FRESNO, Calif. (KFSN) \u2014 A controversial encounter caught on camera has one candidate for the State Center Community College District Governing Board calling on his opponent to step down.<\/p>\n
\u201cMr. Terance, we would ask him to step down,\u201d said Marcos Osorio, SCCCD Candidate running for Area 5.<\/p>\n
The request came after an incident that happened just after 8 p.m. Monday, when Osorio\u2019s sister captured a moment when she spotted a man she believed to be Terance Frazier on her brother\u2019s central Fresno property.<\/p>\n
She began recording the exchange she described as awkward.<\/p>\n
\u201cWhat\u2019s up? Why were you in this house?\u201d asked Allyson Osorio, Marcos\u2019 Sister.<\/p>\n
\u201cI was knocking,\u201d said the man who appeared to be Terance Frazier.<\/p>\n
\u201cOK, do you want me to deliver a message?\u201d asked Allyson.<\/p>\n
The man answered, \u201cYes.\u201d<\/p>\n
At one point in the video, the man identifies himself by another name.<\/p>\n
\u201cWhat\u2019s your name?\u201d asks the man.<\/p>\n
\u201cWhat\u2019s your name?\u201d asks Allyson.<\/p>\n
\u201cI\u2019m Charles,\u201d said the man.<\/p>\n
\u201cNo, tell me the truth,\u201d said Allyson.<\/p>\n
\u201cI\u2019m laughing because, like, I\u2019m, like I know who you are \u2014 like what are you doing here?\u201d said Allyson.<\/p>\n
The exchange left the Osorio Family with more questions than answers.<\/p>\n
\u201c\u2026including why not admit who he is, one of the most recognized folks. Why not say, \u2018Hey, I\u2019m Mr. Frazier.\u2019 Instead, he came up with an alias,\u201d said Marcos.<\/p>\n
At another moment, the man called himself Charles and asked to speak to an Andrew.<\/p>\n
\u201cWho are you looking for?\u201d asked Allyson.<\/p>\n
\u201cAndrew,\u201d said Terance.<\/p>\n
\u201cAndrew what?\u201d asked Allyson.<\/p>\n
\u201cVan Horn,\u201d said the man.<\/p>\n
Marcos received a notification from the U.S. Postal Service earlier on Monday alerting him to two pieces of mail addressed to an Andrew Van Horn. Marcos believed the mail was mistakenly delivered to his home.<\/p>\n
\u201cI go to see if there\u2019s anything in the mailbox or if it\u2019s been damaged or what\u2019s exactly happening. I open it up, and I find two envelopes with Andrew Van Horn\u2019s name on it,\u201d said Marcos.<\/p>\n
Marcos\u2019 10-year-old son confirmed the man\u2019s appearance by the mailbox.<\/p>\n
\u201cHe saw him in front of our mailbox, then running away from the mailbox to then him quoting a name that\u2019s in my mailbox at the time from mail that isn\u2019t mine,\u201d said Marcos.<\/p>\n
Action News called Terance Frazier after our interview with Marcos and received the following audio message:<\/p>\n
\u201cThe person you are trying to call has a mailbox that\u2019s full and cannot receive messages at this time. Goodbye.\u201d<\/p>\n
The uncomfortable encounter prompted Allyson to file a police report with the Fresno Police Department.<\/p>\n
Marcos said the incident has left his family, including his two small children, shaken.<\/p>\n
\u201cI will tell you that the anxiety level in my household, you know, it\u2019ll take us some time to try and feel normal,\u201d said Marcos. \u201cWhen I come home, I\u2019ll be thinking twice when locking up.\u201d<\/p>\n
Both Osorio and Frazier are running against a third candidate, Miguel Sanchez.<\/p>\n
On Tuesday night, the State Center Federation of Teachers also called on Frazier to exit the area 5 race. In its statement, the union said it condemns political intimidation.<\/p>\n
