, would ensure that \u201ceach household pays for its fair share of utility costs.\u201d<\/p>\n

The first bill arrived in December. Parker now owed $172.33 for trash. The following month, his share of water and sewer (billed every two months), plus trash pushed his bill to $289.27.<\/p>\n

Troy Williams, the head chef at Miss B\u2019s Coconut Club, described his rough upbringing in the Queensbridge Housing Project in New York City<\/a> in a Times of San Diego profile. To hear him tell it, he overcame police assaults, racial discrimination and poverty to become one of San Diego\u2019s up-and-coming chefs.<\/p>\n

What he didn\u2019t say \u2014 and what nobody else knew until U.S. Marshals Service revealed it on Tuesday \u2014 was that Troy Williams was not his real name. He had been living under a false identity, duping media outlets and federal agents alike.<\/p>\n

Instead of running from the mean streets surrounding the Queensboro Bridge, the man known as Troy Williams had actually been running from the U.S. Marshals in Iowa for 14 years. He was fleeing prosecution for his alleged role in the kidnapping and assault of a woman, whom law enforcement says he and others later shot and left in a field outside of Davenport, Iowa.<\/p>\n
