Long Beach still had high tides on Tuesday morning, Oct. 13, but the city set out to begin repairs on the historic boardwalk and bulkhead on the Peninsula \u2013 which have sustained significant damage from three major storms in the past couple of weeks.<\/p>\n

Mayor Rex Richardson, during a Monday press conference, announced that city crews would begin addressing the impacts of Tropical Storm Rachel on the boardwalk and bulkhead starting Tuesday during low tide. Much of the damage can be seen along the bulkhead between 64th and 66th places on Seaside Walk. Sections of the boardwalk have been completely taken out.<\/p>\n

Throughout the weekend, waves repeatedly hit the bulkhead \u2014 and pieces of wood could be seen floating out in the water.<\/p>\n

City crews were on the Peninsula Tuesday morning but did not start repairs until after high tide, which started at around 10:40 a.m., city officials said. Once conditions were safe, they started to bring in tools and materials needed.<\/p>\n

Work will continue until repairs are complete but is subject to change depending on safety conditions in the work zone. Residents will see equipment near 54th and 64th places for that work.<\/p>\n

\u201cCrews will continue to work during low tide and safe conditions in coordination with building and safety,\u201d Richardson said during the Monday press conference. \u201cThe schedule will depend on tides, site conditions, and status of nearby red-tagged buildings will determine how they access those properties.\u201d<\/p>\n

Because of extensive damage this past week, the original estimate for the project went from $1-1.5 million to $1.5-3.6 million, city officials said.<\/p>\n

The big range in cost is because of emergency repairs that needed to be made during Tropical Storm Rachel and the cost of those additional materials, according to city spokesperson Laath Martin. The cost will be refined as future analysis is done on how much of the boardwalk and bulkhead has been lost.<\/p>\n

This project is funded from the Tidelands Emergency Reserve, city officials said; general fund and emergency reserves will not be used.<\/p>\n

\u201cWe\u2019ll repair the boardwalk, but this is about making sure that we\u2019re taking the steps to have a more resilient coastline in the years ahead for generations to come,\u201d Richardson said. \u201cAs that work begins, we need to look ahead to stronger protections for our community in the years to come.\u201d<\/p>\n

Long Beach plans to continue focusing on public safety while addressing water intrusion, property damage, and conducting emergency repairs as conditions allow. The National Weather Service still had a Coastal Flood Advisory in effect on Tuesday, with minor to moderate coastal flooding expected near times of high tide and the potential for continued increased tides this week.<\/p>\n

Evacuation orders are still in place for homes between the 64th and 66th blocks of Seaside Walk. City building inspection crews continue to assess damage to those affected homes \u2013 eight buildings accounting for 13 residences have been red-tagged, and one has been yellow-tagged.<\/p>\n

An evacuation warning was issued on Saturday, Oct. 10, and is still in effect for Peninsula residents on 64th, 65th and 66th places south of Ocean Boulevard, as well as homes in the 6200, 6300, 6600, and 6700 blocks of Seaside Walk.<\/p>\n

The city had provided about 19,000 sandbags for Tropical Storm Rachel as of Monday evening, and 26,000 across the three recent storms, city officials said. Portable pumps continue to be used as needed to address street flooding and ponding in both Naples Island and the Peninsula during high tide.<\/p>\n

Along with the boardwalk and bulkhead repairs, city leaders said, they will work on other recovery efforts as well. Part of the city\u2019s seven-point coastal plan to strengthen protection of the Peninsula includes the Alamitos Bay dredging and beach replenishment project, which has been accelerated to begin next week. Staging for the project at the 72nd Place beach parking lot is set to begin on Wednesday, Oct. 14.<\/p>\n

The effort will restore safe, navigable depths in the Alamitos Bay entrance channel by removing 415,000 cubic yards of beach-ready sand from bay floors and reusing that material along the Peninsula. This $11.4 million project has been in the works for years, Richardson said, and is funded through the Marina Fund and the Tidelands Fund.<\/p>\n

Before the dredging project begins, the city plans to back-pass additional sand onto the Peninsula \u2013 a roughly $230,000 project funded through the Tidelands Emergency Reserve. The goal is to add about 50,000 to 100,000 cubic yards of sand, which will help build out the beach and allow the larger dredging project to be as effective as possible.<\/p>\n
